ROLE OF EACH CATEGORY

The main function of the Department is development of Horticulture in the State and do not involve any regulatory functions in respect of general horticulture. In respect of oilpalm development the head of the Department namely the Director of Horticulture / Commissioner of Horticulture has to discharge the functions of commissioner of oilpalm interms of Oilpalm Development Act (Act No.3 of 1993).

The Director of Horticulture is incharge of the general administration of the Department. The Director is assisted by (1)Additional Directors of Horticulture will look after general horticulture and the other specifically programmelike oilpalm cultivation in the State.

The Additional Directors of Horticulture is also assist the Director of Horticulture in matters of technical activities of the Department limiting themselves to the subjects (sections) allotted. There are (2) joint Directors of Horticulture, (6) numbers Deputy Directors of Horticulture, (21) numbers of Assistant Director of Horticulture and (156) numbers of Horticulture Officers in the Telangana State.

Besides the two Joint Directors of Horticulture, the Director of Horticulture is also assisted by (6) Dy. Directors of Horticulture viz., (3+1) in Head quarter and (2) in the districts.

In the General Administration matters supported ministerial staff in the different cadres i.e., Administration Officer,Superintendent, Sr. Assistant, Junior Assistant and Typist.

Deputy Director of Horticulture, Govt. Gardens assists the Director of Horticulture in maintenance of Public Gardens and other gardens in minister's bungalows etc. The Dy. Director of Horticulture, Govt. Gardens undertakes production of ornamental plants and flower seeds and their distribution from the nurseries situated in twin cities of Hyderabad and Secunderabad.

In matters of Accounts and Audit the Director of Horticulture is assisted by Accounts Officer and Asst. Accounts Officer. In case of general administration (1) Administration Officers will assist the Director of Horticulture.

Further, the Director of Horticulture possess the peshi consisting of (1) stenos.

District Administration (DDH / ADH)

The Deputy Director of Horticulture /Asst.Director of Horticulture is the Chief Administrator and Chief Controlling Officer for the entire administrative work and programme implementation work pertaining to Horticulture Department in the District.

The Dy. Director of Horticulture or Asst.Director of Horticulture is responsible to the Director of Horticulture both in respect of administration and implementation of the programmes. A Dy. Director of Horticulture or the Asst.Director of Horticulture is assisted by Horticulture Officers and Horticulture Extension Officers(H.E.O) working on Outsourcing basis are meant for grounding of various programmes and schemes as well as extension. The Dy. Director of Horticulture / Asst.Director of Horticulture inspect the nursery farms located in his jurisdiction as frequently as possible advise guide and help in solving the problems associated with the production and distribution of the plant material. He will also check all the transactions periodically including annual physical verification of the stocks and ensure proper accounting and do not give scope for losses. He will also visit the programme of work including demonstration plots organized under various schemes. He will also ensure proper disbursement of subsides and inputs by the Horticulture Officer assisted by Horticulture Extension Officer (H.E.O.).Make field inspection as frequently as possible and prescribe appropriate agronomic practices and plant protection measures. They will also motivate and enlist farmers for various programmes under implementation and ensure proper implementation of works. The duty of the Asst.Director of Horticulture, Oilpalm is to help the private firm assigned to the district to bring additional areas under oilpalm besides regulating the functions of purchase of oilpalm fresh fruit bunches. The Asst.Director of Horticulture, Oilpalm also acts as oilpalm inspector in his area of operation and in that capacity inspect the factory at any time and verify such reports, records, statements and registers as may be required to be maintained in connection with the implementation of the provisions of oilpalm Act, 1993.

Horticulture Extension Setup

  1. Staff :

The state is divided into (30+1) districts as a measure of administrative convince and for each District. Deputy Director of Horticulture / Asst. Director of Horticulture in certain districts like Nalgonda, Rangareddy, Nizamabad, Karimnagar, Warangal, Sangareddy where Deputy Director of Horticulture, and one Assistant Director of Horticultureare working.

1.Duties: Detailed list of duties assigned various cadre officers are
mentioned below:-

a)Horticulture Extension Officer (working on Outsourcing basis)

The functions of the H.E.O. are

  1. Identify areas for future development.

2.Identify farmers and the sites for organization of demonstrationplots.

3.Identify farmers for various departmental programs programmed for the year like Micro Irrigation Project, Polyhouse, Mission for Integrated Development of Horticulture (MIDH), RKVY and Oilpalm etc.

4.Help the farmers in drawing the soil and water samples.

5.Estimate requirement of plant material required for coverage of new areas.

6.Conduct subsidized sale of vegetable seedsand pandals under (RKVY)

7.Arrange and distribute plant material in organization of Nutritional gardens.

8.Assess and note down credit requirements of new area coverage.

9.Coordinate and arrange provision of credit through: commercial banks.

10.Help farmers in development of production of organic manures.

11.Enlist farmers affected in time of national calamities.

12.Arrange the supply of inputs for organization of demonstration plots and as well as new area coverage.

13.Identify the farmers for farms tours, seminars, exhibitions etc.

14.Guide and help farmers in selecting Horticultural exhibits besides motivating them to participate in exhibitions.

