C. Whole School Child Protection

All staff receive face to face LCC approved Safeguarding and Child Protection training on Induction and as a minimum every 3 years. Staff meetings contain 7 minute briefing training and regular Safeguarding updates. All staff are required to complete annual online training on Safeguarding issues. Governor training is reviewed at least every 2 years or when a new Governor is appointed. Staff are aware of Internet safety and have regular updates

1. PURPOSE OF A SAFEGUARDING AND CHILD PROTECTION POLICY

Our whole school safeguarding and child protection policy aims to set clear direction to staff and others about expected codes of behaviour in dealing with child protection and safeguarding issues. Woodfield Nursery School policy makes explicit our commitment to the development of good practice and sound procedures. This ensures that safeguarding and child protection concerns and referrals will be handled sensitively, professionally and by prioritising the needs of the child. At Woodfield we always put the safety of the child at the centre of our practice at all times.

2. INTRODUCTION

Our policy is based on an original which was completed by Mary Aurens, previous Safeguarding Officer for Lancashire County Council, and has been updated on an as and when required basis. We acknowledge that it includes information from the CAPE sample school policy.

At Woodfield Nursery School we aim to keep all our children safe. As a school we have responsibilities as set out in section 175 of the Education Act 2002 and the Education (Independent School Standards) Regulations 2014 (made under section 94 of the Education and Skills Act 2008). These require our Governing Body and Headteacher to ensure that arrangements are made to safeguard and promote the welfare of children at Woodfield Nursery.

There are three main elements to our Safeguarding and Child Protection Policy’.

(a)  Prevention:

At Woodfield we create a welcoming, safe and secure environment. We offer the children a wide range of teaching and learning experiences and use our PSED curriculum to teach children to be confident and have opportunities to have a voice and knowing that their wishes and feelings are listened to and taken into account.

(b) Protection:

By following agreed procedures, ensuring all staff are trained to recognise possible signs and symptoms of abuse and are trained and supported to respond appropriately and sensitively to child protection concerns.

(c) Support:

To pupils and school staff and to children who may have been abused.

This policy applies to all adults, including volunteers and students, working in or on behalf of our school.

3. SCHOOL COMMITMENT

We recognise that high self- esteem, confidence, peer support and clear lines of communication with trusted adults who help all children, and especially our most vulnerable children who are at risk of or are suffering abuse.

Woodfield Nursery School will therefore:

(a)  Ensure that we provide a shared ethos across the whole school community where children feel secure and are encouraged to talk, and know that they are listened to. We will use our PSED curriculum to ensure that we teach our children how to express their views, feelings and wishes at an appropriate level for the age and stage of development of our children.

(b) Ensure that children know that there are adults in the school who they can approach if they are worried or are in difficulty.

(c) Use a range of resources and opportunities for PSED which equip children with the skills they need to stay safe and / or communicate their fears or concerns about abuse.

(d) Include in our curriculum and Healthy Schools Programme activities and which help children to develop healthy, strong relationships and enable them to learn what is right and wrong.

(e) Ensure that Woodfield will endeavour to establish effective working relationships with parents and colleagues from other agencies.

4. FRAMEWORK

Effective safeguarding systems are those where:

Ø  The child's needs are paramount, and the needs and wishes of a child, be they be a baby or infant, or an older child, should be put first, so that every child receives the support they need before a problem escalates;

Ø  All professionals who come into contact with children and families are alert to their needs and any risks of harm that individual abusers, or potential abusers, may pose to those children;

Ø  All professionals share appropriate information in a timely way and can discuss concerns about an individual child with the Designated Safeguarding Lead (DSL) and recognise their responsibilities in sharing information with the local authority children's social care where they feel that appropriate action has not been taken by the DSL or their concerns have not been taken seriously.

Ø  High quality professionals are able to use their expert judgement to put the child's needs at the heart of the safeguarding system so that the right solutions can be found for each individual child;

Ø  All professionals contribute to whatever actions are needed to safeguard and promote the child's welfare and take part in regularly reviewing the outcomes for the child against specific and outcomes.

Child protection is the responsibility of all adults and especially those working with children. The development of appropriate procedures and the monitoring of good practice are the responsibilities of the Lancashire Safeguarding Children Board (LSCB)

5. ROLES AND RESPONSIBILITIES

The Governing Body and Headteacher should ensure that:

·  We comply with our legislative duty to protect and safeguard our children and school community. We will have regard to this guidance to ensure that all policies, procedures and training in our school is effective and complies with the law at all times

·  Our Designated Safeguarding Lead (DSL) is our Headteacher, Angela Dixon and takes leadership responsibility for Woodfield safeguarding arrangements. This role is explicit in the Headteacher job description. She is supported by the Governing Body and Deputy DSL, Nicola Morville.

