THE FOLLOWING MINUTES WERE ADOPTED AT THE FEBRUARY 25, 2015 MEETING OF THE MANDEVILLE CITY COUNCIL. MANDEVILLE CITY COUNCIL MINUTES

FOR THE MEETING OF FEBRUARY 11, 2016

The regular meeting of the Mandeville City Council was called to order by the Council Chairman at 6:00 p.m. Following the call to order, a moment of silence was observed and the Pledge of Allegiance was recited.

PRESENT: Rick Danielson, David Ellis, Carla Buchholz, Ernest Burguieres, Clay Madden

ABSENT:

ALSO PRESENT: Mayor Villere; Edward Deano, City Attorney; Chief Richard, Chief of Police;David deGeneres, Public Works Director; Frank Oliveri, Finance Director; Louisette Scott, Planning Director, Charles Simoneaux, IT; Henry DiFranco, Principal Engineering

MINUTES:

1. Adoption of the January 28, 2016 Meeting Minutes.

A motion was made by Mr.Burguieresand seconded byMrs. Buchholz to adopt the minutes of January 28, 2016. There being no further questions or comments, the motion passed 5-0.

PRESENTATION:

Charles Simoneaux gave an overview of the city’s security defenses and upgrades done this past year. Some improvements include: conversion from 1 to 10 Gigabit network, reducing to 37 virtual servers, replication between City hall and Police for data protection and disaster recovery, increased security cameras, upgraded software, and new RFP software. Coming soon will be the launch of a Parish wide radio system, tablets for Public Works and adding Wi-Fi at all city locations with Guest capabilities.

Mrs. Buchholz inquired when the guest Wi-Fi would be up and running and if it would be available at the Parks. Mr. Simoneaux expects the process to be ready in about 4-6 weeks but having Wi-Fi available outside the buildings would be a discussion for the administration. Mr. Danielson asked if the issue with Charter has been resolved regarding the security cameras. Mr. Simoneaux said there are two more hurdles to deal with and hopefully it will be done soon.

REPORTS AND ANNOUNCEMENTS:

Mr. Madden wanted to remind everyone of the Mardi Paws parade this Sunday starting at 2pm.

OLD BUSINESS:

1. Adoption of Ordinance No. 15-34; ANORDINANCEOFTHE CITYCOUNCILOFTHE CITYOF MANDEVILLE APPROVING ACONDITIONAL USEPERMITTOALLOW OUTDOORDININGWITHINTHEPUBLIC RIGHT-OF-WAY UNDER CLURO SECTION 8.2.3.1 FOR LISA KEIFFER, LLC FOR THAT CERTAINPROPERTY LOCATEDINSQUARE25-BINTHECITYOF MANDEVILLE,ZONEDB-3OLDMANDEVILLEBUSINESSDISTRICT; ANDPROVIDINGFOROTHER MATTERSINCONNECTION THEREWITH. (Offered by Rick Danielson, Council-at-Large)

Ordinance No. 15-34 was read by title by Mr. Madden. A motion was made by Mr. Ellis and seconded by Mr. Burguieres for its introduction. Mr. Danielson stated this is for the “Candy Bank” and would allow for them to have outside dining in the City ROW. Mr. Keiffer has gone through the P&Z process and they have approved his permit. Mrs. Buchholz stated this would be a similar use as the previous tenant. Mr. Danielson asked if this was approved would it also approve the cooperative endeavor agreement. Mr. Deano suggested amending the ordinance to include the CEA. A motion was made by Mr. Danielson to include the CEA in the ordinance; this was seconded by Mr. Burguieres. Without further comment or questionsthe amendment passed 5-0. Mr. Keiffer spoke about the candy shop and hopes to be open in about a month. Without further comment or questions, Ordinance No. 15-34, passed 5-0.

NEW BUSINESS:

1.Approval of the substantial completion of Task Order #2 in the amount of $35,697.85 for the Water & Sewer Maintenance Project 1401A2, Contractor Subterranean Construction, LLC, as of January 29, 2016. (Offered by Rick Danielson, Council-at-Large)

A motion was made by Mr. Danielson and seconded by Mrs. Buchholz for the Approval of the substantial completion of Task Order #2 in the amount of $35,697.85 for the Water & Sewer Maintenance Project 1401A2, Contractor Subterranean Construction, LLC, as of January 29, 2016.Mr. Danielson stated this is the completion of several projects through the cityand actually came in about $11K less than the contracted price. The final cost is $35,697.85.Without further comment or questions, the motion passed 5-0.

PUBLIC COMMENT:

Chief Richard wanted to let everyone know that he has received a lot of calls about the Mardi Paws parade and how early people can set up. This is turned out to be a huge event and he expects over 22,000 people in attendance. Therefore, there will be some issues: parking, traffic, huge crowds but his team is ready but he expects there will be some complaints.

Mr. Madden wanted to thank Chief and his department for their hard work for the Krewe of Eve and Orpheus parades.

  • Sidewalk will be poured on Purple Martin and Mandeville High Blvd tomorrow

Water & sewer maintenance

Task order 3

  • Work in progress

Rapatel water tower

  • Chlorination system start-up complete, no problems
  • Substantial completion walk thru to be scheduled next week

Dew drop fire suppression

  • System up and running waiting on Fire Marshall inspection

Lift stations 22, 23 & 33

  • LS 33 (St. Ann) under construction.
  • LS 22 & 23 ( Heavens and Cedarwood) complete

Old golden shores waterlines

  • Pipeline installation continuing south of Monroe St. estimated completion end of March

Public works equipment shelter

  • Contractor painting steel prior to erection, cold weather has delayed progress 1-2 weeks until completion

Mr. deGeneres stated with the waterline repairs there comes a problem. When you excavate, if you excavate too much a blowout can happen in the pipes. This occurred on Sandra Lee last week. They did the repairs, sent the samples off and did not pass. Sandra Lee was therefore put on a boil advisory for a week. The samples came back approved today and the boil advisory was lifted today. They are going to start repairs on Live Oak between Esquinance and Copal next week. On Tuesday there will be no water and a Boil Advisory will go out. The Sandra Lee tie in has some leaks and they will monitor the situation. Monroe St is tied in and they are waiting on the results of the sample before close out.
