PROJECT REQUEST:

Request the authority to:

a) Construct a project to make safety improvements to the electrical system at theCentral Wisconsin Center (CWC) and theMendota Mental Health Institute (MMHI) for an estimated total project cost of $429,000 General Funds Supported Borrowing – Utility Repair and Renovation; and

b) Transfer all approved GFSB All Agency Allocations to the DHS Infrastructure Maintenance appropriation [Z460].

Project Description:

This project will install new circuit breakers, fuses, electrical panels and miscellaneous electrical equipment in various buildings at both the Central Wisconsin Center (CWC) and the Mendota Mental Health Institute (MMHI).

Justification:

This project is needed to assure the safety of staff and the public when working on and around the electrical distribution equipment at the CWC and MMHI campuses. An arc flash study was commissioned in early 2012. The study was completed in September 2012 and identified more than one hundred deficiencies in the electric distribution systems and equipment. These deficiencies put the facility maintenance personnel and outside contractor staff at risk of server injury when they work on and around this equipment. Other maintenance and non-maintenance individuals in the immediate area can also be at risk if an arc flash event should occur.

This project will add, change out or modify various electrical components to reduce or eliminate the risk of an arc flash event.
