Dear Comrades,

I take immense pleasure in extending a warm welcome to all our Comrades and invitees who are participating in this Second Circle Conference of AIBSNLOA Chennai Telephones. We are at a critical and grim situation of falling revenue. This PSU is forced to carry on Telecom Business amidst near bankruptcy i.e., with no comfortable cash reserve on hand after getting purged out towards Spectrum Charges and License fee, etc., we may also be forced for VRS in the near future.

In this situation Huge Expectation is reposed on our Association, to take a leading role with a clear approach based on reality. It is our strong legacy not to participate in any kind of Trade Union activity that is detrimental to our Business and we are also the role model in Cost Cutting Measures like forgoing Diary etc.

Let me recall the activities of this Circle-Body (Listed Below) for the past nearing three years. Issues detailed here are extracts from the previous six Circle Executive Committee (CEC) meeting reports and most of the points are already explained and deliberated in detail by us in the relevant CECs.

The First CEC after our grand Circle Conference at Chennai in 8th and 9th April 2010 and also after the eventful All India CWC at Bhubaneswar on 14th & 15th of August’10.

Post CWC at Bhubaneswar, development of our Association was widespread through-out the Nation with good number of delegates from various parts of the country deliberated in depth on all issues affecting our Organization as well as our BSNL. We also had two DPC in short span of time in the year 2010 that resulted in lot of disturbances and heartburning especially in CHTD and T.N.Circle..

On 08.04.2010, Open Session of 1st Circle Conference of AIBSNLOA, Chennai Telephones along with Tamil Nadu Circle went in a superb manner under the Chairmanship of Com.B.Ganesan, and Com.P.Manoharan, Circle Presidents.

Both the Circle Secretaries in their keynote address highlighted the important All India and Local issues which need to be resolved quickly and Joint Circle Conference of CHTD and TN circle was a great success in creating stunning impression on the Officers and members. About 700 members attended. Particularly our Circle Secretary in his Key Note address has focused crisply the Local and All India issues covering all the Telecom Field. Everybody felt very happy about this and poured their appreciations. This event has received widespread appreciations cutting across Association affinity.

News on 28.04.2010:AIBSNLOA Chennai Telephones strongly oppose this move for reduction of post JTO/JAO=19000, SDEs=6500, CAOs=160 & DGMs (Finance) =70.Where as additional a post wants by(to whom)? SAGs=30 & HAGs=100.

On 18.05.10 our All India FS, Com.L.Sundraraman CWC Member and CS met CMD BSNL at Hall of Inspiration Anna Salai Chennai, honored him with shawl and handed over a Memordum regarding de-merger from Circles to merge with Regions, a wrong detrimental move to be prevented to sustain BSNL growth

On 26/5/10 Administration called all the CSs of Association/Union in theOpinion Leaders meet chaired byCGM at his Conference Hall. Our CSgave the following Opinions.

· Areas’ GMs be restricted to 3 and 1 GM be shiftedas GM BTS/BBS to improving GSM.

· TXI/TXM must be under the control of one GM

· Development wing should be under one GM

· BB, Tier II and DSLAM may be attached to Area DGMs like DLC concept. BB (Extl.) must be bifurcated as DEs (BB) to each of the Areas to maintain and improve the BB services technically and for better financial aspect.

30.06.2010:

1. In the promotion order of 1679 SDEs (T) to DE (Adhoc). 1530 DEs on promotion have been given posting in the same Circles expect 149 SDEs i.e. 73 from CHTD, 52 from STR and 17 to NE-II, 7 to NE-I from some Circles due to non-availability of vacant posts of DEs. The SDEs promoted from OC category are 1308 (up to seniority no. 15300), from SC category are 286 (up to seniority no. 16221.1) and from ST category are 85 (up to seniority no. 24491).

