- Approval of Minutes
Ms. Rebecca Livengood made a motion to approve the minutes of the October 13, 2015, Regular Meeting of the City Planning Commission. Ms. Linda Henley seconded the motion. The motion passed unanimously.
- Public Hearings

Special Permit-Restaurant with a Banquet Facility

Mr. Jeffrey Pensabene, at 112 Maple Lane, North Syracuse, spoke to the Commission about the proposal, which consists of establishing a Restaurant with a Banquet Facility on property situated at 135 State Fair Boulevard.
No one spoke in favor of or in opposition to the proposal.
After further discussion and review, Ms. Christine Capella-Peters made a motion to approve the request with a negative SEQRA declaration and granting two waivers from the City of Syracuse Zoning Rules and Regulations, as amended, with respect to the parking and driveway width requirements. The motion did not include the requested waiver of the paving material requirement Ms. Rebecca Livengood seconded the motion. The motion passed unanimously.

Special Permit Modification-Heavy Duty Motor Vehicle Repair

Ms. Brenda Kretschman, in-house counsel for Nick Orso’s Body Shop and Service Center at 638 West Genesee Street, spoke to the Commission about the proposal, which consists of replacing a static, double-sided sign panel with two double-sided, internally-illuminated eight-foot by three-foot static panels and an eight-foot by two-foot double-sided, changeable-copy, LED sign panel on property situated at 638 West Genesee Street.
No one spoke in favor of or in opposition to the proposal.
After further discussion and review, the City Planning Commission agreed to defer acting on the subject request pending receipt of an updated property survey by a licensed surveyor, or a site plan that shows the location for the existing and/or proposed sign with respect to the property line, and an accurate rendering of what the proposed sign will look like in its final state.

Two people spoke in favor of the proposal. No one spoke in opposition to the proposal.
After further discussion and review, whereupon the Commission noted excessive asphalt and the lack of a sidewalk in the Oak Street right-of-way, Ms. Rebecca Livengood made a motion to approve the request with a negative SEQRA declaration and granting a waiver from the City of Syracuse Zoning Rules and Regulations, as amended, with respect to the parking requirements, and requesting that the City of Syracuse Department of Public Works be made aware of the existing site conditions within the Oak Street right-of-way and respond as may be necessary and/or appropriate to resolve these issues. Ms. Linda Henley seconded the motion. The motion passed unanimously.

The Commission reviewed a letter from the Office of the City Clerk, on behalf of the Syracuse Common Council, remanding a resolution back to the City Planning Commission approving a Special Permit for a Restaurant within a Convenience Store on property situated at 1202-1206 East Colvin Street. The Common Council requested that the City Planning Commission reconsider the six waivers granted to determine if they are all necessary for this Special Permit to be authorized.
The Commission determined that the six waivers were reasonable and that no new information has been submitted, nor has there been any indication of inaccurate information which had not been considered previously.