15.Maintain Horticultural statistics for every village in his jurisdiction.

16.Report outbreak of pest and diseases of horticultural crops,

a)Horticulture Officer:

1. He is in charge of Horticulture programs in his jurisdiction.

2.Guide and super wise the work of Horticulture Extension Officers.

3.He is responsible for achieving the targets in full in respect of the all
Horticultural programs for the year.

i.Render the technical advice for control of pests and diseases including deficiency diseases to all the needy farm of his jurisdiction besides providing advice to the needy farmers in respect of new area coverage including layout.

ii.Submit monthly hints for farmers to the Asst. Director of Horticulture for broad costing the same through the All India Radio. The hint should always be on factual position of the crop.

iii.Use communication aids to spread the aims and objectives and incentives of Horticulture programs of the year.

iv.Motivate farmers for MIDH, RKVY, Drip irrigation, Plastics mulches, green houses and shade net houses etc.

v.Help farmers in identifying and selection of drip agencies for mulching/ drip irrigation green houses shade net Houses.

vi.Inspect drip installations and report besides helping and providing in proper utilization drip installations.

vii.Asses credit requirement of farmer of his area both for new plantation and existing plantation.

viii.Provide technical guidance in all demonstrations proposed to be organized under all schemes in his jurisdiction and record the details of the demonstrations including the results obtained.

ix.Conduct field days at some of the demonstrations to exhibit the success of the demonstration.

x. Maintain the following Registers.

1.Statistical data of his jurisdiction.

2.A Map depicting the Horticulture areas in his jurisdiction with communication facilities.

3.Demonstration plot register.

4.Register for mini kits distributed.

5.Register for Nutritional gardens.

6.Register for crop survey estimation

7.Register for New areas covered, which include the areas covered on their own.

8.Register for drip installation mulching/Green houses, shade net.

4.Impart training about cultivation of horticulture crops in respect of Departmental schemes SC Corporation, Tribal Welfare watershedsand NREGS Schemes.

5.Forecast crop prospects and submit report.

6.Conduct Crop estimation surveys allotted.

7.Work out credit plan for his jurisdiction.

8.He has to tour for 20 days in a month and maintain tour diary and submit the same to the Asst Director of Horticulture for approval.

9. Attended the following meetings.

1.Monthly review meeting of ADH

2.General body meeting of Mandal of his jurisdiction

3.Watershed committee meetings.

4.ZRAEC meeting, AMC Meetings.

5. Mandal Level Bankers Committee Mettings.

10.Prepare invoices for the incentives provided to the farmers either under area coverage or input supply for demonstration plots or subsidized distribution of pesticides and fertilizer or inputs supplied to the cultivators in times of natural calamities or distribution of vegetable seeds at 50% subsidy etc.

11.Report break down of pests and diseases.

12.Report crop damages in time of natural calamities.

13.Estimate fertilizer, pesticides required for Horticulture crops pertaining to his jurisdiction and submit the same to Asst Director of Horticulture.

14.Register and issue license to private nurseries including verification of the plant material pertaining to his jurisdiction.

15.Estimate well in advance about the plant material required for area coverage pertaining to departmental schemes as well as other schemes and submit the same to the Asst. Director of Horticulture for arranging the same.

Horticulture Officer stationed in the office of the Assistant Director of Horticulture(Horticulture Officer Technical)

1. As an administrative measure the Horticulture Officer stationed in the Office of the

ADH.

2. The head quarter Horticulture Officer (HO Technical) also perform the duties
assigned by the Assistant Director of Horticulture besides acting as a-personal assistant to the Asst. Director of Horticulture in running of the O/o ADH. The following additional duties are assigned to the headquarter Horticulture Officer (Technical)

3 Consolidate reports received from other Horticulture Officers and prepare the reports

to be submitted to the Directorate of Horticulture.

4.Scrutinize and put up the invoices received from Horticulture Officers for effecting

the payment.

5.Prepare all technical reports.to be submitted to the Director of Horticulture or District

Collector or project Director DRDA.

6. Maintain stocks of inputs purchased for utilization of the same in grouding of

various horticulture performances.

7.In the absence of ADH opens tappals and initiate action in respect ofsuch items,

which demand immediate action.

Horticulture Officer Incharge of Nurseries or Farms

1.Where ever conditions permit the Horticulture Officer in charge farm is to reside in the farm or in the village where the farm exists.

2. He is responsible for proper and profitable running of farm.

3.At least in respect of certain items of production of plant material are seasonal and as such he should initiate action for production of such plant material without loss of season or time.

4.Every year a plan of action has to be prepared in advance to the farm which include various species of material, varieties, total number of plants to be produced etc., to form the part of the plan and obtain the approval of the ADH.

5.Once the plan approval is obtained, work out the inputs such as poly pots, Polythene film, including grafting knifes, fertilizers, pesticides required etc and submit to the ADH for arranging the supplies.

a.Once arrangements are made for supply of various inputs by the ADH the farm HO is to verify and receive the stocks put them in the safe custody till such time they are exhausted through utilization.

