WATER HAUL LIST

Birch Hills County is requesting submissions for water trucks to provide services for road construction, dust control and application of calcium for the regular gravel program withthe County.

-There will be one list of water trucks registered for work with Birch Hills County.

-The term of engagement shall be a one year period commencing April 15th, 2013 and ending on April 14th, 2014.

-Work Day:

A Work day will start as agreed upon with the Director of Public Works or Designate. A ½ hour loading time will be granted at the beginning of each day only and this time is to be included on the invoice for that day.

The County does not have “guaranteed minimum hours”.

-End of Work Day:

The end of the work day will be considered to be when the truck is released for the day by the Director of Public Works or Designate. The County will not pay for the return time to the trucks home base.

-Rates:

Rates should be based on cost as per these parameters.

-Lowest Bidder:

Preference will be given to the lowest bid.

If the lowest bidder is unable to supply a truck for any reason, the bidder with the next lowest bid will be contacted. This truck will be used for the duration of the project, if available.

-Category of Equipment:

Rate should be based on one of the 3 categories of equipment;

1. Truck

2. Truck and Trailer

3. Tanker

Note: The Director of Public Works or Designate at his/her discretion will select a unit of required capacity that is deemed appropriatefor that particular project regardless of bid price.

Bid sheets and correspondence requirements are enclosed or can be obtained from the Birch Hills County Administration Office, Box 157, Wanham AB T0H 3P0.

Bids must be received in the Birch Hills County Administration Office by 2:00p.m. local time on April 2nd, 2013. All Submissions are to be sealed and clearly marked “2013Water Haul”.

Please note any forms not completed or not legible will be disqualified.

The selected water hauler shall be subject to all applicable provisions of Policy 8A Contract Trucking Policy. (Included)

In the event of an Emergency situation, water trucks will be hired be based on location and availability at the government rate.

WATER HAUL FUEL ESCALATION COST

Birch Hills County recognizes the ever growing input costs that our contractors must face. Fuel prices being the main cost increase in the past year. As fuel prices do not show any signs of relief, a fuel escalation cost has been determined, based on a full day of work and consuming 300 liters of fuel on average.

As of April 1, 2011 the current rate will fluctuate with fuel prices. Current fuel price increases and decreases will be determined at the beginning of every week by the Director of Public Works according to rack fuel prices provided to the County and Municipalities from Prairie Fuel Advisors (Wanham) and fluctuate as retail prices do.

Fuel price as ofMarch 2nd2013is 1.1449 for bulk clear diesel.

RE: CONTRACT TRUCKING POLICY

POLICY STATEMENT

BirchHillsCounty recognises the need for a safe environment for the Motoring Public, during graveling projects within BirchHillsCounty.

1.GENERAL

  1. There shall be one list of gravel trucks registered for work with BirchHillsCounty. This list consists of eligible tandem axle truck and pup/wagon owners and tandem axle dump truck owners.
  1. The operating year shall be from January 01 to December 31.
  1. All Trucking Companies assigned to the Contract List must provide a licensed, competent driver, while fulfilling work needs for the County.

2.CONTRACT REQUIREMENTS

  1. All Trucking Companies must provide and maintain documentary proof of the following:
  1. Alberta Government Registration proving ownership.
  2. Valid insurance policy showing minimum requirement of five million dollars ($5,000,000.00) coverage for Public Liability and Property Damage with Birch Hills County as additionally insured. A copy of the policy is to be provided to BirchHillsCounty prior to commencement of work.
  3. Active account in good standing with the Worker’s Compensation Board.
  4. All drivers must have a valid Alberta Driver’s License with the correct classification and endorsements. A driver’s abstract must be supplied upon request.
  5. Ratepayer or resident of the municipal jurisdiction of BirchHillsCounty will be given first preference.
  1. Falsification of any records will result in immediate permanent suspension from the Trucking Program.
  2. Registered truck owners shall keep BirchHillsCounty informed of any and all changes in registration documentation. Failure to provide updated documents could result in permanent suspension from the Trucking Program.
  3. A registration update will be completed in December of each year.
  4. All trucks called to work will be required to possess a valid safety inspection sticker.

