GENRAL DESCRIPTION OF DUTIES

Incumbent is under the supervision of the Chief of Police of the Oglala Sioux Tribe Department of Public Safety. This is a Highly Sensitive Position and requires a full field background investigation and a Favorable Adjudication.

The incumbent in this position supervises the Law Enforcement Services Patrol Police Officers and has direct supervision over all Patrol Police Officers assigned under his/her command.

The incumbent will work closely with the Chief of Police on Department Patrol activities and Budget matters, as needed. The Incumbent is under the terms of the department’s Personnel Policies and Procedures as approved by the Oglala Sioux Tribe Department of Public Safety and approved by the Oglala Sioux Tribe - Department of Public Safety Board of Trustees.

The incumbent’s primary duties and responsibilities are to ensure that law enforcement matters are addressed on the Pine Ridge Indian Reservation. Incumbent will be selected or appointed to an assigned area he/she will also have the duties and responsibilities to ensure that law enforcement matters are addressed within the assigned areas and, as needed, throughout the Pine Ridge Indian Reservation.

Incumbent will ensure that all tribal laws are enforced as applicable, all federal laws are enforced and all employees adhere to established rules and regulations.

Aside from working closely with the Chief of Police, the Incumbent shall work with the Finance office to ensure that all budget information for their division is up to date in the Department’s MIP Accounting system. Incumbent shall works with all responsible managers in identifying approved budget line items to be entered into MIP to ensure accuracy of financial expenditure reports.

Incumbent shall submit monthly financial reports along with activities reportsalso work closely with the Department of Public Safety Director of Administration and the Departments Chief Finance Officer/Comptroller to ensure that his/her assigned areas budget needs are addressed and they stay within their allowed budget.

Incumbent shall evaluate his/her assigned staff and budget as needed to ensure that they stay within the budget and the Officers needs are met.

Incumbent shall conduct objective investigations into all alleged violations reported by any individuals on and off the Pine Ridge Reservation against any law enforcement employee. Incumbent shall work with the Professional Standards Division and Police Officers to ensure that all reports are filed in a timely manner. This will guarantee that all alleged allegations are fully investigated and completed reports on the alleged allegations are filed as required.

Incumbent shall meet with the individuals filing the alleged allegations during the investigation and after the investigation is completed.

Incumbent shall meet with his/her staff to review Personnel Policies and Law Enforcement Operations Manual as needed with the aide from Personnel Staff.

SPECIFIC DUTIES

  1. Incumbent will ensure that all police officers are enforcing all tribal laws applicable to all violators.
  1. Incumbent will work closely with his/her supervisors and the Departments Training Coordinator to ensure that all employees are properly trained and that the training continues and meets all career oriented goals or the employees’ Individual Development Plan “IDP.”
  1. Incumbent will work with the all Lieutenants of Police and all Department supervisors to ensure that all areas of responsibilities are met in a timely manner.

  1. Incumbent will establish the goals and objectives of the police department annually and ensure approval by the Chief, that these goals and objectives are achieved.
  1. Incumbent will work with his/her staff to develop individual plans for Employee Development.
  1. Incumbent will work with the Chief and supervisors to ensure that all police equipment needs are procured or leased and properly maintained.
  1. Incumbent must have administrative skills in budgeting and the overall knowledge, skills and abilities in law enforcement services, administrative and field requirements.
  1. Incumbent will work closely with the Tribal Court to ensure that all police officers appear in court as scheduled and all court papers have been served.
  1. Incumbent will meet with the staff periodically to keep the staff informed and updated on all matters concerning them and the Department.
  1. Incumbent will maintain hours of duty in accordance with the needs of their assigned area, but shall be available for duty at all times in case of special needs or emergency.
  1. Incumbent will report to work on time to his/her assigned area as scheduled, and will complete work within designated time.
  1. Incumbent shall as directed by the Chief of Police submit monthly department activitynarrative to the Chief’s office.
  1. Shall schedule monthly or as needed Staff meetings with his/her staff and as needed with other Lieutenants.
  1. Incumbent shall ensure that all staff receive and complete a total of 40 hours of position related training annually, or as needed.
  1. Incumbent shall be in full department uniform at all times during their scheduled tour of duty, unless other dress has been approved by the Chief of Police.

REQUIREMENTS AND QUALIFICATIONS

This is a professional position, a Degree in Criminal Justice and/or eight (8) years at a Supervisor in the Law Enforcement Services is required. Must have completed police training at a Police Academy, police supervision courses and have successful experience as a full time police supervisor for the years required.

Additional training and/or experience in investigation is desirable. Must have or be knowledgeable in the culture of the Oglala Sioux Tribe.

Must have thorough knowledge in the establishment of police schedules and maintain a set budget within their assigned areas and in the preparation of police reports. Must know and understand how to prepare criminal investigation reports and be able to meet with attorneys in tribal courts and federal courts.

Must also decide, in matters regarding internal investigations, the proper manner of adjudication and what disciplinary measures to take in each instance. The Lieutenant must have a full understanding of Tribal, Federal and State laws.

The incumbent will work with the Chief of Police and other Department supervisors on all matters pertaining to the law enforcementand a large percentage of these decisions will be made by the Chief of Police on what actions will be taken if the need arises to determine.

Must have administrative ability to command, ability to meet and deal successfully with the public with keen powers of observation.

Must have the ability to meet with and work with large groups of individuals at monthly meeting in the districts where a public forum will be entertained to allow individuals to voice their concerns on police matters. Will pass a full field background investigation and will be required to participate in random drug testing.

Must have high moral standards, professional integrity, emotional stability, good judgment and appropriate professional appearance. Must have excellent written and oral communications skills,which are necessary to carry out the duties of the position, to provide reports and other communication documents. Must have a strong understanding and knowledge of the Lakota History, Culture and Philosophies.

-Must have no misdemeanors in the previous One (1) year or during employment

-Never been convicted of Domestic Violence

-Must have a valid Driver’s License

-Must be in good physical condition and will be required to have yearly physical examination to determine fitness

-Must qualify for and receive a Deputy Special Officer Commission from the Bureau of Indian Affairs Law Enforcement Services

-Must comply with the tribal Drug Free Policy and submit to random drug testing

-Certified Law Enforcement Officer

Incumbent is required to complete the attached KNOWLEDGE, SKILLS and ABILITIES Supplemental Questionnaire stating their first hand work experience in the law enforcement administrative services and law enforcement field patrol services their duties and responsibilities as performed in law enforcement, (In the Incumbent’s own words) not information taken from a position description that they were in.

OST DPS Policy requires that all new applicants complete the Standard Form 86, (SF-86) Questionnaire for National Security Positions upon submitting their OST DPS Application. Current law enforcement officers are required to complete the required Standard Form 86, (SF-86) Questionnaire for National Security Positions every three (3) years and maintain a Favorable Adjudications.

All forms can be picked up at the OST DPS Personnel Office next to the Adult Offenders Facility South of Pine Ridge or at the Kyle Police Department in Kyle, South Dakota.

All applicants are subject to a full background investigation and drug test.

Regarding department policy no present or former OST DPS employees will be allowed to request to have the OST DPS Personnel Office submit any old applications or documents or training records for any stated vacant department positions.

Any present or former OST DPS employees can request in writing to come in and obtain any training records from their personnel file and attach their records to their new completed application
