LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS) ADMINSTRATOR

Salary Range: 113 ($45,406-$72,633)
Duty Hours: 8:00AM – 4:30PM, Monday through Friday, with flexibility to meet Department needs.
DEFINITION: An employee in this job class is responsible for performing advanced and/or supervisory computer systems analysis work. This person is accountable for the performance of the Laboratory Information Management System in the St. Louis County Police Crime Laboratory. Work involves planning, budgeting and analyzing user requirements, procedures and problems to automate processing or to improve existing systems. Ability to provide technical assistance, including user training. May plan, assign and/or supervise the work of others. This person will be needed to work under minimal direction with considerable latitude for the use of initiative and independent judgment.
EXAMPLE OF DUTIES:
· Work with laboratory personnel to customize the LIMS functions for each section’s needs. Use knowledge of the capabilities, activities and evidence processing of the various units of the Crime Laboratory to develop and maintain computerized forms, customized Crystal reports and electronic case files to be used by department personnel, including notes pages and interfaces for analytical instrumentation.
· Develop and maintain data extension forms and Crystal reports for each section’s needs to assist with case production statistics, section audits and management reports.
· Oversees projects cross functional agency systems and other entities that require coordinating, planning and scheduling during the LIMS project development and implementation stages.
· Serves as the LIMS trainer/training coordinator overseeing the training of staff prior to the implementation of computer systems and offers advice and guidance during the implementation process.
· Implement change requests made to the LIMS database and maintain documentation.
· Has responsibility for the LIMS network and workstations with LIMS software and associated hardware including but not limited to managing all entries, designing cross checks for errors, monitoring for functionality and ensuring data is correct, and back up of the system is successfully completed daily.
· Performs administrative maintenance of the LIMS programs.
· Monitor and maintain user accounts.
· Assists all users with any problems, troubleshoot any errors related to software or hardware and coordinate with the Help Desk to assist with corrections as needed.
· Develops, analyzes and revises system design procedures, program code, test procedures and quality standards.
· Oversees the design and implementation of new or revised methods that effectively meet agency needs.
· Evaluate system hardware solution options and prepare recommendations with justification and specifications for the purchase of hardware solutions, equipment and supplies.
· Analyzes and defines agency disaster recovery responsibilities and procedures.
· Performs related work as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
· Knowledge of the limitations and capabilities of LIMS computer systems.
· Knowledge of Crystal Reports, SQL Reporting Services and MS SQL Server.
· Knowledge of forensic science and the workings of a crime laboratory
· Knowledge of compliance of accreditation including ISO 17025.
· Knowledge of techniques used in design of non-automated systems, of information technology equipment, of applicable programming languages, of computer hardware and software.
· Knowledge of computer operating systems, of writing, developing and revising program code, and of automated mapping.
· Skill in scheduling, testing, installing, and implementation programs; and in troubleshooting computer systems.
· Skill in developing user manuals and providing training or assistance in system application.
· Ability to multi-task and prioritize in a fast paced, multi-demand environment, with periodic interruptions, and the ability to make sound work-related judgments and decisions.
· Ability to formulate logical descriptions of problems and devise optimum solutions.
· Ability to act as St. Louis County Police Crime Laboratory’s Combined DNA Index System (CODIS) IT User upon the successful completion of an FBI background check to maintain security requirements as required by the St. Louis County Police Department, the Missouri State Highway Patrol and/or FBI.
· Ability to maintain the integrity and security of the LIMS network system and assist in information systems security administration.
· Knowledge in network administration maintenance, support and updates.
TRAINING AND EXPERIENCE:
Graduation from an accredited college or university with a Bachelor’s Degree in Computer Science, Information Systems, or Natural Sciences with 3 years experience in a forensic laboratory with extensive computer knowledge and/or LIMS administration. Relevant work experience may be substituted for educational requirements. Experience with applications programming and/or systems analysis of complex information management systems preferred.
