OVERVIEW:

The California Air Toxics “Hot Spots” Information and Assessment Act is a State-mandated program enacted in 1987 to evaluate toxic air contaminant emissions, determine what emissions present public health concerns, notify affected members of the public, and reduce significant risks.
There are an estimated 28.8 million pounds of toxic air contaminants emitted in San Diego County annually. Automobiles and other mobile sources emit approximately 20.1 million pounds (69.8%), area sources such as consumer products and architectural coatings emit approximately 5.2 million pounds (18.1%), and natural sources such as wildfires emit approximately 1.1 million pounds (3.8%). The remaining 2.4 million pounds (8.3%) are released from approximately 200 large industrial facilities and 1,300 smaller businesses. Industrial toxic air contaminant emissions have been reduced by approximately 82% (10.2 million pounds per year) since 1989, the first year for which air toxic emissions inventories were conducted under this program.
The declining emission trends for industrial and mobile source toxic air contaminants continue to be encouraging and are reflected in declining toxic air contaminant concentrations at the El Cajon and Chula Vista monitoring stations. A 70% reduction in the incremental cancer risk from air toxics has been measured in both Chula Vista ElCajon since 1989.
State law requires the District to publish an annual report of program efforts and results. The 2006 Air Toxics “Hot Spots” Program Report summarizes the program elements, current program status, emission estimates, health risk assessment results, current public notification status, and conclusions drawn to date. The Air Pollution Control Board is required by State law to hold a public hearing on the 2006 program report. If approved, the report will be disseminated to city councils, local health officials, and other interested persons.

FISCAL IMPACT:

Approval of the 2006 report will have no fiscal impact on the Air Pollution Control District.
RECOMMENDATION:
AIR POLLUTION CONTROL OFFICER
Consider the 2006 Air Toxics “Hot Spots” Program Report and approve the report for public distribution.

ON MOTION of Supervisor Jacob, seconded by Supervisor Slater-Price, the Board closed the Hearing and took action as recommended on consent.

OVERVIEW:

This is a request to approve and authorize the Air Pollution Control Officer to accept and execute a U.S. Department of Homeland Security grant to fund an air monitoring program that includes field operations and sample collection activities.
The U.S. Department of Homeland Security has offered the San Diego County Air Pollution Control District second year funding of a three-year grant for the period July1, 2006, through June 30, 2009. The grant allocation for the second year is $526,399. The program requires the operation of an air monitoring network designed to detect the release of biological agents.

FISCAL IMPACT:

This request is included in the Fiscal Years 2007-2009 Operational Plan. The funding source is a U.S. Department of Homeland Security grant. This request will result in no net General Fund costs or additional staff years.
RECOMMENDATION:
AIR POLLUTION CONTROL OFFICER
Authorize the Air Pollution Control Officer to accept and execute the U.S. Department of Homeland Security grant of $526,399 to continue the second year of funding for the period July 1, 2007, through June 30, 2008.

APCB3. / SUBJECT: / AUTHORIZATION TO ISSUE SOLICITATIONS FOR MOBILE SOURCE EMISSION REDUCTION PROJECTS

OVERVIEW:

This is a request to authorize the Air Pollution Control Officer to issue solicitations for applications and/or proposals for mobile source emission reduction incentive projects that improve the air quality in San Diego County. Mobile Source emission reduction incentive projects are typically funded by federal and State grant programs; those programs sometimes require very rapid commitment of the funds, such that the Air Pollution Control District needs a “bank” of proposed projects that can be implemented quickly. Projects will be selected based on each funding source’s guidelines. When the project evaluations are complete, the Air Pollution Control Officer will return to the Board for approval of projects and funding allocation recommendations.

AIR POLLUTION CONTROL OFFICER
Authorize the Air Pollution Control Officer to issue solicitations for applications and/or proposals from local public and private entities for mobile source emission reduction incentive projects that improve the air quality in San Diego County through grant or mitigation funding.
ACTION:
ON MOTION of Supervisor Jacob, seconded by Supervisor Slater-Price, the Board took action as recommended, on Consent.
