General Description:
This position leads and directs the overall health, safety, and human resources functions of the plant. This position is accountable for planning,developing, recommending, and implementing health, safety, and human resources activities, policies, procedures, and programs and related activities to support safe, efficient, and economical manufacturing operations while maintaining a preferred work environment.Responsible for understanding business needs of the facility and translating those needs into human resource initiatives includingbut not limited to talent acquisition, performance management, diversity, compensation, benefits and EH&S.
Essential Functions:
  • Must have the ability & willingness to perform at the expected level of attendance to work every day, on time, as scheduled.
  • Promotes and maintains safety goals and ensure a safe work environment for all employees. Leads safety and housekeeping efforts and corrective actions within assigned projects and areas. Exemplifies safety in all actions and leads by example.
  • Develop goals, objectives, and systems as well as plant wide policyand procedures relating to health and safety. Communicates and implements progressive methods and approaches regarding accident prevention.
  • Identify health and safety hazards and investigate work related accidents in an effort to eliminate those hazards through engineering controls, training, PPE adjustments, etc. Conduct thorough root cause analysis to ensure root cause is eliminated in response to any safety related incident.
  • Manage all activities related to safety and workers’ compensation including, first report of injury, OSHA 300 log, safety related audits, communication with insurance carrier, communications with physicians & associate and all record keeping.
  • Complete all safety audits, records, and reports on time and as required. File and maintain safety records as required.
  • Monitor the safety performance and trends of the plant and minimize the number of work related incidents in order to protect the safety of associates and to minimize the company’s risk and exposure.
  • Accountable for the implementation and management of Behavior Based Safety.
  • Possess a strong background in medical treatment information and has the ability to collaborate with local healthcare providers to provide exceptions employee care as well as employee case management.
  • Accountable for coordinating with external providers for successful claims management and return to work practices.
  • Ensure company is in compliance with all applicable Federal, State, Local, and Company health and safety regulations or policies including OSHA, TOSHA, NIOSH, etc.
  • Lead Safety and BBS teams.
  • Conduct required safety training and orientation.
  • Participate and lead all internal and external surveillance audits.
  • Perform and coordinate various testing including noise surveys, industrial hygiene, etc.
  • Leads all plant areas to ensure a positive working environment that is conducive to the accomplishment of company goals through utilization of favorable industrial relations principles and practices. Creates and sustains a positive work environment through communication, employee benefit programs, and employee guidance and support. Works closely with Staff to ensure accomplishment of these objectives.
  • Develop, update, and implement emergency response procedures to protect people and assets during emergency situation that impact the facility.
  • Develops goals and objectives, including evaluating and recommending the latest approaches and trendsregarding HR, compensation, and benefits. Stays abreast of latest developments and helps to develop longer term HR vision.
  • Lead cultural change that emphasizes communications, performance, accountability, teamwork, and productivity.
  • Developing, communicating, and implementing plant HR strategies, plan, and programs aligned with plant’s business goals and parent company’s business goals and HR strategies.
  • Develop and execute comprehensive Employee Relations’ strategies, HR policies, processes and action plans to ensure a union-free, high morale, motivated, engaged and productive workforce.
  • Acts as management resource assisting with associate discipline and discharge cases in order to maintain consistent plant wide enforcement of the performance counseling process as well as rules and policies. Counsel’s individual associates requesting advice when their situations are relative to and effect the company policy; strives to resolve any issues, which could adversely effect good employee/employer relations.
  • Provides advice to supervisors and managers on methods and approaches to resolve employee work problems.
  • Ensures company wide development &implementation of consistent and meaningful policy and procedures.
  • Develop, implement and administer employee compensation and benefit programs, including but not limited to job design and evaluation; hourly and salaried pay structure; wage and salary surveying, benchmarking and analysis; and health, welfare, retirement, and supplemental benefit programs.
  • Assures the company’s continued compliance with all applicable laws and regulations by reviewing policies and practices regularly and by maintaining records necessary for related government reports such as FMLA, ADA, FLSA, EEO, etc. Ensure the company stays in compliance in the areas of employment law, affirmative action, and other governmental/regulatory laws and requirements.
  • Ensures timely completion of reports and summaries relating to personnel activities,including the HRIS.
  • Manages activities related to associate education and training as well as management development.
  • Ensures the efficient and lawful administration of staffing activities including recruitment, layoff, biding and termination of personnel in support of the manpower needs essential to company operations.
  • Maintains employee handbook. Maintains all required records.
  • Through contacts with education institutions, seminars and professional societies and organizations, keeps the management staff abreast of new laws, policies, and trends related to the human resource field.

Beneficial Experience and Skills:
  • Professional certification in safety, industrial hygiene, or environmental engineering preferred. I.E. – CSP, CIH.
  • PHR/SPHR certifications a plus.
  • Advanced knowledge of Microsoft Windows and Office products.

Training Requirements:
  • All training necessary to stay current in the areas of health, safety, environmental compliance and related topics such as OSHA, TOSHA, NIOSH, etc. All training necessary to stay current in the areas of benefit and compensation trends, employment law, human resources, and related topics including FMLA, ADA, FLSA, EEO, etc.

  • Occasionally lifts, carries or otherwise moves objects up to 20 lbs.

  • Frequently moves about the facility to survey plant and associates.

  • Occasionally attends meetings away from the office.

PPE Requirements:
  • No PPE required unless working out of the office area.
  • In plant area, safety shoes, hearing protection, and safety glasses with side shields are required.

Education/Experience Requirements
  • A Bachelor of Science degree in Human Resources or related field and at least five (10) years’ experience in a high speed process manufacturing environment with at least five (5) years in a leadership position.
  • Understands full legal requirements and laws with regards to Health, Safety, and Human Resources
