Minutes of Glentworth Parish Council Meeting held on Monday 26th June 2107in the Village Hall Glentworth.

Public participation

1 - Helen Fitzpatrick a member of the NPWP explained the reason for producing the Draft Consultant Contract being due to the consultant not providing one. The Clerk had submitted minor amendments for consideration together with concerns re the last page detailing the costs which did not relate to the original Locality Grant Application nor the actual approved grant monies received.

2 - A petition from 6 residents was tabled regarding the lack of maintenance and the unsatisfactory state of a) B1398 Bus Shelter b) Pocket Park

1706/5Neighbourhood Planning

Consultants Draft Contract - Resolved to approve `in principle`subject to: -

1 - Inclusion of the minor amendments as circulated.

2 - Costings asdetailed on the last page to be in accordance with the Locality Grant

Application items 1.1 - 1.4 and the approved grant monies received.

3 - In accordance with Council Policy the Clerk/RFO,being the Proper Officer, to signthe contract when approved by the consultants.

1706/6 Planning

1 - 136353 Household alterations - Mill House Middle Street-Resolved No objections/Comments

2 - Resolved that this Council utilizes its powers under LGA 1972 sect 101 to devolve to the Clerk the authority tomake decisions on planning applications when:-

  1. The application falls between meetings and it is not possible to obtain from the Planning

Authority an extension of time to consider the matter; and

  1. The Chairman is unavailable to convene an extra-ordinary meeting or circumstances are

such that the convening of an extra-ordinary meeting is impractical.

In both circumstances, the Clerk shall have authority to respond on the Council's behalf,

considering the Local Plan; the content of any planning policies; community plan or

Neighbourhood Plan adopted by the council; and precedent.

Moreover, where it is practicable, the Clerk is to contact ALL Councillors to confirm they

are content withthe response to the specific Planning Application requiring this action.

This authority will not apply to applications where there are known objections by

neighbours; multiple housing development; and new land allocations.

b) Community Wildlife Grant Application - Resolved to proceed on the basis as detailed that LCC will provide 50% of the trees and protection, supply to Glentworth Scottish Farm, who will alsopurchase 50%, to plant and maintain all the trees as per the approved detailed plan.

c) Weekly inspections Pay Area & Pocket Park - Resolved to approve John Montgomery to carry out the weekly inspections of the Pay Area & Pocket Park on a voluntary basis.

To consider quotation to replace the Pocket Park bench @ £ 440.00 - Resolved to apply for a WLDC Community Grant for this item.
