Notes of the Swallow Parish Council meeting held in
Swallow Village Hall on Tuesday8th November at 7.15pm.
Present:Cllr. R A Wallace (Vice-Chair, appointed Chair of the meeting), B Gould, Miss C. Turner, Mrs K Stoneman, Cllr.A. Peart, . Cllr. T. Turner (LCC), Clerk to the Council & Responsible Financial Officer: Mrs J. Grainger.
Public Attendance: Reports from a resident regarding street lighting to be out. Resident expressed concern regarding the recent number of burglaries and would like an update regarding investigations. Cllr. Turner (LCC made aware and to make further enquiries regarding the lighting). Resident reported the poor state of Grimsby Rd, hedges & ivy & brambles.

Lincolnshire County and West Lindsey District Council Councillors’ reports:
a)Cllr. Turner (LCC) has been made aware reports of overgrown footpaths, and updated regarding devolution.
b)Cllr. Regis – sent apologies, with nothing to report back at present.
Police Matters & Neighbourhood Watch Report: No attendance at meeting. No Police Stats available.
Clerk’s Report: The external audit is now complete with no further action required.

Report from Swallow and Cuxwold Village Hall. Cllr Mrs Stoneman reported that electricity bill £109.00, with ongoing issues with E-on. Contract up for renewal 2018. Anglian Water £56.65.
Report from Playing Fields Committee/ Parish Plan Action Committee.Cllr. Gould presented the balance on account at 8/11/16 - £752.00. A copy of the accounts to be emailed to the clerk. Cllr. Gould also reported the Committee had been made aware of parking issues at the recent Gruesome Twosome race, which after correspondence via email has now been resolved and suggestions put in place for next year’s race. Cllr. Gould discussed the disbanding of the Committee, as it had currently met it’s remit. The clerk raised questions regarding funds in the account, and how this would be managed, as closure/disbanding of the committee was not listed in the constitution. The clerk was tasked to seek advice, and feed back as required.
To Discuss Precept & Budget for 2016/17 – the Councillors identified area’s within the village that currently require ongoing tree/hedge/vegetation maintenance, as not all is currently undertake by LCC. This was met with approval The precept was therefore increased to £5500. Budgets were discussed and set.
Planning matters: None.
To discuss Banking Issues–There have been several issues with the current bank provider, with errors on the bank’s part. As a gesture of good will it has credited Swallow Parish Council for £50.00, as an apology. Other local banks were discussed, but it was felt that with others making charges the Natwest currently seemed to be the only option. The clerk is to report back any issues at the next meeting.
To discuss free tree offer – for public spaces. No space was identified after discussion’s, therefore felt that we could not accommodate the offer at the present time.

To Discuss Christmas Tree for the Village Hall – Cllr Wallace asked if the Plan Committee would consider buying a live potted tree, which could be dressed each year. Cllr Gould replied that he would put it to the Parish Plan Action Committee.
Flag Pole – Cllr Wallace discussed the installation of a flag pole at the Village Hall, with costings. Discussions were held regarding planning regulations. Clerk to contact WLDC regarding permission.
