Review of February 13, 2014 Meeting Minutes: Motion was made by Brent Helmand supported by Patricia Romero. Motion passed.

Treasurer’s Report: John Jacobs emailed the report to the listserv. There is $12,374.40 in the account.

Correspondence/Officer Report: Board of Directors Meeting - Mark Miller

a)This was the annual meeting. Most of the discussion was on the Health MI Plan. See Mark’s report under State Department reports.

State Department Reports

Mark Miller, MDCH

  • Mikelle Robinson is the acting Deputy Director. The Deputy Director position was posted.
  • The 4x4 plan has been revamped. A new project will be announced next week.
  • Budget – is set to be finalized late May to early June. $1.5M increase in the ELPHS line item. Meghan was instrumental in getting this in the budget bill.
  • Graph on the Health MI Plan was handed out

Champ/Billing- Craig Boyce, MDCH

  • There have been denials on contraceptives when primary care is involved. TPL opinion that ACA Health Plans should be covering contraceptives.

Medicaid Policy - Brad Barron, MDCH

  • There are a good number of people enrolled in the Healthy MI Plan. There are some minor glitches. Enrollment is on pace with projections. 80,000 newly eligible out of the 113,913 enrolled.
  • Outstanding issues – 1997 policy regarding that Health Departments did not have to seek out prior authorization before providing services. There were some bulletins that stated prior authorizations were not required for HDs. Brad is looking into this.

Medicaid Full Cost Report – Steve Ireland, Tammy Stevens - MDCH

  • 2011 initial settlements have been completed. Used data warehouse and MHP data. May request detailed data to reconcile to Health Department numbers
  • 2012 initial settlements – 8 out of 36 are in review. Target is set for June
  • Interim payments are on target to start on October 1st. Health Departments need to formally elect out of the process if they DO NOT want interim payments. Payments will be calculated using the last completed settlement divided by four.
  • 2013 Initial settlements to begin in July
  • Considering a request of all encounter data from the Health Departments when a cost report is submitted for reconciliation of report
  • Site Visits – Planning on a rotation of the UP for site visits this summer

Committee Reports

  1. Governance – Rachel Shymkiw – No Meeting
  2. Education – Lisa Smith/Heather Law – Looking at topics for Accounting Seminar.
  3. Washtenaw Community College may do a presentation on billing. Ex. Basic CPT Coding
  4. FSR Refresher – changes in EGrams
  5. IT Group Interested – working on some sessions
  6. Premier Public Health – Held at Shanty Creek the third week of October. RW site visit and is doing a workshop at the Conference. Working on keynote speakers (25 workshops)

Old Business

  1. Medicaid Expansion – Update above
  1. ICD 10 Update – Mandatory Conversion delayed until 2015

New Business

  1. Kathy Stiffer, Bureau Director, Medicaid Health Plans
  2. Medicaid Expansion Co-payment collections and management of cost sharing – HMP is under waiver – cost sharing responsibilities for this population.
  • Additional Responsibilities – 19 to 64 – those under 100% and those between 100% - 133% of poverty. Contribution requirements – 2% of their income to a MI Health Account – Maximus is managing.
  • They are not going to pay at the point of service. The first six months the average copay to be collected will be calculated. The clients will pay this average over the next six months. Beneficiaries will get quarterly statements. As this may be a relatively small amount to collect, need locations where clients may pay their bill. Only about 50% of these clients have checking accounts. They are working with Meijer and Walmart for free payment transfers. The question was put to the group if local health departments could be a place where clients could pay and the LHD would submit the payment to Maximus. The first payments will begin in November. A concept of what this process would look like will be presented to LHDs. There was a lot of group discussion on this topic.
