RESPONSIBLE TO Community Safety Officer/ Anti-Social Behaviour Co-ordinator

MAIN PURPOSE OF POST

To ensure that an appropriate and effective response is formulated for victims who report Anti-social Behaviour (ASB), low level noise nuisance and / or ‘hate’ incidents in private sector dwellings / premises and public realm.

DUTIES AND RESPONSIBILITIES

The postholder must, at all times, carry out their duties and responsibilities to comply with Council and Community Safety Partnership policies/procedures.

1. To investigate reports of ASB and to manage an allocated ASB caseload, under the supervision of the ASB Co-ordinator.

2. To interview perpetrators of and witnesses to incidents of ASB and assist in the production of appropriate Witness Statements and Community Impact Statements.

3. Assist in the preparation of evidence files where prosecution of perpetrators of ASB is appropriate.

4. Assist in the delivery of lower level interventions e.g Acceptable Behaviour Contracts.

5. Develop case plans and take appropriate and proportionate action to resolve the reported problems, prioritising informal and early intervention methodology.

6.  To work with partner organisations at all levels.

7. To carry out duties always considering new Home Office guidance /legislation relating to ASB.

8. Assist in responding to national directives relating to ASB.

9. To assist in the case management of the ECINS system for the Victims First Project.

10. Undertake assessments of risk and harm.

11. Positively engage and negotiate with individuals in adversarial situations, to achieve positive behaviour changes, and to make appropriate referrals to support agencies.

12. To infrequently attend court hearings and appeal hearings with a Legal Officer to give evidence.

13. To carry out duties in line with the Derbyshire information Sharing Protocol at all times.

14. Any other duties which are similar/equal to the responsibility and grade of the post.

SPECIAL FEATURES OF POST

You may be required to carry out your duties at your present workplace or at another Council site.

Due to the need to work closely with a range of partner agencies and the community it will be necessary for the postholder to occasionally work outside normal office hours.

This post will be subject to an enhanced CRB check.

Skills

Essential

1. Investigation and enforcement skills.

2. Presentation, organisational, written and oral communication skills.

3. Report writing skills.

4. Tact, diplomacy, self-motivation and the ability to work alone.

5. High degree of computer literacy.

6. Ability to work accurately and to tight deadlines.

7. Ability to interview both perpetrators and witnesses of ASB.

8. Ability to negotiate with individuals in adversarial situations to achieve positive behaviour change.

Desirable

1. Innovative problem solving skills.

Knowledge

Essential

1. Knowledge of current Crime and Disorder policies and priorities, including those arising from the Anti-Social Behaviour Act 2003 and also be aware of the Anti-social Behaviour, Crime and Policing Act 2014.

Desirable

1. Knowledge of good practice in Anti-Social Behaviour intervention.

Experience

Essential

1. Two years experience working in an investigative/ enforcement capacity.

2. Experience of working in a Multi-agency/Partnership environment.

3. Experience of conducting formal interviews.

4. Experience of negotiation / mediation with individuals in adversarial situations to achieve positive behaviour change.

Desirable

1. Experience of preparing evidential files to prosecution standard.

2. Experience of case planning / solution delivery around complex problems.

3. Experience of undertaking formal risk and harm assessment.

Qualifications

Essential

Educated to HNC level or equivalent.

Desirable

Project Management qualification

Current Driving License and access to transport for work purposes.
