  1. The SADC Secretariatis inviting Individual Consultants to submit their CV and Financial Proposal for the following services:

REGIONAL SKILLS ASSESSMENT NEEDS FOR THE PROPOSED SADC UNIVERSITY OF TRANSFORMATION

The Terms of Reference defining the minimum technical requirements for these services are attached as Annex 1 to this Request for Expression of Interest.

2. Only Individual Consultants are eligible for this assignment provided that they fulfil the following eligibility criteria:

a)they are not bankrupt or being wound up, are having their affairs administered by the courts, have entered into arrangements with creditors, have suspended business activities, are being subject of proceedings concerning those matters, or are being in any similar situations arising from similar procedures provided for in the national legislation or regulations of the SADC member states;

b)they have not been convicted of offences concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible);

c)they have not been declared guilty of grave professional misconduct proven by any means which SADC Secretariat can justify;

d)they have fulfilled obligations related to the payments of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those countries where the contract is to be performed;

e)they have not been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the SADC Secretariat' financial interests; or

f)they are not being currently subject to an administrative penalty.

3.The maximum budget for this contract is US $19500 for expert service/consultants fees only. Proposals exceeding this budget will not be accepted.

4.Your Expression of Interest must be presented as per Standard Expression of Interest Forms attached as Annex 2 to this REOI, in the English language and be accompanied by copies of all the indicated supporting documents. If the supporting documents are not in English, these shall be accompanied by a certified translation into English.

9.You proposal should be submitted as per the following instructions and in accordance with the Terms and Conditions of the Standard Contract attached as Annex 3 to this REOI:

(i) PRICES:

The financial proposal shall be inclusive of all expenses deemed necessary by the Individual Consultant for the performance of the contract.

(ii)EVALUATION AND AWARD OF THE CONTRACT:

Expressions of Interest determined to be formallycompliant to the requirementswill be further evaluated technically.

An Expression of Interest is considered compliant to the requirements if:

  • It fulfils the formal requirements (see Paragraphs2,3,4,5,6 and 7 above),
  • The financial proposal does not exceed the maximum available budget for the contract.

The award will be made to the applicant who obtained the highest technicalscore.Expressions of Interest not obtaining a minimum score of 70% will be rejected.

(iii) VALIDITY OF THE EXPRESSION OF INTEREST:

Your Expression of Interest should be valid for a period of 90 days from the date of deadline for submission indicated in Paragraph 6 above.

10. The assignment is expected to commence within two (2) weeks from the signature of the contract.

ANNEX 1: TERMS OF REFERENCE

TERMS OF REFERENCE FOR A REGIONAL SKILLS NEEDS ASSESSMENT FOR THE PROPOSED UNIVERSITY OF TRANSFORMATION

  1. Background

1.1 The main purpose of the Southern African Development Community (SADC) is to improve economic growth and development, alleviate poverty, enhance the quality of life of the people of the Region, support its socially disadvantageous areas through productive systems, deeper cooperation and integration so that the region emerges as a competitive and effective player in international trade and world economy. In seeking to meet both its social and economic aspirations, SADC recognises the important role and contribution of human resources development in political, economic and social development of the Region inorder to inter alia facilitate industrial development, competitiveness, regional integration and cooperation. Thus promoting human resource development is one of the broad strategic objectives of the SADC regional integration and cooperation agenda.

1.2The main goal of the SADC’s integration agenda in human resource development is to increase the availability of educated and highly skilled personnel to promote investmente efficiency and competitiveness of the region in the global economy, as well as improving the quality of lives of the region’s population. [i]. Since 2014 began to give priority focus on accelerating Industrialization of SADC Economies through Transformation of Natural Endowment and Improved Human Capital and the evalution and revision of its strategic indicative Plan to guide the SADC’s regional integration agenda and programmes in the light of developments in the region, continental and global environments. This led to the development and approval of the SADC the Revised Regional Indicative Strategic Development Plan (RISDP) 2015-2020 Industrialisation Strategy and Road Map in 2015 . The Industrialisation Strategy underscores skills development for as one the important enabling factors for Industrialisation.

1.3The Region has an opportunity to transform its youth population structure into a demographic dividend by provision of relevant and entrepreneurial skills that will instill confidence, creative thinking, innovation to contribute to higher productivity, innovation and economic growth of the Region. Technical and Vocational Education and Training (TVET) is one of important tool in education towards the creation and development of a skilled human capital to contribute to increased productivity, innovation and competitiveness of countries of the region, leading to overall economic development and poverty reduction.

1.4Recognizing the need for an innovative skilled human resources that will facilitate transformation of the region, the Chairperson of SADC at the 36th SADC Summit of in August 2016, pronounced that SADC University of Transformation be established and dedicated the Kingdom of Swaziland to host the University. The University is aimed to significantly enhance the human capital of the region by delivering graduates empowered with requisite discipline and entrepreneurial skills and confidence, creative thinking, innovation through TVET model delivery. The University will grant 300 scholarships, 20 per Member State in the first intake

1.5To ensure identification of skills, priorities and future needs that are critical to facilitate SADC policy and strategic frameworks such as the industrialization strategy, a regional scoping and skills needs assessment study should be undertaken to guide the programmes of the University. The study will also assess the institutional set up, infrastructure and legal requirements of the University.

  1. Objectives of the assignment

The objective of the assignment is to identify skills gaps and needs to facilitate the transformation of the region taking into account the SADC policy and strategic frameworks including the agreed priorities set out in the SADC Industrialization Strategy Road Map.

  1. Scope of Work

This will be largely a desk study involving electronic communication in collecting information in the SADC Member States, with limited visits to the host country and the SADC Secretariat.

The assignment will amongst other issues include:

  • Review the SADC regional policy frameworks that have a bearing on the SADC University of Transformation.
  • Review of member states and regional skills assessment and human resource developmnt plans
  • Identify key disciplines that will foster creativity, innovation and entrepreneurship.
  • Propose the infrastructure, human capacity needs and delivery mode of the identified programmes.
  • Recommend the legal framework within which the University will operate.
  • Develop a clear road map towards the operationalization of the University

4.Methodology, deliverables and timeframe

This is a 30 working days’ assignment expected to commence on 20th February, 2017, and end no later than end of March 2017. It will be conducted in the following phases, each with deliverables as summarised below:

5. Management Arrangements

The consultant will be supervised by the SADC Secretariat in the Social and Human Development Special Programmes Directorate.

6. Duration and Timing

This is 30 person days. The Indicative Timeframe is as follows:

  1. Start date of consultancy: 27 February 2017;
  2. Submission of Inception Report including literature review 3 March 2017;
  3. Submission and presentation of the first draft Report 27 March 2017;
  4. Submission of final Report 30 March, 2017;

7. Qualifications and Experience of Consultant

The competencies required for the successful completion of this assignment include that the Consultant must:

i) be a SADC national;

ii) be a researcher with qualitative analytical skills and experience in regional skills assessment for tertiary education and training including TVET.

iii)have experience in undertaking and completion similar assignments of this nature;

iv)Have experience and knowledge of the SADC Region;

v) possess a PHD Degree in the relevant field;

vi)be computer literate and able to undertake Internet searches; and

vii) be available and with track record to undertake such an assignment within a short period of time.

Estimated the Cost of the Assignment is US$ 19500
