Ready to Learn Television Program

Ready to Learn will need reviewers on two occasions during the summer of 2015. If you are interested in volunteering, please send your resume (please no more than 5 pages) that includes up-to-date contact information to . Please use the words “RTL reviewer volunteer” in the subject line of your message, and please revise your resume to highlight those areas that demonstrate the ways in which you meet the qualifications listed below.

2015 New Competition Panel Review

Ready to learn seeks reviewers to serve on panels for the review of applications for new awards under the current Notice Inviting Applications (include link). Panels will be convened by phone; no travel is necessary.

Qualifications:

1)We will select reviewers with the best possible combination of expertise in the following areas:

  1. Educational TV or digital media production, including mobile apps, learning games, or websites
  2. Early science education or early literacy education
  3. Learning data analytics or embedded learning assessment systems
  4. Early Learning for children ages 2-8, especially in home or informal learning environments

OR

2)Educational evaluation and research study design, including familiarity with What Works Clearinghouse Standards

AND

3)You do not have a conflict of interest with any of the potential applicants. Specifically, you and the organization you work for will not be applying to the 2015 RTL competition; you are not connected to one of the partners or vendors associated with another organization’s application; and you have not consulted on the development of an application. (Note: additional conflict of interest screening may be necessary.)

Reviewers will be paid a fee of approximately $150 for each application. Reviewers will be expected to view an orientation webinar, read approximately 10-12 applications (there is a 50-page narrative page limit, but each application will be approximately 100-125 total pages with appendices), write detailed comments on each, participate in approximately three conference calls with other panel reviewers to discuss the applications, and make revisions to their comments and scores following the panel discussion. The review will take place approximately late June to mid-July (not including the week of the 4th). Please note: the time commitment is considerable: each application will likely take several hours to read and review, and the panel calls will last several hours each.

2015 GPRA Review

One of the RTL program’s performance measures under the Government Performance Results Act (GPRA ) requires the program to convene an independent panel to review the products created under RTL funding.

Qualifications for the GPRA Review:

1)We will select reviewers with the best possible combination of expertise in the following areas:

  1. Educational TV or digital media production, including mobile apps, learning games, or websites
  2. Early math education or early literacy education
  3. Early Learning for children ages 2-8, especially in home or informal learning environments

AND

2)You do not have a conflict of interest with any of the 2010 RTL grantees. Specifically, you and the organization you work for are not among the grantees; you are not connected to one of the partners or vendors associated with any of the grants; you have not consulted on the development of a grant project, and you have not participated in an educational outreach program, research study, or other activity overseen or sponsored by one of the grantees. (Note: additional conflict of interest screening may be necessary.)

Reviewers will be paid a flat rate fee (to be determined) and be reimbursed for travel to Washington, DC for an in-person 1 ½ day meeting on June 24-25. Reviewers will evaluate educational media products that have been produced under the RTL grants funded in the 2010 competition. All work will be done onsite with no advance preparation required (except for reading a few orientation materials).
