Employment Package

The Australian High Commission in Kiribati is seeking dynamic and high-performing professionals to fill vacancies, both current and expected.

The successful candidate/s will be employed by the Australian Government within the Department of Foreign Affairs and Trade (DFAT). The DFATaims to be an employer of choice by offering excellent conditions of employment and support toits staff. Some of the key aspects of the employment package offered for these vacancies are described below.

Contract Term: If recruited in-country, the position is ‘on-going’ (permanent) following completion of a probation period of six (6) months. If the position is recruited regionally, the term will be a fixed term contract of up to two years with a possible two year extension.

Salary: The salary offered to the successful applicant will be in accordance with the DFATKiribati locally engaged staff work level salary scale. The salary range will be determined by the work level classification of the position offered. Salary range for the Senior Program Manager is from AUD25, 988 to AUD 27,625per annum and salary range for the Program Manager AUD22,694 to AUD25,898. A performance bonus maybe payable upon exceptional performance.

Allowances and additional payments:May be payable to successful regional recruits to assist with expenses such as relocation and housing.

Annual Leave: Accrues at 20 days per year.

Personal Carer’s Leave:Employees are entitled to 20 days per annum. Personalcarer’s leaveencompasses sick leave and carer’s leave.

Other Leave: Entitlements includematernity leave, adoption leave andparental leave.

Superannuation: Employees are entitled to a superannuation contribution of 7.5% of salary, which is paid into the Kiribati Provident Fund.

About the positions

The Australia-Kiribati Partnership for Development guides Australia’s development priorities and aid investments in Kiribati. Under the current agreement, Australia has four priorities: basic education, workforce skills development, economic growth and infrastructure. Further to the agreed priority sectors, Australia has a modest package of support to disability, gender and health.

Specific Position Descriptions

Senior Program Manager

Work level classificationLE6

The Senior Program Manager is responsible for leading a team to oversee the implementation of Australia’s aid program in Kiribati. This position has immediate staff management responsibilities and is accountable for the delivery of program specific outputs and outcomes.

The key responsibilities of the position may include, but are not limited to:

  • Implementing, monitoring, reviewing and /or evaluating the effectiveness and efficiency of policies, initiatives and/or activities; Contributing to strategic planning;
  • Providing advice on developments likely to affect the cost, scheduling and effectiveness of policies, initiatives and activities;
  • Managing work unit finances and contracts, monitoring expenditure at initiative and activity level, and advising on budget issues that may arise;
  • Participating in high-level forums, including representing the Australian Government at meetings with implementing partners;
  • Overseeing and managing activity data to ensure its accuracy and currency;
  • Developing and managing effective working relationships with an extensive network of stakeholders;
  • Creating, storing, managing and sharing work unit related information in line with relevant policies and guidelines;
  • Managing program risk registers for each program;
  • Ensuring compliance with program quality assurance requirements (including but not limited to Quality at Implementation reports, Annual Program Performance Reports, and Independent Evaluations).

Qualifications/Experience

  • Experience in the use of project management software, including financial management systems.
  • Experience in monitoring, evaluation and reporting.
  • Demonstrated high-level communication, networking and negotiating skills.
  • Track record in successfully managing a small team to deliver results, preferably in a developing country context.
  • Four or more years of experience working in bilateral and/or multilateral funded projects would be an advantage.
  • Appropriate tertiary qualification.

Program Manager

Work level classificationLE5

The Program Manager is responsible for working within a team to oversee the implementation of Australia’s aid program in Kiribati. This position is likely to operate with a degree of autonomy, while supporting a broader team to meet shared objectives.

The key responsibilities of the position may include, but are not limited to:

  • Managing contractual matter related to Australia’s aid program;
  • Preparation financial estimates and program expenditure;
  • Oversight and management of accurate up-to-date activity data on DFAT systems, including AidWorks;
  • Participating in program meetings with development partners;
  • Oversight of the management of risk registers for each program;
  • Contribute to quality reporting requirements of programs (Quality at Implementation reports, Annual Program Performance Reports, Independent evaluations, etc).

Experience/Qualifications

  • Experience in the use of project management software, including financial management systems.
  • A good knowledge of monitoring and evaluation systems and reporting.
  • Demonstrated experience in high-level communication and negotiation.
  • Two or more years of experience working in bilateral and/or multilateral funded projects would be an advantage.

Selection Criteria

Applicants must provide a statement of claims to address each of the selection criteria below. Responses to each individual selection criterionmust not exceed half a page and should provide a tangible example that demonstrates relevant experience.

  1. Strong policy development, facilitation and implementation skills in the context of working with partner Governments and multilateral development organisations.
  2. Demonstrated project or program management skills, including contract and risk management and high levels of financial literacy.
  3. The ability to successfully lead and manage small teams of people with a commitment to their ongoing learning and development.
  4. High level interpersonal, oral and written communication skills with an emphasis on liaison, communication, negotiation and stakeholder engagement.
  5. Sound understanding of key economic, political, social and cultural issues facing the delivery of aid in Kiribati.