(In the above mentioned order from 30/6 to 30/7/10 totally 75 retained out of 129 officers)

2. Thiuvallur & TTN Branch meeting was held at TVL at 12.50hrs.Our Branch President, BS Com.T.K and Com.Govindarajulu FSwell organized the Farewell meeting for Sr.Com.M.Kannappan, DE. Our AIFS, ACS Com.R.Vaithyanathan & CS attended and addressed the meetingand also honored himwith shawland Momento.The following New Branch Office Bearers were elected unanimously

Com.D.Bhaskar-DE, as President, P.T.SivaSubramanian, JTO as BS and Com.T.Udayashankar, JTO as Fin. Secretary.

3. Our FS, ACS Com.R.Vaithyanathan, BSs Com. R.Ramanathan, Com.J.Badrinarayanan and CS discussed about STS (Adhoc) posting. Afterlengthy discussion we have framed modality of retention and in that way our Associationsubmitted representation to the CGM on 07.07.2010.

On 30.07.2010 The Second promotion order of 1031 SDE(T) to DE(Adhoc) [ OC: 781(Up to (Seniority no. 16746), SC: 166 (Seniority no. 17198.277) & ST: 84 (up to Seniority no. 27686)] released today only three officers were retained in CHTD.

Meeting with CMD [Camp at Chennai on 07.09.2010):, AIFS, CWC Member, ACS, withCS met CMD at Chennaiand honored him with shawl. Our CGM introduced us to CMD BSNL with a positive note that we are the only Association who actually care for developmental activities and are proactive in the Discussion with Management. CGM also mentioned that it is our Association that did not participate in the April Strike.

Meeting with Sr.GM (Pers) at New Delhi on 03.09.2010.

CS, AIFS with GS met almost all the senior officers in BSNL CO at New Delhi to explain in detail the precarious condition of CHTD Executives in the light of recent STS Promotion Order; given a set of documents to the Shri.R.K.Mishra (Sr.G.M.Pers) urging the need for a review of our cases. Sr.G.M (Pers) gave a patient hearing for almost three hours foregoing even his Lunch and all other scheduled meetings. However nothing concrete emerged from the discussion citing shortage of vacancy in Chennai Telephones.

First Central Working Committee (CWC) at Bhubaneswar on 14&15/8/10:

AIFS, CWC Member, OS [S&W] BSs (Kush Kumar Road, HRD and ARD)withCS attended the CWC Meeting at Bhubaneswar on 14&15th August 2010 all at their own cost due to poor state of our Financial Position. CSaddressed the meeting and explained presentSTS (Adhoc) position of Chennai Telephones.

Shri A.N.Rai, CGM Orissa, Chief Guest Open Session, delivered an inspiring address. GS Com.V.P.Arya presented the key note address covering all the issues of concern to BSNL and its Executives.

AWARD on 01.10.2010 Our hearty congrats and best wishes to Com.R.Padmini, Sr.SDE [NIB-Mtce] and all the otherawardees on the eve of BSNL day on 01.10.2010.

30.11.2010: AIBSNOA stand on Strike is Clear and uncompromising.

We are not part of JAC and we are not against the growth of BSNL (our Bread Winner). Let us rededicate ourselves to the development of our BSNL and not fall a prey to vested interests.

3. On 16/12/10 Our Circle Office Bearers meeting was held at Haddows Roadat 17.30hrs and as an one point agenda the issue of CPT SSA Transfer was discussed and it was decided to again meet our CGM with a memorandum.

Circle Office Bearers meetings

1. Our Emergency COB meeting was held on 02.08.10 at Haddows Road campus at 18.00hrs.meeting was organized by Com.L.Sundararaman, CWC member. Presided over by Com.V.Pakkiaraj, VP, the meeting methodically discussed about first and 30th July STS of ITS Gr.A promotion lists. Finally a resolution was framed and the same sent to GS-CHQ Delhi.

