SCOPE OF WORK

Description of the goods

1. SCOPE

Panel of service providers for the repair and maintenance of roller shutter doors at the following Emergency Services Stations as and when required for a period of three (3) years.

Note: The contract will be adjudicated and awarded as a whole. This bid makes provision for a panel of three service providers to be appointed for the repair and maintenance of roller shutter doors at the Emergency Services Department for a three-year period as and when required.

2. PROCUREMENT STRATEGY

·  The successful tenderer shall be responsible for the repair and maintenance of roller shutter doors at various Emergency Services Stations within the boundaries of the City of Tshwane.

·  The number of doors in the different emergency stations is only an indication of the overall number and is merely meant to serve as guideline.

·  The City of Tshwane reserves the right to increase or decrease the number of doors to be repaired.

·  Failing to comply with the specifications will result in your tender being disqualified for Item 1 (Service of roller shutter doors) and Item 2 (Repair and maintenance of roller shutter doors)

3. PRE-QUALIFICATION

Bids that do not achieve a minimum score of 65 (out of 100) for functionality will not be evaluated further and will not pass to STAGE 3 of the Bid Evaluation Criteria.

4.  Service and guarantee

Service:

Tenderers (Supplier/Repair Agent and Equipment Supplier/Repair Agent) shall guarantee to undertake to carry a local stock range of essential spares and subsidiary equipment for the duration of the quotation. A written statement to this effect is required.

Tenderers will have to include cost for the servicing of equipment which will include labour costs and a call out fee to be priced where applicable in the price schedule. The call out fee shall be calculated within the borders of the CoT. The turnaround time for the servicing of equipment shall be less than 48 hours after the issuing of a purchase order. Routine services will be done on a scheduled basis.

Guarantee:

All equipment/spares to be supplied shall have a guarantee period of not less than 12 months. The guarantee will only be valid if doors are serviced once per annum.

5.  Applicable national and international standards

The equipment on offer shall meet the latest addition of the following standards where applicable:
·  The Occupational Health and Safety Act, 1993 (Act 85 of 1993)
·  Certificate of competency for scaffold inspection and safety in accordance with SANS 10085/2014.
·  Certificate of competency for scaffold erecting in accordance with SANS 10085/2014.
·  ECA - Electrical Contractors Association

6.  SPECIFICATION

The following will be required of the successful contractor:

·  To keep detail of all repair work of components concerned.

·  To avail all relevant technical information prior to commencing with any work.

·  To state the source and part numbers, from where the Original Equipment Manufacturers (OEM) spares are bought and make available the prevailing OEM spare parts lists.

TESTS AND CERTIFICATION

The contractor shall be responsible to keep all technical information on his premises and the Municipality’s representative shall have access to these records at any time during the contract period.

The contractor shall be required to keep a copy of all test reports on his premises and the Municipality’s representative shall have access to these records at any time during the contract period.

SPECIFIC REPAIR REQUIREMENTS AND CONDITIONS

Quality

The quality of workmanship, material applied, preparation and final finish shall be in accordance with the industry standard. All repairs must be done in accordance with OEM specifications.

Turn-around time

The contractor must adhere to a minimum turn-around time of 24 hours on emergency call-outs. The contractor must be available for breakdowns as and when required on a 24/7 basis.

The successful contractor must be informed in writing of any non-compliance. The contract will be terminated after the third incident of non-compliance.

Equipment

The successful contractor will be required to supply his/her own equipment, which should include, but is not limited, to the following:

·  Scaffolding

·  Transport to and from sites

·  Proper testing equipment including all digital testers

·  Necessary tools for the strip and assembly of slats, guides, shafts

·  Spring tensioners

Occupational Health and Safety

Prospective bidders must attach an Occupational Health and Safety Plan to this tender. Successful bidders must comply with all stipulations of the Occupational Health and Safety Act, 1993 (Act 85 of 1993).

