MINUTES

Public Hearing

DATE: September 30th 2015 AT 6:30 PM

LOCATION: WILLSBORO TOWN HALL

Present: Supervisor, Shaun Gillilland, Councilors: Charles Lustig, Lorilee Sheehan, Steve Benway, and Lane Sayward.

Guests: Glenn Flora, Win Belanger, Polly Belanger, Danny Sweatt, Fran Walls, Becky Crowningshield, Alexandra Walsh, Dale Wells, Ron Jackson, Tanya Welch, Jessica Munez

Supervisor, Shaun Gillilland called the meeting to order at 6:30 P.M.

The board recited the Pledge of Allegiance.

Supervisor Gillilland briefed the board and town members on the map, plan, and report. This will be on the ballot we need to make sure that we get the word out so that people know to vote on the back of the ballot.

Bobbie Paye sent an email to the town. Add attached letter from Bobby.

Win Belanger asked if there will be more notice that will be given to the public before election. Supervisor Gillilland will add it to the newsletter and do the best that he can to educate the public.

Supervisor Gillilland asked Ron Jackson to brief us on where Essex is with this process. They are all set. They have had their public hearing and will also have it on the ballot.

Becky Crowningshield stated that they only transport to the hospital. She asked on the map plan because it states that they will take to other facilities. She just wants to make sure that that is clear. Ron Jackson stated that their rules are very clear. They will only transport to a hospital. On occassion they have done transport for patients that have come home on hospice care and they do that under training. Ron stated that if that happens they make sure that they have a stand by crew.

Steve Benway asked if these are in house rules or state rules? The only in house is that we do the training to bring someone home under hospice. Steve asked how that would work with billing for transport. Becky stated that if we had the amount of people then they probably could do it but need to make sure they are under the medical guidance for it. It makes things tricky but it cannot be done and we are trying to stay for emergencies only.

This can be altered. We need to make sure that it is up to NYS DOH standard and will pass at the next meeting.

The question of billing came up and the level of funding that we start out with. We are assuming we will get no revenue for the first year and that we will have no billing in the first year. And that we will need to hire an EMT in the first year. If we do get revenue and we don’t need to hire an EMT then that revenue can then go into the FUND balance.

Ron stated that we will need to have a reserve for the unknown.

Ron Jackson stated that they would like to model Elizabethtown’s EMS squad of one person during the week during the day.

Supervisor Gillilland stated that Crown Point has lost their certification and had a death last month because of lack of coverage.

Charles Lustig doesn’t want people to not call the ambulance because they don’t have the money to pay. Ron stated that they are required by law that they will bill twice and they will make it well known.

The number of hours for a basic EMT is 120.

Dale stated that Ausable has about 300 calls a year. Some of the advantages are that they are ready, they are training people, and the ambulances are gone through. He feels it is an advantage to the town to have a paid EMT.

What is the call right now 278 for Willsboro Essex is 30.

Steve Benway asked who the hired EMT will respond to. Ron said that they would report to their board. The officers will do the hiring and the firing of the people. They will have a board of directors, a captain of the rescue squad. Steve asked who will handle day to day activites and tell them what to do. That would be the rescue squad caption.

Dale stated that in Ausable they have a check list that needed to be done. The paid EMT has to sign off on the list. Becky Crowningshield stated that they are still passing that all around but the main focus is to get the paperwork for the separation done. They would like to stay volunteers as long as possible.

Win asked on the billing who gets billed the person or the insurance. Ron stated that the insurance will get billed. Win asked if they will bill the supplemental. They believe it does.

Supervisor Gillilland called for a motion to adjourn. Charles Lustig moved. Lane Sayward seconded. All in favor and the motion carried.
