MINUTE 316 DECLARATIONS OF INTEREST

MINUTE 317 APPROVAL OF MINUTES

The minutes of the Planning Committee meetings held on 4 and 18 November 2008 as circulated, were taken as read, confirmed and signed by the Chairman as a true record.

MINUTE 319 CLERK’S REPORT

1  Tree Preservation Order 709 & 709A – Land at 8 Edgcumbe Park Drive & nos 2 ,3 ,4 The Parkway, Crowthorne

Tree Preservation Order 709 was due to expire on 18 November 2008, and in order to give the representations that were received regarding TPO 709 due consideration, it is standard procedure to present the information to the Planning & Highways Committee. However, due to the volume of outstanding issues for consideration this TPO could not be presented prior to the expiry date.

Therefore, to ensure the continuity of current protection, an additional TPO 709A was made by Bracknell Forest Council on 17 November 2008, and will be in force for 6 months or until Tree Preservation Order 709 is confirmed by Bracknell Forest Council.

Any persons affected by the order can make objections or comments to Bracknell Forest Council in writing by 15 December 2008.


2 Tree Preservation Order 742 – Land at 11 The Avenue, Crowthorne

Bracknell Forest Council confirmed TPO 742 without any modifications on 20 November 2008, which prohibits any persons from cutting down or undertaking any form of pruning to the trees without the Council’s written consent.

3 Church Street, Crowthorne – Conservation Area Appraisal Consultation

An appraisal report was undertaken by Bracknell Forest Council in January 2008, to designate an area of Crowthorne as a new conservation area. Local residents and interested organisations were consulted, and although respondents to the consultation generally welcomed the proposal, most felt that the area should be extended further towards the High Street. Therefore, the conservation area boundary has now been extended and the appraisal report revised to include more of Church Street and a small part of the High Street. The consultation period will run from Monday 24 November 2008 until Wednesday 24 December 2008.

4 08/00773/FUL – 25-29 High Street, Crowthorne

The minutes of BFC, Planning & Highways Committee have been received, which outline the decision reached by the committee on refusal of the above planning application. These minutes are available at the Parish Office should any Councillor wish to view them.

5 Delegated Decisions and Probables

The Clerk notified members of the recent Delegated Decisions made and Probables.

MINUTE 320 PLANNING APPLICATIONS

The Committee studied and commented on the following planning applications:

-  08/00842/FUL – recommend approval

-  08/00969/FUL – recommend approval

-  08/01010/FUL – recommend approval

MINUTE 321 APPEALS

The Chairman mentioned the current ongoing appeals.

MINUTE 322 REDEVELOPMENT OF TRL SITE

The Chairman reported that under the appeal, the appellants have submitted alterations to plans directly to the Inspector conducting the appeal. In particular, the appellant has submitted changes to the proposed Old Wokingham Road roundabout. The Parish Council has been asked to comment. It was AGREED to forward the following response:

Having studied the revised plans, Crowthorne Parish Council believes that the proposed roundabout structure still significantly interferes with the existing householders’ access to Old Wokingham Road.

1  We believe that a “toucan crossing” should not be installed on a 40mph main connecting road.

2  The changes to the “splitter island” are insignificant and do not offer any further access or capability than the original plan.

3  There is no clear explanation of how residents in properties north of Sawmill Lane will get easy and safe access to Old Wokingham Road, particularly if wishing to proceed towards Crowthorne village.

4  The roundabout is too close to the busy intersection between Ellis Road and Old Wokingham Road

Crowthorne Parish Council believes its original objections to this application still stand, and re-iterates them.

MINUTE 323 CONSULTATION RESPONSES ON THE WOKINGHAM CORE STRATEGY SITES

The Chairman recommended that the following response be forwarded to Wokingham Borough Council and his recommendation was approved by the Committee:

Crowthorne Parish Council has studied the responses made during the consultation on the Wokingham Borough Council Core Strategy. We can comment on the following responses:

Respondent Reference Numbers: 1799, 1830 and 1849

Crowthorne Parish Council agrees with Wokingham Borough Council that Crowthorne Pinewood should be classified as a “moderate” development location as detailed in CP9 of the Core Strategy. Crowthorne Parish Council strongly disagrees with the respondents that Crowthorne Pinewood should be classified as a “major” development area.

Crowthorne Parish Council has no comments to make to any other response to Wokingham Borough Council Core Strategy Consultation.
