I. Call to Order at 9:13am by Acting Chair Shelly Kerere of RESA 7
II. Introductions and Welcome
Attendees: Amanda Meadows of RESA I, Shelly Kerere of RESA 7, Kristi Scaggs of RESA 2, Delberta Riffe of RESA 3, Mary Jane Rinard of RESA 8 (Substituting for Debbie Stine), Paula McCoy of RESA 4 and Rebecca King of WVDE
III. Review and approval of minutes from February 20, 2012 minutes. Minutes were reviewed and motion to approve minutes was made by Delberta Riffe and seconded by Kristi Scaggs.
IV. Old Business
v Status on setting two face-to-face RESA meetings with call-in options
o RESA 3, RESA 4, RESA 5 and RESA 7 had face-to-face meetings. Please contact Linda Payne if you would like a conference call or webinar set-up. Continue to use Thinkfinity as a communication line to school nurses in the RESA. Kristi Scaggs discussed the difficulty of school nurses being able to leave their assignments to attend a RESA Council of School Nurse meeting.
v Stock Medications (First Aid, Epinephrine, Fluoride Rinse, etc.)
o A letter will be drafted by Becky to go to the WV Board of Nursing regarding this issue. The WV Council decided not to request stock medication for First Aid use in the school system. The group felt current recommendations from CDC to clean with soap and water, rinse, pat dry and bandage was prudent practice not apply an antibacterial ointment/cream. A request for stock Epinephrine for undiagnosed anaphylaxis for school nurse use only at their present location will be made to the WV RN Board. WV Board of Education Medication Policy would have to reflect the protocol for care of undiagnosed anaphylactic shock in schools without a school nurse present. Fluoride rinse should be a targeted approach through the oral health educators and local dentists, dental clinics and community health centers including SBHCs. If provided in the school setting an order should be obtained and active consent and proper documentation on each student whom is administered fluoride. In conclusion, Becky will make a request to the WV RN Board for school nurses to administer stock Epinephrine under a standing order to students who have not been diagnosed with anaphylaxis and standing orders for the WVDHHR-Fluoride Rinse Program.
v Follow-up on additions to WVEIS- Immunization Codes
o Continue to use "XX" for now meaning additional immunizations required for those who are OK to start pre-K. Use the code also for 7th grades student who have one menactra and will need a second for 12th grade. "NB" meaning “needs booster(s)” will be created.
o Discussion pursued regarding WVEIS Sick Bay codes. Upgrades are in progress and Cindy Feeser, RN of Jefferson county is working with Richard Pulliam of WVEIS regarding the Sick Bay screens. Direct any ideas for additions or changes to Cindy Feeser (). Soon all nurses will be able to pull up their care plans and intervention guides on the WOW health screens through the newly developed reports from WVDE Programmer, Jim Gilbert.
v Response to Karen Northup, Wellness Program Director/Researcher, of Wood County Schools
o Response is being developed regarding BMI.
V. New Business
v Review of Immunization Flow Chart per request to WV Immunization Network specific to 7th and 12th grade immunizations.
o The 7th and 12th grade Flow Charts were accepted for distribution to public schools without changes.
o Becky will ask that one be developed for new enterers also.
o Thanks to Shelly Kerere for bringing this idea and sample to Council and WIN.
v Comment period for revisions to WVBE Policy 2423-Communicable Disease Control.
o The policy aims to make immunization records into public health records to be entered into WVSIIS by the child’s medical provider or the local and/or the state health department. WVSIIS is the repository for immunization records. This will remove the requirement to enter immunization records into WVEIS. There are no further plans for WVSIIS to feed into WVEIS as had earlier discussed.
o The management of immunization records will be a local decision with county schools and public health.
v Revising WVBE Policy 2422.8-Medication Administration (2004)
o If you have suggestions or ideas regarding clarifying or cleaning up the medication administration policy, please let Becky or your Council Representative know. The current policy is from 2004.
VI. Updates from WVDE
v WV School-Based Health Assembly (WVSBHA) Formal Response to Public Works Audit Report was distributed and discussed. WVASN is also drafting a response to Governor Tomblin.
v A future request to WV RN Board regarding fluoride rinse and stock medications will be made by WVDE-Healthy Schools.
v The Mobile SMILES Program from Michigan has meet with WVDE and WVDHHR. Using a service like this is a local decision, but the Program has demonstrated that they have qualified staff and OSHA policies in place and can be of assistance to underserved children. The key is coordination with your local dental providers and the Mobile SMILES Program.
v Legislative Study Resolutions are school health related issues being studied throughout this year for possible future legislation. These are studies only, not actually bills yet. The Study Resolutions are SCR 33, 81, 84 and 95 along with HCR 107, 128 and 132.
v 2012 KidStrong Conference is June 13 & 14 in Charleston, WV.
