A. OVERALL PURPOSE/SUMMARY

Under general supervision, perform diversified duties and skilled work in the operation of physical, chemical and biological treatment processes and pump stations; and perform related work as required.

B. SCOPE OF DEPARTMENT

Plant Operation and Maintenance.

C. INTERFACES

Internal:

The incumbent typically interfaces with other plant maintenance and operations personnel.

External:

Not typically applicable.

D. ESSENTIAL JOB FUNCTIONS/PRIMARY ACCOUNTABILITIES

Performs any combination of (but not limited to) the following duties according to specific departmental guidelines:

1.  Operate variety of physical, chemical and biological wastewater treatment processes. WPO will be required to operate or monitor more than one unit in a given shift.

2.  Operate wastewater plant by controlling and monitoring equipment and processes, manually and through the use of control systems.

3.  Initiate changes as determined through operating conditions, process variables, calculations, test results and interpretation of data.

4.  Adjust operating parameters to achieve specified operational objectives.

5.  Perform routine physical, chemical, biological, laboratory tests and record

results.

6.  Perform routine maintenance, lubrication, adjustment and inspection of equipment and report results.

7.  Maintain a neat and orderly work environment.

8.  Record operating data, maintain operating log and records; prepare reports.

9.  Assist supervisors in training new Wastewater Plant Operators.

10. Observe safe work practices.

11. Perform related work as required.

JOB SPECIFICATIONS

E. EDUCATION/EXPERIENCE

Minimum Requirements

1.  High School Diploma or General Education Diploma (G.E.D.), trade, or technical school.

2.  Successful completion of NEORSD’s three (3) year Wastewater Plant Operator Training Program.

3.  Good knowledge of the operation and maintenance of wastewater treatment facilities and equipment.

4.  Good knowledge of the hazards and safety precautions of the work.

Demonstrated competency and ability to successfully complete proficiency tests in mathematics, reading, writing, communication, wastewater skills and other job-related subjects.

5.  Ability to use a variety of hand and power tools.

6.  Receptive to job related training.

7.  Ability to follow oral and written instructions.

8.  Ability to determine necessary changes and adjust controls in response.

9.  Ability to make sound judgments and decisions based on interpretation of data and known unit goals.

10. Ability to assist in training of others in the work.

11. Ability to comply with safety standard to not have facial hair that would

impede proper seal of breathing apparatus (self-contained breathing

apparatus - SCBA).

12. Must pass substance abuse screening(s).

13. Ability to work unscheduled hours during emergency and/or unusual situations (24 hour/7 day week) including rotating shifts.

F. LICENSE, CERTIFICATION AND/OR PERMIT

Minimum Requirements

Possession of a Class II Operator-Wastewater Works Certificate issued by the Ohio E.P.A.

Desired

Possession of a Class III Operator-Wastewater Works Certificate issued by the Ohio E.P.A..

NOTE: If an applicant has a Class I Operator-Wastewater Works Certificate (issued by Ohio Environmental Protection Agency), coupled with a minimum of one (1) year of related wastewater experience, the Class II certification may be waived for entry. However, the employee will be required to pass the Class II examination within eighteen months to be appointed to the position.

G. WORKING CONDITIONS

1.  Job may include rotating shift work (24 hour/7 day week).

Job may include fill-in for vacant shifts, emergency or unusual situations.

2.  Exposure to usual noise associated with equipment and plant environment.

3.  May be exposed to odors from plant processes and laboratory field samples.

4.  Exposure to atmospheric conditions such as heat, cold, dust, fumes, vapors, or mists.
