Emergency REACT Meeting in Sughd Region, Khujand

Agenda: “REACT Response to the earthquake occurred on January 8th, at 22:22 of local time”

The chair of the meeting opened the meeting with providing the information about damage caused by the natural disaster-earthquake with the epicenter of 70 km distance from the Khujand under the 30 degree edge to the east-south direction.

Mr. Kodirberdiev Kh mentioned that he together with Ms.Tahmina Rahmatova visited Kanibadam and Isfara districts.

Presently Isfara is continuing with data collection on earthquake consequences. In Jamoat Vorukh and Chorku are fully and partly damaged houses. In Jamoat Vorukh 56 requests of the inhabitants on full and partly damages are registered.

The respective commissions on emergency situation in places are tasked to identify the fully and partly damages. According the preliminary orally provided information there are from 10-to 15 damaged houses.

To the question “are all 15 housed damaged fully in Vorukh?” was the answer that according the norms of CoES if the one of the bearing walls is destroyed fully than the house is considered as a fully damaged house, and the quantity of damaged houses should be identified.

The following question “who identifies the cost of the damaged for now?” had the answer that relative established commission on ES will identify the cost of the damage.

The next question “is there a need for the aid?” had the answer “yes, the aid is needed, now the victims of the disaster are provided with lodging by the relatives”

Ms.Tahmina Rahmatova emphasized the importance of NRCS and WFP participation and other’s activeness in disaster response activity.

Mr. Bobojonov Ikhtiyor informed that NRCS has the capacity to provide tents, blankets, oil heaters, medicines and others.

Mr.Khojaev Shuhrat mentioned that the respond should be started from identification of damaged that can be the source of aid identification. If there is a need for food, WFP can provide with the food components of wheat flour, oil, peas and etc.

Ms.Tahmina Rahmatova underlined the importance of establishing the assessment mission among REACT partners that will provide clearer picture of the fact, the follow up of which will be identification of the needed aid that was the supporting idea of the proposal from the WFP side.

Mr.Frank Paepke noted the importance of the assessment results. Afterwards, based on our resources and potential to organize the aid program. First should be determined the volume of damage and then with concrete data to discuss further steps.

The last question was “is this earthquake was for the first time in this area?” the answer was: no, in 1977 was in Oftobruya, Isfara, and in 1985 in Kayrakkum.

The pictures taken from the trip conducted a day before to the disaster occurred spots were shared with the participants.

As the result of the meeting it was decided to establish the assessment mission to the spots. The mission consisted of 7 members:

The further decisions will be taken after the review of information received from the locally established commission