3.RATES

  1. Rates will be based on Birch Hills County’s bid outline.
  1. In the event of an emergency call out, payments will be based on the hourly government rate.

4.CALL OUT PROCEDURES

A. The Manager of Infrastructure Projects will call the Trucking Company by telephone at the numbers listed on the owner’s registration form, between the hours of 7:30 a.m. and 10:00 p.m. Monday through Sunday.

B. The Trucking Company must have a person at the contact number with the authority to act on behalf of the Company to accept or reject an offer by the Manager of Infrastructure Projects for a turn of work. Failure to do so may result in loss of position in the Trucking Program.

C. Changes in the listed telephone numbers must be made in writing to the Director of Public Works or a Delegate.

D. Any Trucking Company occupying a position on the list who does not report for work when called or instructed to do so, will be given one written warning. Subsequent infractions will result in removal from the Trucking Program.

E. Under no circumstances shall the Trucking Company quit his turn of work without giving twenty-four (24) hours’ notice. Failure to give notice will result in one written warning. Subsequent infractions will result in removal from the program.

5.JOB CONDUCT

  1. The Director of Public Works upon written notification of policy infractions may suspend any driver from the Contract Trucking Program. A copy of the infraction report will be sent to the Trucking Company. Two such warnings during one operational year will result in removal of the driver from the Trucking Program.
  1. The Director of Public Works or Delegate will use their discretion to determine the need for a written infraction report. A driver may receive a written warning for any of the following reasons:
  1. Failure to follow instructions
  2. Being careless
  3. Exceeding the posted speed limits
  4. Failure to remain in numbered order to and from the pit on the designated haul routes
  5. Poor job performance
  1. Infractions on the job of a serious nature will result in the immediate and permanent removal of the driver from the program. The Director of Public Works and/or Manager of Infrastructure Projects will use his discretion in determining the severity of the infraction. An example of such infractions includes but is not limited to the following:
  1. Alcohol abuse
  2. Drug abuse
  3. Insubordination
  4. Abusive or obscene language directed at a CountyEmployee, another driver, or member of the Public
  5. Harassment
  6. Threat of physical abuse
  1. Booking off before completion of a normal shift without cause will result in a written warning.
  1. Booking on and off must be done in person, or by written notification from the registered owner or his representative.

SAFETY INSTRUCTIONS FOR TRUCK

OWNER/OPERATORS

GENERAL INSTRUCTIONS:

  1. All truck owner/operators shall ensure that their equipment meets all operational and maintenance requirements under the following:

Motor Vehicle Administration Act

Highway Traffic Act

Occupational Health & Safety Act

Motor Transport Act

National Safety Code Standards

All other relevant legislation

  1. All truckers must comply with all company safety policies and procedures.
  1. Any personal injuries, property damage, hazards and near miss accidents must be reported immediately to the Counties Project Manager.
  1. Truck Operators are to be in a safe position while the trucks are being loaded.
  1. Tailgates must be properly fitted when closed to avoid spillage.
  1. All trucks are to be loaded in a manner to prevent spillage while traveling.
  1. All trucks must travel on designated Haul Roads.
  1. All posted speed limits and traffic control procedures must be strictly adhered to.
  1. No passing within the pit or stockpile areas.
  1. When traveling on designated haul roads, NO PASSING IS PERMITTED.
  1. During hauling operations a safe distance must be maintained between trucks.
  1. Trucks shall not be operated in a reckless or careless manner.
  1. Truck Operators must exercise care and attention when working in the vicinity of overhead powerlines.
  1. Trucks must be fully stopped when manually controlled endgates are being closed.
  1. No work shall be performed under a raised truck box or cab until they have been securely blocked.
  1. Truck Operators must remove any rocks that are wedged between dual wheels.
  1. After loading or dumping, the operator must remove any loose material from the equipment.
  1. All trucks are to be equipped with a functional back-up alarm system to adequately warn workers who are directly in, or could be in, the path of a vehicle while it is backing up.
  1. Truck Operators are to use extreme caution while driving on School Bus Routes.
  1. Failure to comply with all or any of these Safety Instructions could be grounds for dismissal.
