Precincts shall be interpreted to refer to those in existence on April 1, 2011, and as reported by the United States Bureau of the Census in the 2010 Census reports provided pursuant to United States Public Law 94-171, notwithstanding subsequent changes made by localities.
The following descriptions are provided for information purposes only pursuant to § 30-264 of the Code of Virginia. The provisions of § 24.2-302.2 of the Code of Virginia, including the statistical report referenced in and on file with the Clerk of the House of Delegates, shall be controlling in any legal determination of the district boundary.

- Beginning at the point where Portsmouth Boulevard (State Route 337) intersects the City of Chesapeake-City of Suffolk boundary
- East on Portsmouth Boulevard to Joliff Road (State Route 191)
- Southeast on Joliff Road to Old Joliff Road

- Southeast on Bailey Creek to a point where an extension of Bailey Lane would intersect Bailey Creek
- South on a line, part of the eastern boundary of census block 515500215013000, to the terminus of Bailey Lane

- South on Dock Landing Road approximately 390 feet to an unnamed road, the southern boundary of census block 515500315013021