Duties of Asst Director of Horticulture

1.He is responsible for implementation of all Horticulture programs in the district.

2.Well in advance of the season formulate the programme of action in the proper implementation of the Horticulture programs and communicate to all the subordinate Officers of his jurisdiction.

3.Generate good publicity to ail the programs through group meetings through AIR, News apers etc., also publish about the incentives available under various programmes as it will facilitate motivation of farmers to the programmes.

4.Whenever budget permits leaflets or pamphlets or brouchers about Horticulture programs, or package of practices may have to be printed and distributedto the farmers.

5.Based on the staff strength available and also, based on the potential of a particular area scheme wise targets have to be split up among the staff and communicated well in advance of the commencement of the season.

6.The guidelines either for organisation of demonstration plots or implementation of departmental programs have to be communicated in writing before the onset of the season.

7.Work out a annual credit plan for development of horticulture in the District and cause its incorporation in the District credit plan, in consultation with lead Bank Manager of the District.

8.Acts as a liaison Officer in providing credit to the farmers and wherever necessary to seek the help of the District Collector, the forum of Bankers meeting etc.

9. Initiate steps and procure the inputs required either to the horticulture farm under his control or for implementation of Horticulture Programs and make available.

10.Impart training about cultivation aspects of various horticulture crops to the identified beneficiaries before actual grounding of the programme.

11.Ensure broadcast of hints to the farmers through AIR in respect of plant material availability their mode of selection etc.

12.Help and assist other sister departments such as DRDA, DPAP, Joint Director of Agriculture, SC corporation etc in implementation andprocurement of plant material for their programme in the districts

13.Concentrate through his visits for proper implementation of the Horticulture Porgrammes in the problematic areas in the districts.

14.Go around the areas of implementation of progrmmes and verify the works grounded besides sending necessary advice to the farmers as well as subordinate officers.

15.He has to conduct annual verification of Service Registers and inspection including stores verification. The Asst. Director of Horticulture has to conduct the following meetings and review the prepare the implementation of the programmes.

1. Horticulture Officers including farm incharge sub-Assts .

2.Drip dealers meetings.

3. Fort nightly / monthly review meetings conduct to the staff.

16.Based on the hints submitted by the HO and also based on the factual crop condition the ADH is to cause broadcast hints to farmers. The ADH has to attend the following meetings.

1.Pragathi patham.meeting being convened by the District Collector.

2.District Level Bankers meetings.

3.General body meetings of Zilla Parishad and some of the Mandals.

4.Standing Committee meeting of the Zilla Parishad.

5. Governing body of ITDA /DWMA.

6.Review meeting of project Director of DRDA / DPAP.

7. ZREAC meetings.

8.Subject committee meetings of AIR

9. Watershed meetings convened by the Joint Director of Agriculture.

10.Other meeting called for by the District Collectors.

11.Review meeting convened by the Director of Horticulture at state level.

12. District level SHM Committee meeting i.e, District Mission Committee(DMC).

Other duties of Asst Director of Horticulture:

1.In respect of crop valuation the ADH has to inspect personally.

2.Organize the tours for the farmers to institutes of learning Horlticulral Research Stations as a part of training programme.

3.In times of natural calamity ensure quick estimation of crop damages and render necessary hints and advises for rehabilitation of the crops affected.

4.Also arrange monetary relief to calamity effected farmers if authorized (sanctions) by the Government.

5.Render advise to farmers in crop planning, fertilization, plant protection, measures, use of plastics in Horticulture, Polyhouseetc.

6. Guide farmers in marketing of the their produces

7. Organise farm days and exhibitions at district level.

8. Ensure budget utilization well before the end of the financial year.

9.Coordinate with the staff members and ensure running of smooth administration.

10.Ensure timely settlement of monetary benefits such as increments advances etc., to the staff members.

11.. in times of major outbreak of pests and diseases in a particular area steps should immediately be initiated for the check and control the pests and diseases if necessary constituting plant protection squads.

3.Horticulture Officer (Coconut Seed Garden):

1. They are responsible for proper maintenance of the seed garden (Mother palms) in respect of t(1,e blocks allotted to them.

2. Assist the Asst. Director of Horticulture in selection of seed nuts meant for raising nursery seed garden.

3. Supervise hybridization (Pollination of female flower) programmes.

4. Maintain record devoting the number of flowers pollinated day wise.

5. Record fruit set after pollination.

6. Also record the condition and the status of the nuts till such time they are harvested.

7. wherever and whenever necessary cause to undertake plant protection measures with the knowledge and approval of the Asst. Director of Horticulture.

8. One of the designated horticulture Officer will take muster for the farm labors engaged for day-to-day operations.

9. Another Horticulture Officer will be in charge of the stocks of inputs purchased for utilization of same in the farm and also use fructs (Seed nuts)

10. Horticulture Officer in charge of stocks uses to undertake dispatch of seeds, seed nuts and seedlings to other departmental farms in the State.

11. After despatch of seed nuts raise free transferable (FT bills) and sent to the respective farms for acknowledgement and return, wherever necessary continue correspondence and obtain proper acknowledgement. His responsibility ends when only they were acknowledged fully.
