Minutes of theSouthropParish Council meeting held at 7.30pm on Wednesday 3rd September 2014 in The Village Hall

PRESENT:

Councillors: Chairman Beccle, Cllr. Hibbert, Cllr. Guest, Cllr. Jones, Cllr. Gowland and The Clerk

Members of the Public: Anthony Stanbury

  1. Apologies for absence. Apologies were received and accepted from District Cllr. Carole Topple.
  1. Declaration of interest in items on the agenda. Cllr. Jones in item 12
  1. To approve the minutes of the meeting held on 26th June 2014. The minutes were approved and signed off by The Chairman.
  1. Open Public Session.
  1. Finance
  1. To approve the current financial statement. Council approved the financial statement.
  2. To approve the expenditure since the last meeting. Council approved the following financial expenditure:
  3. i. Website hosting £38.85
  4. ii. Clerk’s salary for April, May & June £632.10
  5. iii. Clerk’s expenses – ink from 01.10.12 £55 & stamps £3.60
  1. To sign off cheques and cheque book transaction record. The Chairman signed off the cheque transaction record in the cheque book.
  1. WW1 commemoration funding. The Clerk undertook to contact District Cllr. Carole Topple regarding this as the approval hasn’t been confirmed in writing.

8. Potholes. The Clerk asked people to please keep her notified of any potholes then she can contact the necessary people promptly.

9. Rural Local Council sounding board. Chairman Beccle explained that she needed the questionnaire she distributed filling in and returning to her within 7 days to enable her to collate the information and prepare an average.

10. Dog fouling. It was decided that The Clerk would put a notice in CHEQS.

11. Active Together. Cllr. Gowland has made some enquiries but the matter is ongoing. Anthony Stanbury suggested pilates machines and The Clerk suggested outdoor gym equipment.

12. The bus shelter. The Clerk undertook to get quotes for the refurbishment of the bus shelter and all three notice boards. A discussion took place regarding asking the children to paint a mural inside the bus shelter but was decided against.

13. The Village and emergency plans. Chairman Beccle will attend a meeting with CDC regarding obtaining help with both plans. It is a huge task so is a work in progress. Anthony Stanbury suggested having a meeting to seek peoples approval on the final document rather than knocking on doors which Council thought was an excellent idea. It was also decided that a good starting point would be to state that there should be no more development in Southrop. Chairman Beccle will pursue.

14. Stonesfield footpath. The Clerk undertook to ask Highways to clear the surface and Chairman Beccle will confirm who the landowner is when she has found out.

15. Matters arising. Cllr Hibbert has had trouble with vandals recently and wanted to warn people that it is worth while being extra vigilant at the moment.

16. Date of the next meeting. The next meeting will be held on Thursday 13th November.

17. Close. There being no further business the meeting closed at 8.40pm.
