MAIN PURPOSE OF THE JOB

  • To ensure that the skills of the workforce and citizens of Cornwall are uplifted to maximise the economic development potential of the Cornwall’s upgraded NGB network.
  • To ensure that the opportunities of NGB are maximised across all other ERDF and ESF Convergence activities.
  • To develop and deliver Equality and Diversity cross-cutting theme benefits related to NGB to the wider population of Cornwall, including digital inclusion initiatives.

KEY TASKS

  1. Understand NGB business opportunities and research NGB business skills needs.
  1. Develop the NGB skills programme and the delivery framework by working with ESF stakeholders.
  1. Aggregate NGB skills demand amongst businesses, and set up and maintain systems for collecting and managing the data.
  1. Manage the delivery of NGB skills by external providers as required.
  1. Lead any NGB skills delivery undertaken by Cornwall Development Company as required.
  1. Work with existing training providers and stakeholders to secure introduction of appropriate skills into ESF / Skills Funding Agency programmes to meet identified business needs.
  1. Work with other mainstream providers, including colleges, schools (for example fledgling diplomas), CC Adult Education and Skills for Life providers to secure introduction of appropriate skills.
  1. Work with Marketing Manager to deliver seminars / workshops which may have a training element.
  1. Represent the NGB project at a strategic level with other NGB training providers.
  1. To work to address any identified shortcomings in skills delivery through mainstream channels, highlight shortcomings to the Programme Manager and investigate alternatives to meeting demand.
  1. Maximise the opportunities of NGB within other Convergence programmes, including:

•Innovation Centres

•Business Support services such as Business Link, Grow Cornwall and Partner to Succeed

•InvestInCornwall

•CUC developments

•Newquay airport business park

•Sites and Premises

•Other employment space developments

•Research Institution developments

  • To work with SWRDA to scrutinise new Convergence business plans and ensure NGB opportunities are maximised within them
  1. To work with Digital Inclusion initiatives and investigate new opportunities for maximising take-up and use of NGB.
  1. To deliver specific activities in relation to equality and diversity, which could include skills programmes around digital inclusion, access to work, access to services and access to connectivity.
  1. To control the Equality and Diversity cross cutting theme budget, providing accurate reporting to finance department on all expenditure.
  1. To ensure that policy and action is implemented so that benefits of equality and diversity are realised in the planning and delivery of the project.

KEY RESULTS:

  • Introduction of NGB skills delivery initiatives through relevant skills programmes
  • Research and correlation of NGB business skills requirements and input into skills programmes
  • Production of case studies showing business benefits of skills programmes in relation to NGB
  • Demonstrable impact of adding value to other Convergence activities through NGB
  • Demonstrable impact of maximising Equality and Diversity opportunities of NGB within the wider community, for example through Digital Inclusion initiatives

Relevant Experience

/ Very significant experience of working with senior staff across a wide range of organisations to secure tangible deliverables and outcomes
Experience of working with senior staff from skills providers such as colleges, other Skills Funding Agency / ESF funded skills programmes and/or private sector providers
Experience of building partnerships and coordinating work across organisations
Experience presenting to a range of diverse audiences
Project management experience
Demonstrable track record of success in previous assignments / Experience of working with EU funded projects, including contact with senior staff and decision makers

Education & Training

/ Degree or equivalent demonstrable experience / Project management training / Certification
Special Knowledge & Skills / Detailed knowledge of ICT skills and skills development
Knowledge of framework of skills delivery programmes in UK

Knowledge of EU funded programmes, preferably Cornwall’s Convergence programme