2. On 28.09.10: Full Fledged Circle Office Bearers’ Meeting was held at Haddows Road Building. Special Invitees viz Com. R.Ramanathan, BS-KKRoad, Com.R.Vijayasarathy, BS-ARD and Host Branch Secretary Com.J.Badrinarayanan also attended this important meeting. Circle Secretary highlighted the development with regards to STS Officers Promotion issues and all the office bearers patiently listened. Com.L.Sundararaman, CWC-Member elected as Circle President unanimously in Place of Com.B.Ganesan who got DGM Adhoc promotion and also transferred to NE circle. Subsequently in the forth coming Circle Executive Meeting ratification of our President Post will be done.

Second CEC was held on 26-05-2011.

First I would like to brief the activities happened after the last CEC on 22/12/10 in Chronological Order for a detailed discussion. On 22/12/2010 CEC of AIBSNLOA, Chennai TD was held in the deliberation, every one of our Office Bearers have conveyed many difficult bottle-neck field working conditions, calling for immediate intervention from this Association and be addressed to Circle Management for bringing in suitable urgent remedial measures for the following burning issues:

1. Reduction of shift Security arrangements in Exchanges to 2

2. Incessant allotment of unrelated works to Area External Field

3. FPMS based performance evaluation of Executives

4 .DGM looking-on arrangement,

5. Imprest /Temp. Advance issues on priority basis

6. Vehicle issues

7. Setting up Accounts units in CPT SSA Area &

8. Identity card Issue

On 08/01/2011:First DistrictConference held at GM Conference Hall,Truichy.

Nice Seminar,Discipline Conference &Honest Felicitation of Com.R.Venkata Raman DE (CAPS)-Ex.CS-TESA,Tamil Nadu also one of our Veteran Trade Union Leader and best advisorwho is retiringon 31/1/2011 was felicitated and honored. OurCircle Secretary participated and addressed this meeting at Trichy.

On 21/01/2011: Following issue as "austerity measures" in Chennai Telephones wastaken up with CGM & GM(Fin) level:

· LD Zone accounts Training order for all officers from a Core/single unit may please be referred to.

· In the light of austerity measure being followed in sending officers for Training, deputing all level Accounts persons that too from a single unit, altogether for Training to Hyderabad is a kind of violation of austerity measure.

· TA/DA Advance is denied in the same LD unit for essential and exceptional requirements.

On 27/01/2011:Report from various corners of Chennai Telephones after MNP since 20/1/2011, about the functioning of BSNL's CCC, CSR and CSC. More attention to our Valuable Customersis required, especially in CCC, CSR and CSC. Many CSRs / CSCs Gates are closed because of wrongdecisions of accounts in security arrangement issues in buildings.

On 23/04/2011: Opinion Leader meet was held at CGM’s Conference Hall at 15hrs.CGM and GM[HR&Admn], Most of the area GMs, Addl GMs, DGM(A) and DGM(O)s participated the meeting. Sixteen CSs of various Trade Unions / Associations have attended and addressed this meeting.Our CS insisted following vital points for Performance & productivity of Ch TD:

1. Separate FTTH Team to be formed under TXI control.

2. Accounts Personnel must know their assigned work instead of objecting Engineering executives’ work to create bottleneck in operation and maintenance works of field units.

3. GM (F) must be available for this kind of important meetings. He has not even attended Dr.Ambedkar Birthday cum Award function on 14/4 and also absent during this opinion Leaders meet on 23/4/11.

4. TXM and TXI must be strengthened by posting more personnel they are the base for any Telecom Organization and in their Business. Much of finance generation as well as any kind of service roll out depends entirely only upon reliable media connectivity. Hence, this Association stresses again upon Admn to devote much in this aspect in the interest of service.

5. Exclusive GM need for GSM RF Network CH TD is on the proportion of 1:8 on the Incoming: Outgoing of Mobiles after MNP. Further, to improve our service efficiency as well as coverage, RF optimization for our CMTS Network must be undertaken fully and at the earliest.

6. It is being insisted for the past 5 Years to open Accounts Offices in CPT and KCM for better performance in the respective areas and this is yet to be full filled.

New CMD BSNL Shri. R. K. UPADHYAY ITS, who was heading TCIL, has taken over on 30-04-2011. Our Association has extended its best wishes to our CMD in his endeavors.
