“That the minutes of the ordinary meeting of Kilkenny County Council held on Monday, 18th November, 2002, copy of which had been circulated to each member with the agenda be and are hereby adopted”.
(b)Minutes of Thomastown Electoral Area Committee Meeting held on Wednesday, 9th October, 2002.
Proposed by Cllr. J. Murphy, seconded by Cllr. T. Brennan and resolved:- “That the minutes of Thomastown Electoral Area Committee Meeting held on Wednesday, 9th October, 2002, copy of which had been circulated to each member with the agenda be and are hereby adopted.
(c)Minutes of Piltown Electoral Area Committee Meeting held on Friday, 8th November, 2002 at 3.00 p.m.

(d)Minutes of Strategic Policy Committee No. 3 – Environment Policy Meeting held on Wednesday, 4th December, 2002.
Proposed by Cllr. J. Murphy, seconded by Cllr. D. Dowling and resolved:- “That the minutes of Strategic Policy Committee No. 3 – Environmental Policy Meeting held on Wednesday, 4th December, 2002, copy of which had been circulated to each member with the Agenda be and are hereby adopted”.
2:–Business Prescribed by Statute, Standing Orders or Resolutions of the Council:
(a)Housing and Property Disposal:
(i)Disposal of interest in house at No. 24, Newpark, Kilkenny to Patrick and Patricia Ryan in accordance with the terms of the Shared Ownership Scheme.
Proposed by Cllr. J. Coonan, seconded by Cllr. J. Cody and resolved.
(ii)Approval to the sale of lands measuring 2.23 hectares approximately (5.51 acres) at Blanchvillespark, Kilkenny by public auction.
Mr. J. McCormack, Director of Services informed the meeting that this item has been withdrawn as the bid received at the auction was substantially less than the Councils valuation.
(b)Housing Construction Programme:
(i)Notice of proposed development by a Local Authority in accordance with Section 179 (3) of the Planning and Development Act, 2000 – Rural Cottage at Coolhill, The Rower, Co. Kilkenny.
Proposed by Cllr. J. Murphy, seconded by Cllr. A. Cotterell and resolved:-
“Kilkenny County Council hereby approves the construction of a rural cottage at Coolhill, The Rower, Co. Kilkenny as per report circulated”.
(ii)Notice of proposed development by a Local Authority in accordance with Section 179(3) of the Planning & Development Act, 2000 – Construction of 3 houses at Cloghabrody Heights, Thomastown, Co. Kilkenny.
Proposed by Cllr. D. Doyle, seconded by Cllr. R. Aylward and resolved:-
“Kilkenny County Council hereby approves the construction of three houses at Cloghabrody Heights, Thomastown, Co. Kilkenny as per report circulated”.
( c)Planning:
(i)Proposed addition to the record of Protected Structures – Ballyhimmin House, Castlecomer, Co. Kilkenny.
Proposed by Cllr. P. Hogan, seconded by Cllr. J.McGuinness and resolved:-
“That the addition of Ballyhimmin House, Castlecomer, Co. Kilkenny to the record of protected structures as per report of Council’s Conservation Officer is approved”.
(ii)National Spatial Strategy 2002 – 2020.
M. Malone, County Manager outlined the background to the National Spatial Strategy 2002 – 2020. He confirmed that the objective of the National Spatial Strategy was to spread job opportunities throughout the regions and to provide a better quality of life. It would identify priorities for future development and would allow rural and urban development to proceed in a balanced way. It would also provide for the protection of the environment and make provision for the needs of rural communities.
He confirmed that Regional Planning Guidelines were currently being developed by the South East Regional Authority and these will form a framework for future capital investment in the City and County. He stated that identification of Kilkenny as a “hub” was important and the strategy should be welcomed. Contributions by: P. Hogan, J. McGuinness, T. Maher, J. Cody, J. Brennan, D. Dowling, J. It was proposed by Cllr. P. Hogan, seconded by Cllr. T. Maher and resolved:-
“That a letter issue to the Minister for Finance to highlight the need for Kilkenny to be included in the programme of decentralisation as a result of its designation as a “hub” in the National Spatial Strategy 2002 – 2020”.
M. Malone, County Manager responded to a number of queries raised by the members.
(d) Environment.
Bye-Laws for the Collection, Storage and Presentation of household waste and certain related Waste Management Matters.
It was proposed by Cllr. J. Coonan, seconded by Cllr. J. Murphy and resolved:
“That the draft bye laws for the Collection, Storage and Presentation of household waste and certain related waste management matters be put on public display is hereby approved”.
Contribution: Cllr. D. Dowling.
(e) Sanitary Services:
Callan Sewerage Scheme Part XI Section 179 of Planning and Development Act, 2000.
Proposed by Cllr. T. Maher, seconded by Cllr. M. Doran and resolved:-
“Kilkenny County Council hereby approves Callan Sewerage Scheme Plant Upgrade Part XI Section 179 of Planning and Development Act, 2000 as per report circulated”.

(f) Roads:
Report from Traffic Sub-Committee.
Cllr. P. Cuddihy outlined the matters discussed at the Joint Traffic Committee Meeting held on the 19th October, 2002 as follows:-
(i)One way system around City.
(ii)Traffic counts within the City.
(iii)Castlecomer Road between Dublin Road and Hebron Road Junctions.
(iv)Waterford Road Traffic Calming and Management Scheme.
(v)Kilkenny Traffic Model.
Proposed by Cllr. J. Cody, seconded by Cllr. P. Cuddihy and resolved:-
“That the existing road section be utilised to provide two lanes between the roundabout at the Hebron and Dublin Road junction by narrowing the lane in the opposite direction was approved”.
It was also agreed to commence the public consultation procedures with regard to the implementation of the Inner Relief Road Scheme.

Mr. T. Gunning, Director of Services responded to a number of queries raised by the members.
It was proposed by Cllr. P. Hogan, seconded by Cllr. J. McGuinness and resolved:-
“That a meeting be arranged with the Minister for Transport with regard to the extension of the Kilkenny Ring Road”.
Mr. M. Malone, County Manager informed the members that a meeting had been arranged with officials in the Department of Transport to discuss this matter.
The remaining items of the Agenda - Item 2 (g), 3, 4, 5, 6, 7, 8 and 9 were deferred to the January meeting.
