Project title: Provide safe drinking water to 15000 Haitians
1-SCOPE DEFINITION
A-Mission statement:
To allow to needyHaitians who live in rural areasof LesCayes to get full access to safe drinking water and training on sanitation.
B-objectives:
- To well drill 4 ground water supplies in Les Cayes ( 1 in locality of pesmel,1 Picot, 1 Jean Sac,1 Touyard);
- To Include to each groundwater supply a chamber of treatment with chlorate and a Solar Pumping System which will operate with solar energy;
- To make awareness on sanitation and water management on behalf households.
C-Long term impacts
- Improved health for both women and children;
- Increased per capita consumption of water;
- Decreased incidence of water borne diseases due to access to clean and safe water;
- Increased time of women to engage in other social and economic activities e.g. vegetable production and care of children;
- School children can concentrate on their studies as they will be relieved from the burden of fetching and carrying water for school and home use;
- Improved hygiene for all in the community especially children and women;
- The vibrio of cholera will be eradicated at 99%.
It is expected that this project will lead to improved health of 15000 women and children as a result of increased access to water, more time for women and children to engage in other beneficial activities as well as better practices in hygiene and environmental management.
2-JUSTIFICATION/NEEDS/BUSINESS CASE:
In the targets rural zones of Les Cayes, there are a high percentage of children suffering from intestinal infections caused by parasites due of poor hygiene practices and inadequate sanitation; these parasites absorb nutrients, aggravate malnutrition and retard the development of the child with loss of negative effects on school attendance and academic performance. The prevalence of Acute Respiratory infections from children is 20.4% (according to EMMUS-V, 2012) IRA is on the top of the list of morbidity for the past four years, followed by the anemic malaria and parasitic intestinal.
Cholera is an acute bacterial infection of the intestinal tract. It causes severe bouts of diarrhea which, if untreated, can quickly lead to severe dehydration and death. Cholera is a crucial problem. It can be prevented through a safe access to water, sanitation as well as a good hygiene behavior (including food hygiene). Since its arrival in Haiti in 2010 to September 2015 more than 9000 people were already dead, including more than 250 people in the southern and more than 800,000 people were infected. However, according to the projections of WHO, Haiti is still under the threat of an accelerated rise during the hurricane seasons which is estimated at 118,000 people that could be contracted the disease while national capacity in terms of infrastructure of health, qualified staff and availability stocks for rapid responses to outbreaks of cholera are very limited. Furthermore, in the schools in Haiti only 20,500 children have access to WASH facilities (according to report of UNICEF). Due, to these meaningful reasons, if the Haitian government does not take any significant action on behalf the families as well as in the schools, the population in LES CAYES will be more risky at epidemic and other related disease. Or, the level of human development and human poverty is measured by the degree of access to, basic social services such as health, education, clean running water, sanitation and other specific information received by individuals in the community. The access to these services is an important issued of health maintenance.

In Haiti, Currently more than 60 % of the Haitian people do not have access to improved water. In rural areas, Residents use water that from polluted sources. When they want to have safe drinking water, they have to travel 6 to7 kilometers on foot while the roads are not accessible.

That is the reason why this Haitian non-profit organization FONDATION FIDEH, intends to implement this project that aims to enormously contribute to the improvement of rural households life in LES CAYES by fighting to cholera, and establishing safe drinking water facilities in three zones , such as : Pesmel, jean-sac, picot and Touyard..
3-ORGANIZATION AND STAFFING PLAN
a)Resources requirements:
1-Human resources: Labors and administrative staff
2-Equipments: Furniture, Solar panel, batteries, Pumps, accessories for chambers of water treatment andconstructions materials.
3-Budget: A total of $ 68,000 will be necessary for the implementing which will be used to purchasing construction materials, sanitation accessories for the chambers of water treatment , pay machine for drilling the borehole as well as to pay labors.
b)Stakeholders organizations:
This project will be implemented in partnership with the Mayor Office which is the representative of State of Haiti, and DINEPA which is high-authority responsible of water issues in Haiti.