Experience and competency

Bidders are required to demonstrate in their bids previous experience in supplying similar services as required in this bid.

The tenderer must submit proof of the following membership and accreditation:

·  ECA- Electrical Contractors Association

·  Unemployment Insurance Act, 1996

·  Certificate of competency for scaffold erecting in accordance with SANS 10085/2014.

·  Certificate of competency for scaffold inspection and safety in accordance with SANS 10085/2014.

COMPONENT PRICES

The labour component includes actions such as collection, delivery, testing, commissioning and/or any other action required to effect the required task instruction and where these times are applicable no other charges shall be raised by the Contractor

When tendering for routine services the tenderer shall include all the compulsory tasks as listed in “ROUTINE ANNUAL SCHEDULED SERVICES” below. Detail cost/labour breakdowns shall be furnished with the tender in every aspect.

ITEM 1: ROUTINE ANNUAL SCHEDULED SERVICES

The following will be required during routine services, amongst others and where applicable, to be done upon notification for which an official order will be placed:

This item will include the repair of the following components of roller shutter doors:

o  For doors smaller than 20m³ - HL600 220v single phase motor – maximum 360 kg capacity – minimum 370 Watt.

o  Built-in emergency braking system in case of power failure

o  Built-in limit switch to ensure accurate height adjustment on doors

o  Built-in chain system to ensure opening of doors in case of power failure. When the chain is used the emergency brake shall be automatically released.

Replace complete door with electrically operated aluminium perforated “eyeball” type roller shutter door complete with a VX 2005 post office red epoxy powder coated finish. Door must have an aluminium bottom rail with rubber weather seal and end locked curtain. Doors must have 0,8mm solid slats - 75 mm interlocking with nylon end locks. See through slats must be 1,0 mm perforated see through with nylon end locks.

o  Replace control panel with small and compact mounted high security key switch with push buttons on pillar next to bay door on the inside of the machine room. Control push buttons must make provision for an up, down and stop function.

PRICING INSTRUCTIONS

1.  General

1.1 This section provides the tenderer with guidelines and requirements with regard to the completion of the Price Schedule. The Schedule has to be completed in black ink and the tenderer is referred to the Tender Specifications in regard to the correction of errors.

1.2 The Price Schedule shall be read with all the documents which form part of this Contract.

1.3 The following words shall have the meanings hereby assigned to them:

Unit: The unit of measurement for each item of work in terms of the Specifications and the Project Specifications.

Quantity: The number of units of work for each item.

Rate: The payment per unit of work at which the tenderer tenders to do the work.

Amount: The product of the quantity and the rate tendered for an item.

Lump sum: An amount tendered for an item, the extent of which is described in the Price Schedule, the Specification and the Scope of Work, but the quantity of work of which is not measured in any units.

2.  Units of Measurements

The units of measurement described in the Price Schedule are metric units.

Abbreviations used in the specification are as follows:

3.  Rates

This price list has columns for quantity, rate and price for the goods. Entries in these columns are made as follows:

3.1.  If the Supplier is to be paid an amount for the goods which is a fixed price for an item or a fixed price for each of a series of items, the tendering supplier enters the amount in the price column only, the other two columns being left blank.

3.2.  If the Supplier is to be paid an amount for the goods which is the unit rate for each item multiplied by the quantity of the item supplied, (i.e. a ‘Price Schedule’ arrangement) - the tendering supplier enters the rate which is then multiplied by the quantity (which has been entered either by him or by the Purchaser) to produce the price which is also entered.

3.3.  If the Supplier is to be paid an amount for an item of the goods which is the rate multiplied by the quantity supplied -whatever that quantity turns out to be (i.e. a ‘schedule of rates’ arrangement) - the tendering supplier enters the rate only, the other two columns being left blank. The tendering supplier’s offer cannot include a total of the prices which covers all the items which the Supplier has to supply if any of the supply is dealt with using items with a rate only.
