Petroleum Forum Announcement and Initial Call for Papers

For nearly three decades, after its first production marked the beginning of Thailand’s natural gas production, Erawan Gas Field in the Gulf of Thailand has been producing approximately 250 MMscfd and cumulatively 2.4 Tcf of natural gas, with the remaining proved reserve of 779 Bcf. After a quarter of century since its start up marked first crude oil production from onshore Thailand, Sirikit Oilfield is still producing on average of 20,000 bpd, with its cumulative oil production of 184 MMbbl and remaining proved reserve of 44. Oil and gas fields discovered in Thailand more than 20 years ago are much larger than the later found and recently produced ones. Examples of producing oilfields from the last three bidding rounds are Na Sanun East, Songkhla, and Arunothai Oilfields, which have its proved reserves of 9, 8, and 1.8 MMbbl respectively. A simple explanation for such a difference is that petroleum fields with larger reserves, more straightforward petroleum systems and higher return on investment were already awarded a long time ago and are still producing economically. As the smaller the fields and the smaller the return on investment, petroleum operators have to use new approaches such as advance exploration technology to gain insight to geological settings and petroleum systems of their exploration blocks as well as unconventional production technology to recover more petroleum and make new project more economic.

Thailand’s upstream petroleum industry continues to develop in the last 30 years with many successes. However, the larger numbers of older oil and gas fields as well as smaller new ones, the more monitoring, social, and environmental issues. Department of Mineral Fuels (DMF) which is a government entity responsible for petroleum E&P in Thailand must adjust its policy, guidelines, and regulation to deal with those issues accordingly. Currently, advance geographic information system (GIS), commonly employed to pinpoint a location with greater precision, shows that neighboring exploration blocks, awarded in different bidding round and used different geographic reference systems, can be slightly overlapped. DMF has chosen a standard GIS to resolve current issues and to prevent future conflict. Moreover, as many of petroleum fields are now brown fields, DMF has to handle field abandonment and platform decommissioning issues in advance. After 2 years of communication and careful consideration with a group of representatives from petroleum concessionaires, DMF prepares a draft decommissioning guideline which, with consent from parties concerned, will change to a Ministerial Regulation in the future.

According to the above mentioned situation in Thailand E&P Industry, DMF would like to invite all of you who have knowledge and experience either in new play, new technology or new way of carrying out E&P operation in Thailand to participate as the speakers in the 3rd Petroleum Forum. We are looking forward to receive interesting papers, especially from existing petroleum operators and service companies. This forum is also a great opportunity to learn about new direction of energy policy from Dr.Kurujit Nakornthap, the Director-General of DMF. We certainly hope that this Forum would be a stage to exchange opinions and enhance knowledge on geology of new play, new basin, new E&P technology, and new direction of Thailand E&P Industry.