The DINEPA will be providing legal authorization paper and will be responsible for supersize the project work including the establishment of the 4 chambers water treatment.
c)Support groups requirements:
All local associations Leaders will be involved in the project work. They will be there for the training on water management and some of them will be selected for being part of the Committees who will manage and make maintenance at the Groundwater supply.
d)administrative procedures:
For the implementing of the project we have been setting up our administrative procedures which aredescribed as follows:
- Trustees' financial responsibilities.
- Controls on expenditure –
- Controls on financial assets –
- Exercising budgetary control - who can spend how much and on what, and what expenditure needs special permission.
- Controls on human resources - who can recruit and for what roles, and what permissions are needed.
- Controls on physical assets.
4-SCHEDULE:
The duration of this project is 12 months and it’s subdivided into 3 phases.
The 1st Phase will last 2 months, it designed to meet with the populations and explain them about the project and make awareness to families and children to use good sanitation practices at home and at schools. The 2nd phase is to drill 4groundwater and set up the pumping system with solar panel. It will last 8 months. The 3rd phase will last 2 months and it devoted to train the committees members and households and it will be designed for the final evaluation of the project, the elaboration of the report and the submission the report to Donors.
5-ACTIVITIES PLANS:
- Formation and training of water user committee
- Construction of water supply [ borehole, piping, tanks and water collection points]
- Development and implementation of a health education program for school children and women.
- Support women to engage in productive activities like vegetable production and tree planting.
- Purchase and make available accessories for water treatment.
- Training committees to well manage water and make maintenance the groundwater supply system.
- Realization of awareness activities on behalf the families and children in les Cayes
- Broadcasting a spot to the media on good Hygiene practices.
- Purchase the necessary materials and equipments for the construction and, drinking water system;
6-COMMUNICATION MANAGEMENT PLAN, MONITOR AND CONTROL:
a)Communication management plan:
The overall objective of our Communications Management Plan is to promote the success of our project by meeting the information needs of project stakeholders. Our <Project Provide safe drinking water to 15000 Haitians Communications Management Plan (CMP) defines the project’s structure and methods of information collection, screening, formatting, and distribution and outline understanding among project teams regarding the actions and processes necessary to facilitate the critical links among people, ideas, and information that are necessary for project success. We will use our communication management plan via our stakeholder Identification and analysis, project Meetings, project reporting and other communication vehicles.
b)Monitor and Control: During this phase we will collect, measure and disseminates performance information, and assesses measures and trends to forecast potential items requiring corrective action. We will observe and measure regularly against the project plan to ensure that the project is within acceptable variances of cost, schedule and scope, and that risk and issues are continually monitored and corrected as needed.
7- DESCRIPTION OF The LOCATION of the project: Les Cayes is located in the southern area of Haiti. It contains 137.952 people which divided into: 67.646 Men, 70.306 women, and people aged 18 and over is 82.610. The number households are 28.722 (source: 2009 Population Projections made by the IHSI). The sex ratio is equal to 91 men for every 100 women. More than half of the population of the municipality (53.2%) lived in rural areas. The municipality covers an area of 219.11 km2 and a population density of 565 inhabitants / km2. The distribution of the population of the town of Les Cayes by broad age group has the following structure: people aged under 15 accounts for 33.6% of those aged 15-64 and 60.8% aged 65 and over 5 6%. children in the school which located in rural area of Les Cayes such as in Pesmel, picot, Laval, Touyard, Laborde, Kansse, Fonfrède, Demoins, Cambri , Bourdet, simon, Mercy, Bourjoly, Labarel, and Dalvagé of the Southern of the republic of Haiti don’t have good Water closet (WC) in their schools. Clean drinking water systeme is located so far. These localities located in the 2nd and 3rd rural section of les Cayes. The Families which live in these areas are peasants and they are very poor. Trade and agriculture dominate the economic activities of this town. Thousand seven hundred seventy six (1766) commercial establishments were listed at the time of the inventory
