Mr. James (Howard) Murphy is an Assistant Professor and Program Coordinator of the Bachelor of Emergency Services Management Degree Program at Anderson University. He is also the part-time Emergency Management Coordinator for the Anderson County Sheriff’s Office, and a Senior Officer with the U.S. Army Reserve. In 2013–2014, Mr. Murphy served as the U.S.Strategic Command’s and Defense Threat Reduction Agency’s (DTRA’s) Senior Operations and Planning Officer, supporting the United Nations and Organisation for the Prohibition of Chemical Weapons in the destruction of Syria’s chemical warfare program and materials. He is DTRA’s first credentialed Master Consequence Management Specialist (2008) and served as the commander of the Army’s first CBRNE Incident Response Force on the U.S. Northern Command’s CBRNE Consequence Management Response Force from 2009 to 2012.

Having contributed to the development of many of the existing United States’ Emergency Management, Homeland Security, Complex Medical and Public Health Operations, and Defense Support of Civil Authorities policies, programs, and organizations, Mr. Murphy has mentored many professionals across the spectrum of emergency response to national defense. He possesses 33 years of experience as an emergency responder including tenures as chief officer and commissioner, 27 years in emergency management, 21 years of national security experience, and 31 years of service within the U.S. Army and Army Reserve.

Mr. Murphy is an accomplished writer, serving as author or co-author of more than 30publications and courses for masters- and bachelors-level emergency response, homeland security, disaster management, and weapons of mass destruction counter-proliferation courses. He maintains his credentials as a Certified Emergency Manager, National Registry Paramedic, Hazardous Materials Technician, and Fellow of the Academy of Emergency Management.

Mr. Murphy possesses a Master’s in Business Administration in Healthcare Administration from City University of Seattle, and a Master’s in Strategic Studies from the Army War College. He is currently pursuing a Doctorate of Philosophy in Organizational Management at Piedmont International University. Mr. Murphy’s purpose for participating in the EMI Higher Education Symposium is to develop and maintain relationships with other emergency management educators and practitioners, and learn best practices in emergency management higher education to increase the effectiveness and value of Anderson University’s emergency management courses and degree programs.
