1.Termsof Reference

TheWyndham Transport AdvisoryCommittee hasbeenestablished byWyndhamCity Counciltoadviseit ontransportand trafficissues from a highlevel policy,strategyand advocacyperspective.

Thework oftheCommitteeshallbeundertakenhavingregard for Council’s trafficand transportpolicies(includingcyclingandwalking)andCouncil’s AdvocacyStrategy“Working for Our City’s Needs” as updatedfrom timetotime.

TheCommitteeshallhaveregard for all modes oftransport;publicandprivate,roadand nonroad.

Specifically,theissuestheWyndham Transport AdvisoryCommitteeshalladdressthe following:

Toinvestigate andidentifyimprovementstotheroadnetwork from bothasafetyand capacityperspective;

Toinvestigate andidentifyimprovementstopublic transport,pedestrian andcycling networks;

Toinputintocampaigns highlightingtrafficand transportneeds withinWyndhamtoother tiers ofgovernment;

Toprovide advicetoCouncil ongovernmentinquiries,studiesandissuesrelatedto traffic and transportmatters;

Toconsider andcommenton transport issuesandconcernsfromlocal community groups;

Toundertakeother trafficandtransport relatedinvestigationsand/or provide adviceto

Council onissuesas requestedonacasebasis.

2.Extent ofPowers

TheWyndham Transport AdvisoryCommittee’s primaryfunctionis to provideadviceto the Council.WhilsttheChair oftheCommitteewillfrom timeto timemakemediacommenton transportand trafficissues andthework oftheCommittee,the AdvisoryCommitteedoes nothave the power tospeakonbehalfofCouncilormakecommitmentsonbehalfof Council.

Advice andreportsfromtheCommitteewill beconsideredbyCouncilthroughitsvarious forumsand meetingsas determinedincollaborationbetweentheChair oftheCommittee andthedelegatedCouncil officer(s).Whereappropriate,this will beconsideredin conjunctionwithareport fromstaff.

TheCommitteedoes nothave theauthoritytoexpendCouncilresources. Appropriate levels ofresourcing generallyconsistent with thoseoutlinedinSection6will benegotiated betweentheChairandthedelegatedCouncilofficer(s).

Councilwill nominatedelegated officer(s)with theauthoritytoassist in preparingawork programoftheCommitteeandresourcesrequired tosupporttheCommittee.

3.Composition

Thecomposition oftheCommittee:

A Chairpersonwhois appointedbyCouncilfora twoyear period;

OneCouncillornominatedbyCouncil;

Eight members becauseoftheir passionandcommitmenttoseetransportandthe traffic issues addressedinWyndham;andeither

oParticular skills or interestinspecific areas oftraffic and transport,eg.trains, buses,cycling,walking,roads,safety, or

oBroadtransport consumer interests.

Twogeneral communityrepresentatives who haveastrongandlongstandingbroad

interest incommunityissues andinterestin traffic and transport.

Indeterminingmembership oftheCommittee,Councilwill seekrepresentativesfrom a broadcross-section ofthecommunity,includingage,gender,geographic spreadand particular transport interests.

TheChairpersonisappointedfor atwo(2) year period. Atthe expiration ofthatperiod,the

Chairpersoncanrenominate.TheChairpersoncanresign atanytimeinwritingtoCouncil.

Committeemembersare appointedfor twoyears. Attheexpiration ofthatperiod,members canre-nominate.

Members canresignatanytimeinwritingto theChairpersonwithacopyto thedelegated

Council officer(s).

4.Co-opted Members

Dependingontherequirementsofthework programoftheCommittee(as agreedbetween theChairand thedelegatedCouncil officer/s), orfollowingaspecificreferencefrom Council,up to3 additional membersmaybeco-optedfor periods ofuptosix months withouttherequirementfor aformal Councilresolution.

Invitations canbe extended toindividuals andorganisationstoattend andaddressthe

Committee.

5.Role of theChair

Therole oftheChairis asfollows:

ManageCommitteemeetings;

Negotiate agendas with delegatedCouncilofficer(s);

Report toCouncilonplans andwork oftheCommitteeperiodicallyas required;

Be availableandmakemediacommenton trafficand transport issues notinconsistent withCouncilpolicy where applicable.

RoleoftheCouncillor

  • Act asaconduitbetweenCouncilandtheCommittee
  • EnsureCouncil has continuingregardfor thework thecommitteecan dotosupportCouncil.
  • Ensuremattersare referredbyCouncil to thecommittee

6.Resources availableto the Committee

Thework oftheCommitteewill generallyberesourcedfrominternaloperatingbudgetsand cover thefollowing:

Secretarial support interms of preparationofminutes,agendas andagendapapers;

Professionaladvice andinputofCouncil’sTransportPlanner andTraffic Engineeras required. Itis generallyrecognised thatprofessional supportwill be onhandatevery meeting.

Communicationsandmedia assistanceincludingmediareleases,mediacomment, publicityofCommitteeactivities on thewebsite.

Advocacy–support withadvocacyplans andstrategies asappropriate.

Anannualworkplanwill benegotiatedbetween theCommittee(viatheChair) andthe delegatedCouncil officer(s) andindoingsotheresourcingrequirementsandcapacitieswill betakenintoaccount.

Councilmaymakeadditional resourcingavailablefor particularprojects or investigations.

7.Meetings

Meetings will be heldregularlyonaTuesday,WednesdayorThursdayeveningata frequencyas agreed between theChairand thedelegatedCouncil officer(s).

8.Method ofappointing representatives

* Letters besenttocommunity groups inviting individuals tonominate;

* Anadvertisementis placedin thelocalnewspaper invitingnominations for residentrepresentatives.

Councilwould appointrepresentatives basedonapassiontosee trafficand transport issues addressed,relevant expertise, experienceandabilitytomakeasignificant contributiontothesuccess oftheAdvisoryCommittee,andbased on theWTACprocess andselectioncriteria.

The process andkeyselectioncriteria are:

Anadvertisementis to beincludedinthelocalpapers seekingapplicationsfor the position(s).

Applications aretobeinwritingandshouldaddress thefollowingkeyselectioncriteria:

-Demonstrateaninterestintransport relatedissues;

-Abilitytoconsult with thecommunity;

-Undertakes acommitmenttoattendmeetings andundertakework between meetings requiringasimilar timecommitment;

-Must have theabilityto understand,developandreport onabusiness plan;

-AbilitytomakeasignificantcontributiontothesuccessoftheAdvisoryCommittee;

-A particular area oftransport interestand expertise, or substantialexperiencewitha broadrangeofcommunitygroups inWyndham.

The assessment panelwillcompriseoftheDirector Advocacy,Traffic andTransport

Coordinator andCouncil’s Transport Planner.

Applicantsmayberequestedto attendaninterview with thepanel.

Thesuccessfulapplicant(s)are tomeetall ofthekeyselectioncriteria.

The AssessmentPanel willmakerecommendationstoCouncil.

Inmaking appointments,Councilwill haveregard toachievingrepresentationfroma broadcross-section ofthecommunity.