·  Policies and procedures are in place and all staff are aware of appropriate actions to be taken to safeguard and promote children’s welfare when referrals are made if there is suspicion of abuse or neglect

·  Our Governing Body are aware of their role and responsibilities and adopted the Lancashire Safeguarding and Child Protection policies and procedures. T

·  there are appropriate safeguarding responses to children who go missing from education, particularly on repeat occasions, to help identify the risk of abuse and neglect including sexual abuse or exploitation and to help prevent the risks of their going missing in future. Woodfield Nursery School works closely with our local Primary Schools to work together to safeguard children.

·  during term time the designated safeguarding lead and or a deputy should always be available (during school hours) for staff in the school to discuss any safeguarding concerns. We will ensure that there is adequate and appropriate cover arrangements for any out of hours activities.

·  At Woodfield we update our Designated Senior Lead training every two years and attend training and safeguarding conferences, access online training and have signed up to CASPAR updates from the NSPCC to ensure our knowledge is always up to date and relevant.

·  Woodfield contributes to inter-agency working in line with statutory guidance Working together to safeguard children.

·  our safeguarding arrangements take into account the procedures and practice of the local authority as part of the inter-agency safeguarding procedures set up by the LSCB.

·  At Woodfield recognise the importance of information sharing between professionals and local agencies.

·  all staff at Woodfield undergo safeguarding and child protection training at induction. This training is regularly updated. Induction and training is in line with advice from the LSCB.

· 

·  We use seven minute briefings, staff meetings, CASPAR updates, and access online training to ensure that all staff and Governors are aware of their roles and responsibilities in safeguarding children effectively and the importance of keeping up to date with relevant skills and knowledge

·  they recognise the expertise staff build by undertaking safeguarding training and managing safeguarding concerns on a daily basis. Through staff meetings and discussion staff contribute to the safeguarding and child protection policies and procedures

·  Lightspeed filtering systems are in place and monitored by BT Services, children are monitored closely when using ICT, staff sign up to the Internet Safety policy and are Internet safety aware.

·  children are taught about safeguarding, including online, through teaching and learning opportunities at an appropriate level for their age and stage of development as part of providing a broad and balanced curriculum.

·  Ensure that Safer recruitment procedures are strictly adhered to and enhance checks are carried for all staff, volunteers and students taking proportionate decisions on whether to ask for any checks beyond what is required; and ensuring volunteers are appropriately supervised. Woodfield has written recruitment and selection policies and procedures in place.

·  at least one person on any appointment panel has undertaken safer recruitment training.

·  there are procedures in place to handle allegations against teachers, headteachers, principals, volunteers and other staff. All staff, students and volunteers are made aware of the Whistleblowing policy

·  There are procedures in place to make a referral to the Disclosure and Barring Service (DBS) if a person in regulated activity has been dismissed or removed due to safeguarding concerns, or would have been had they not resigned.This is a legal duty and failure to refer when the criteria are met is a criminal offence.

·  their child protection policy includes procedures to minimise the risk of peer on peer abuse and sets out how allegations of peer on peer abuse will be investigated and dealt with. This policy reflects the different forms peer on peer abuse can take, make clear that abuse is abuse and should never be tolerated or passed off as “banter” or “part of growing up”. It should be clear as to how victims of peer on peer abuse will be supported.

·  Governors and staff should ensure sexting and the school’s approach to it is reflected in the child protection policy.

·  the child protection policy reflects the different gender issues that can be prevalent when dealing with peer on peer abuse.

·  where there is a safeguarding concern a child’s wishes and feelings are taken into account at an appropriate level for their age and stage of development when deciding what action to take and what services to provide. At Woodfield we always put the best interests of the child first

·  staff have the skills, knowledge and understanding necessary to keep looked after children safe. In particular, they should ensure that appropriate staff have the information they need in relation to a child’s looked after legal status

·  the Headteacher is responsible for promote the educational achievement of children who are looked after and accesses appropriate training and networking

·  Woodfield acknowledges that there may be additional barriers that exist when recognising abuse and neglect of children with special educational needs (SEN) and disabilities.

The Headteacher should ensure that:

the policies and procedures adopted by the Governing Body particularly concerning referrals of cases of suspected abuse and neglect, are fully implemented and followed by all staff;
