Specifications / Terms of reference
- Purpose of the Bid
1.1.The Independent Communications Authority of South Africa (hereinafter referred to as “the Authority”) intends to procure 12 (twelve) Communications Analysers which supports the Authority’s Regional Offices with Monitoring, Enforcement and Spectrum management functions.
- Description of the requirement
2.1.The Authority currently has to perform investigation functions throughout the different existing and new Regional offices across the country of South Africa. The Authority only has old and outdated Communications Analysers that are not in a serviceable state, and this gives a shortfall of 12 (twelve) Communications Analysers.
2.2. This equipment is needed to test all relevant telecommunications equipment for compliance to ICASA”s licence terms and conditions.
3. Objectives of the Bid
3.1.The purpose of this bid is to procure the supply, support and training of 12 (twelve) Communications Analysers for the Regional offices. This should include all accessories, measurement standards, associated options and or firmware to provide a complete solution with or without the use of external equipment. Section 5 below details the Hardware Requirements of the equipment required.
3.2.The Authority needs to test radio transmitters and receivers, including associated equipment, to ensure that it complies with licence terms and conditions as issued by ICASA.
4. Requirements
Section 5 below (Technical Specifications) defines the configuration and functionality requirements which are imperative in order to fulfil the Communications Analysers requirements as set out in this document. Bidders are thus required to demonstrate how the under-mentioned will be achieved. Please provide a comprehensive analysis to these requirements, by indicating whether you comply or not.The supplier will have to demonstrate to ICASA that the equipment works to expected standards before final appointment.

- The Instrument shall be supplied in a Ruggedized Platform conforming to Mil-T 28800D Class 3 or better.
- Total instrument weight shall not exceed 20 kg.
- Instrument dimensions are not to exceed 400mm W x 200 mm H x 530 mm D - Supplier to state the size and weight in the offer.
- The instrument shall be provided with a carrying handle.
- The instruments Firmware should also be upgradeable by the user through the Communications Analyser’s communication interfaces.

- An RS 232 interface or USB interface is required.

- A line cord shall be provided suitable for use in South Africa.

5. Display requirements

7 Output requirements

9 Other Specifications
- Included in this specification must be a sturdy carrying case and standard South African three-way power cord with plug.
- USB or Serial interface cable shall be included.
- Serial to USB adaptor to be supplied where USB is not standard
- Compatible headphones should be supplied if the instrument offered, is equipped with a headphone socket.
10 Software Requirements…10 Points
•Included must be the associated PC based software capable of storing and displaying traces and controlling the instrument. Software should be compatible with Windows© 7and10.
11 Installation, Training and Support
- The supplier will be responsible for the satisfactory testing and commissioning of all equipment and software provided under the contract.
- One day training for 20 persons on the use of and application of the instrument.
- Associated costs for training and any related travel expenses should be included and specified in the bid price.
- The instruments shall carry a 24 month warranty
- The Supplier shall guarantee the operability of the equipment (i.e. both hardware and software – through necessary upgrades), for a period not less than 10 (ten) years.
12 Service and Calibration
- A valid SANAS or Equivalent calibration certificate is required for each instrument
- The extent and location of service facilities for the equipment offered.
- The extent and location of calibration facilities for the equipment offered
- The calibration interval required on the instrument and associated accessories
- The cost any extended warranty.
13. Key minimum-criteria requirements
The supplier needs to demonstrate their ability to provide devices capable of meeting the following key criteria:
- Single unit
- The device shall be supplied in a Ruggedized Platform conforming to Mil-T 28800 Class 3 or better relating to operating temperature, humidity, altitude, shock and vibration.
- Frequency Range: 20 MHz to 2.7 GHz
- Optional functions offered on device may be purchased retrospectively
- Weight not more than 20kg
- Calibration certificate with each instrument
- Warranty and extended warranty available
Maintenance and Functionality Support Availability
Operational support on functionality specific to the devices offered must be as follows:•Telephone support: 8:00 A.M. to 4:30 P.M. Monday – Friday
- Calls received out of office hours will be forwarded to a mobile phone and best efforts will be made to answer / action the call, however there will be a backup answer phone service
- Emails received outside of office hours will be collected, however no action can be guaranteed until the next working day.
Repair Requests
The Service Provider will respond to repair and maintenance related incidents and/or requests submitted by the ICASA within the following time frames:- Within 48 hours for issues classified as Medium priority.
- Within 5 working days for issues classified as Low priority.
- Remote assistance must be provided in-line with the above timescales dependent on the priority of the support request.
Availability of Spares
The service provider needs to indicate the availability of replacement hardware in South Africa and lead times for delivery of all hardware replacements not stocked locally.The service provider must indicate the availability of loan units if items are submitted for repair.
The Service provider must carry the costs of any firmware upgrade on hardware replacements or repairs to make the unit function.
