1.0PURPOSE/SCOPE
1.1To define specific requirements for transporting hazardous materials on United States (U.S.) roadways.
1.2There shall be no deviation from this procedure without prior authorization from the Safety Director.
1.3This document applies to transporting full, partial or empty chemical containers.
2.0REFERENCE DOCUMENTS

3.0EQUIPMENT AND MATERIALS
3.1Trucks qualified for transporting hazardous materials areas defined below with the proper contents.
3.1.1Must be safe and road-worthy.
3.1.2Must have the company name/logo on each side of the truck and the California Carrier number. All lettering used must be visible from at least 40 feet away and/or as specified by the codes.
3.2Safety Travel bags will be carried on each VVG vehicle. The travel bags will include, but not limited to the following items.
3.2.1Hard had
3.2.2Gloves
3.2.3Safety Glasses
3.2.3Traffic Vest
3.2.3Ear Plugs
3.2.4First aid Kit
3.2.5Flash Light
3.2.6Disposable Camera
3.2.7Notebook and Pen
3.2.8Accident Report Forms
3.2.9Wheel chocks and flags
3.2.10Federal Emergency Response Guide (ERG)
4.0Spill Response
3.1Drivers must be trained in spill response procedures.
3.2Spill Response training must be completed before hazardous material is transported by the VVG driver in quantities of 55 gallons or greater.
3.3 Spill Response refresher training must be completed at least annually.
3.4 Vehicles must be equipped with enough spill remediation material, tools and equipment to abate a release from the largest container transported.
3.5The Safety Director and the Department Manager must be contacted in the event of a hazardous material release.
3.6An investigation of the spill or release shall be made as soon as is practicable.
3.7A written report of the spill or release must be completed by the driver and Department Manager and submitted to the Safety Director.
3.8Only the Safety Director shall contact the Local, State or Federal Regulators.
5.0HAZARDOUS MATERIAL TRANSPORTATION
5.1Containers
5.1.1All containers must be approved Department of Transportation (DOT) containers.
5.1.2All containers, full or empty must be marked with the appropriate DOT markings where applicable.
5.1.3All containers must be secured onto the truck using the restraints provided or by an alternate acceptable harnessing method (contact your manager, supervisor or the Safety Director for acceptable harnessing methods
5.2Shipping paperwork.
5.2.1Straight Bill of Lading or some other acceptable form of shipping papers must accompany all shipments.
5.2.2The shipping paperwork must have the designated facility name and address, proper material shipping name(see CFR 49, Sec. 172.101 Hazardous Material Table) ), volume or anticipated weight, Emergency Response Guide Number, and the name and address from which the materials is shippedand the name and phone number of the emergency contact.
5.3Placards
5.3.1 Placards are required to be placed on all four (4) sides of the truck if any one (1) container holds more than 1000 lbs. of material. The placard number must be the number shown on the largest full container.
6.0RESPONSIBILITY AND AUTHORITY
6.1It is the responsibility of the Department Manager to assure that drivers performing the tasks outlined in this procedure are adequately trained to this procedure and the procedures and standards listed in section 2.0, Applicable Documents.
6.2It is the responsibility of the Department Manager to coordinate all maintenance of VVG vehicles.
6.3It is the responsibility of the Department Manager to maintain DOTapproved containers to meet applicable specifications.
6.4It is the responsibility of the Safety Director to update and revise this procedure, including but not limited to, changes in governmental rules and regulations.
6.5It is the responsibility of the Safety Director to provide the initial, and refresher Spill Response training.
6.6The Human Resources Department is responsible for the completion of background checks on Velocity Vehicle Group drivers.
7.0 Driver Qualifications
7.1Drivers who are required to transport hazardous material must possess a valid California Driver’s License (C, B or A) with a good driving record.
7.2Only drivers with a Commercial Driver’s License and a Hazardous Material Endorsement may transport hazardous materials in quantities that would require truck placards.
