1 PURPOSE OF THE REPORT
To consider the appointment of Parent Governor representatives to the Children and Young People Scrutiny Committee.
2 INFORMATION
2.1 The Council has previously agreed that two Parent Governor and two representatives of the Churches, as defined in Section 499 of the Education Act 1996, be appointed to the Children and Young People Scrutiny Committee with an entitlement to speak and vote on education issues only(Report CLAO/41/01 and Minute 32, July 2001 refers).
2.2 The Parent Governor Representatives (Wales) Regulations 2001 set out the requirements with regard to the appointment of Church and Parent Governor representatives to an Overview and Scrutiny Committee whose functions relate wholly or partly to education functions.
2.3 The period of appointment for Mrs. S.F.C. Winson and Mrs. J.A. Whiteley (previous appointees) as Parent Governor representatives on the Children and Young People Scrutiny Committee, expired on 25 September 2004.
2.4 The election process for Parent Governor representatives was agreed by the Council in May 2000 (Minute 16 refers). The Local Education Authority has informed all eligible Parent Governors of the election timetable and their entitlement to stand/vote in the election to fill the two vacancies. At the end of the nomination process, one candidate for each of the primary and secondary sectors has been proposed. It was therefore not necessary to hold an election.
2.5 It is now necessary to appoint two Parent Governor representatives to the Children and Young People Scrutiny Committee, with an entitlement to speak and vote on education issues only. They will not be entitled to vote on the determination of the Authority’s total revenue expenditure on education nor the determination of its capital expenditure on Education.
3 RECOMMENDATION
That Mr. Brent Lester Evans of Awel Fryn, Maes Mawr Road, Garth, Llangollen, Wrexham and Mrs. Jeanette A. Whiteley of Smithy Cottage, Smithy Lane, Southsea, Wrexham be appointed Parent Governor representatives of the Primary and Secondary Sector respectively on the Children and Young People Scrutiny Committee, with an entitlement to speak and vote on education issues only until 24 November 2006.
