NLCTA PPS Entry and Exit Procedure

  1. Purpose of Procedure

This procedure describes the states of the PPS System, and the proper entry and exit procedures. The intended audience of this procedure is an NLCTA Qualified Operator.

  1. Definitions:
  • Enclosure: The NLCTA Accelerator PPS Enclosure.
  • Operator: A Qualified Operator as defined in the NLCTA Directives [02-02-02].
  • PPS Door: The PPS door nearest the keybank.
  • PPS Gate: The second door inside the radiation enclosure.
  • User: Anybody desiring to enter the Accelerator Enclosure under Controlled Access. In the context of this procedure, a user may be an operator.
  1. Introduction

There are two entrances to the enclosure; the West Entry Module and the East Entry Module. Each has a key bank and a closed-circuit TV camera located outside the (outer) PPS door, an intercom and a telephone on both sides of the door. Access is controlled from the PPS console in the NLCTA control room. There are four access states:

  • NO ACCESS. Radiation and Electrical hazards may be on. Access is not allowed.
  • RESTRICTED ACCESS. A special state no longer used. For this state, personnel enter the enclosure in Controlled Access and bailed into the Restricted Access state. In this state, magnets can be energized for testing. Restricted Access is no longer used for testing.
  • CONTROLLED ACCESS. Radiation and Electrical hazards are off. Personnel access is controlled by the PPS Operator. Personnel who enter the enclosure in this state must exit through the same door they went in.
  • PERMITTED ACCESS. Personnel access is permitted in this state of operation. The PPS doors are not locked.
  1. Entry Requirements

In order to enter the enclosure, it is required that the radiation hazards must be turned off.

  1. Entry or Exit Procedure for Permitted Access

Enter or exit the PPS enclosure through either the East Entry Module or the West Entry Module. The PPS doors are not latched in the Permitted Access state.

  1. Entry Procedure for Controlled Access

1.Users start in the NLCTA Control Room (B128) and obtain permission to enter from the operator. The operator identifies the PPS entrance to use (the “East” entrance of the “West” entrance).

Note: The use of the PPS system is included in the RWT training that most users have received. If a user is not sufficiently familiar with the entrance procedures to execute them with a minimal level of operator assistance over the intercom, then they must be trained in the use of the PSS system and beamline hazards prior to allowing unaccompanied entrance.

2.The operator obtains the PPS “Panel Control” key from the keybank and switches the PPS panel to “Local”.

3.The User proceeds to the PPS entrance and waits for the operator. If needed, after waiting a reasonable time, they may press the call button on the intercom.

4.The operator asks the name of each person entering and records their name in the PPS Logbook. One line per person, the operator fills out the first 4 sections of the logbook. Ditto marks ( ’’ ) may be used where appropriate.

If the access state is changed immediately prior to the entry, the notation “→CA” may be entered into the new access state following the first name.

5.The operator permits removal of a keybank-key by pressing the “Keybank Release” button on the PPS console. Each user entering must take a key.

6.The operator presses and holds the “Door Release” switch while a user inserts a key into the door control box and turns it unlatch the door. The door’sMagnaLock is de-energized only during the period of time when the door release switch is pressed and the key is turned. The door release switch also serves as the “Door Interlock Bypass” control, enabling the door to be open without losing the search status of the enclosure.

7.The operator monitors the entry using a video camera to ensure the correct number of people enter the enclosure.

8.The user closes the (outer) PPS door and leaves the (inner) gate open during entry. An indicator on the PPS panel indicates the door’s closed/not-closed status.

9.The operator releases the “Door Release” switch after everyone has entered.

  1. Exit Procedure for Controlled Access

1.The last users leaving should close the metal gate behind the PPS door.

2.The user presses the intercom “Talk” button and waits for a response. Repeat if there is no answer.

3.The operator asks for the names of people who wish to exit the enclosure. The operator enters the time of exit in the PPS Log next to each name and initials the entry.

If the access state is changed immediately following to the entry, the notation “→NA” may be entered into the new access state following the last name. Both “→CA” and “→NA” are permitted to be noted following an individual’s name if applicable.

4.If the person is a member of the search team, then a check is placed in the labeled column.

5.The operator presses and holds the “Door Release” switch. A user inserts a key into the door control box and turns it unlatch the door.

6.The operator monitors the entry using a video camera to ensure the correct number of people enter the enclosure.

7.The user closes the (outer) PPS door.

8.The operator releases the “Door Release” switch after everyone has exited.

9.Keys are returned to the keybank.

Note: The keybank key MUST BE RETURNED each time even if a re-entry is planned.

10.If the person is a qualified operator who completed a PPS Interlock Check, then the operator who executed the check initials in the labeled column following his/her name.

  1. Emergency Exit Procedure

Any unplanned use of the PPS Emergency Exit button requires execution of the PPS Security Fault Alarm Response Procedure [02-05-04].

The alarm may be reset by pressing the Emergency Off “RESET” button while in Controlled Access with PPS “Panel Control” key set to “Local Control”.
