POSITION PURPOSE

Our desired future is one where we demonstrate that our people matter, and that we cannot realise our vision without them. We want our staff to feel listened to, valued and empowered. We want to make things easy for them, to have the right skills, and feel supported to put tamariki first. We have three focus areas to support our people to live the Oranga Tamariki vision, purpose and the Oranga Tamariki way. These are:

  • Make our people processes effective and easy so they can focus on oranga tamariki
  • Build our capability so we can realise oranga tamariki
  • Create an environment where our people are empowered to put tamariki first.

This role leads and delivers the Industrial Relations and Remuneration strategy for Oranga Tamariki, ensuring both are aligned with our organisational strategy. This role is primarily focussed on:

  • developing and supporting the relationship between Oranga Tamarikiand our union partners
  • negotiating employment agreements between Oranga Tamarikiand employees and/or their representatives
  • working with union partners to deliver the agreed outcomes for Terms of Settlement from PSA and NUPE bargaining, and developing the plan for implementing any outcomes (e.g. Pay Equity)
  • providing strategic oversight of IR/ER matters, including the provision of specialist advice on employment matters and contractual interpretation
  • driving a programme of work that impact at an enterprise level, including developing a sustainable remuneration strategy and supporting system, which is aligned with Oranga Tamariki’s performance approach. working with Finance to ensure the costs of the workforce are sustainable in the long term
  • providing specialist advice and leadership for specific HR initiatives which have contract implications such as rostering and job evaluation.

KEY ACCOUNTABILITIES

Strategy / -Lead the bargaining strategy and negotiation, for each of the five collective agreements expiring in 2018 and the PSA Pay Equity Claim
-Lead a programme of work that impacts at an enterprise level, including the development of an organisational remuneration strategy and supporting system
-Lead the development and administration of policies and practices pertaining to employee terms and conditions and employment
-Build organisational capability around legislative requirements impacting on our people.
The Union Relationship / -Engage with trade unions on matters of mutual interest
-Lead, and where appropriate, chair Oranga Tamariki/union engagements
-Work with other functions of People and Leadership(P&L) to support high levels of transparency between Oranga Tamariki and union partners
-Provide advice to HR Advisors and Managers on the interpretation and application of existing relationship agreements between Oranga Tamariki and union partners.

QUALIFICATIONS & EXPERIENCE

Qualifications / -Tertiary qualification in Industrial Relations or related discipline is desirable and/or significant practical experience in a similar role
-Significant experience delivering Industrial Relations in a complex operational environment
Experience / -Experience in a broad range of HR areas including Employment Relations, Industrial Relations, to internal clients??
-Experience in leading relationships with unions and working with representatives to achieve mutually beneficial outcomes
-Proven staff management experience in leading high performing teams
-Ability to build effective relationships with all levels of the organisation
-Demonstrated ability to be a nimble and agile thinker
-Ability to influence and constructively challenge
-Can simplify complex information and make it accessible to others
-Able to coach, and mentor managers and staff to enhance overall capability in HR
-Experience of being adept at juggling and prioritising the demands of a diverse range of stakeholders
-A love for data – and the ability to critically analyse and interpret complex information and make effective, well-reasoned decisions
-Excellent customer focus – you’ll delight in anticipating and meeting customer needs and be a superb relationship manager
Skills / -Sound judgement and uses approaches that are appropriate for the situation
-Tech savvy, able to use Microsoft Office suite of programmes with advance Excel skills a bonus
-Awesome communications skills tailored for your audience – you can convey information and ideas clearly to a broad range of people
