Job Description

Job Title / Group Head of Finance
Reporting relationships / Reports to:
·  Group Finance & ICT Director
Responsible for:
·  Group Finance Manager
·  Assistant Group Financial Controller
Overall purpose / Motivate, lead and manage the Finance function to ensure the delivery of a high quality accounting, business planning and strategic financial services to the Group.
Principal responsibilities / Financial Planning
1.  Develop and monitor the Group’s financial business plans to ensure they are aligned to the Group’s corporate objectives and help facilitate effective financial management across the Group.
2.  Develop and implement an effective process for the annual delivery and approval of the Group’s budgets.
3.  Work with Housing Directorate to optimise and deliver the Group’s Income Strategy.
Financial Reporting
4.  Ensure that the finance function delivers high quality management information and associated services to help budget holders and management deliver their objectives.
5.  Ensure the delivery of high quality annual financial statements, prepared in accordance with relevant SORPS and Accounting Standards.
Treasury Management
6.  Secure future funding on competitive terms to support the delivery of the Group’s corporate objectives.
7.  Ensure a robust system of covenant compliance is in place to safeguard the Group’s funding arrangements.
8.  Effectively manage the Group’s cash requirements, ensuring risk exposures are minimised via a robust hedging strategy.
9.  Develop an effective Treasury Management Strategy and Policy in conjunction with the Group’s professional advisers.
Financial Control
10.  Develop, review and enforce the Group’s Financial Regulations to foster a framework of strong financial control across the Group.
11.  Ensure that effective financial systems, processes and procedures are designed and embedded in the finance function and across the Group.
Governance
12.  Act as Deputy Company Secretary with responsibility for authorising legal documents on behalf of the Group.
13.  Ensure a robust governance framework is established which meets regulatory requirements and delivers excellent governance for the Group and its stakeholders.
14.  Ensure accurate reporting of financial, governance and related information to the Group’s Regulator, funders and other stakeholders.
15.  Devise and deliver excellent support to Board via high quality finance and other reporting.
New Business
16.  Support delivery of the Group’s Growth Strategy by use of high quality investment appraisal methods on potential new business opportunities,
17.  Review and improve the Group’s capital reporting arrangements.
Risk Management
18.  Contribute to the development of an affective strategy for the Group’s approach to risk.
19.  Co-ordinate an approach to risk management, including advising the Group Director of Finance & ICT
20.  Ensure that appropriate insurance cover is in place for the Group, including a robust insurance claims process.
Other
21.  Lead on Value for Money and the development of a culture of Continuous Improvement in the Finance function and across the Group.
22.  Carry out investigations and report on any ad hoc financial issues that may occur from time to time at the request of the Group Senior Management Team.
23.  Develop effective partnership relationships with a range of external parties and agencies with whom the Group operates.
24.  Contribute to the formulation of policy and management of the Group through membership of the Group Management Team.
25.  Deputise for the Group Finance & ICT Director as required.
26.  Such other duties as from time are reasonably required.
Location / Based at Endeavour House, Stockton
Practical requirements / Ability to travel to meetings and training events away from the Group’s main office at Endeavour House, Stockton.
