Topic:Executive Committee
Karen described the role of an Executive Committee to the HAT. Individuals on this committee would meet prior to the regularly scheduled HAT meeting to develop the agenda, discuss upcoming multiple items, and identify and address the differences between government and implementation teams. Helen expressed concern that consumers are not represented on the HAT of the Executive Committee. These concerns were echoed by Patricia Hunter, Bob LeRoy, There was discussion on the need for a balance of consumers and consumer representatives (LTCOP, DRW, etc).

- Karen shared information on the composition of the Implementation Teams with specifics for King County and Snohomish County. Karen and Alice are exploring potential for conflicts of interest between teams. They will explore if beneficiaries should join.
- LTSS team meets every other Friday to discuss the Long Term Care Chapter. This will be provided to the plans upon completion.
- Provider outreach forums to Skilled Facility Providers were provided in partnership with HCA, Regence and United. Additional forums for Assisted Living Providers are being held May 14, 2014. Members of the HAT requested specific information on the dates and locations. In addition, they requested specific information on the number of duals living in Assisted Living Facilities, Skilled Nursing Facilities, and Adult Family Homes.
- HAT members questioned if the contract template would be available for review. Alice Lind will follow up with plans.
- A mailer with information on HealthPath Washington will be sent out to Adult Family Home providers with their AFH invoices. We continue to work with the AFH union to outreach more effectively with providers. The mailer developed for this purpose will be provided to the HAT for review. Questioned whether this type of mailing would be available to other types of providers. Patricia Hunter will speak with John Ficker about coordinating efforts for the September meeting.
- The 3 way contract is still being worked on with CMS for final clearance. CMS has not approved sharing a draft. AAG – Bill Stevens
- Readiness reviews are in process. Desk reviews have been completed and the provider network sent in. We continue to work with the plans in developing their network and they need to be robust by the end of May. Plans are in need of the final contract in order to finalize contracts by May of June in anticipation of implementation in October. Karen explained that each plan will have a website with information on their plan. HAT members expressed concern regarding the transparence of drug lists since this is a key factor in choosing a plan. Karen indicated it would be available on the website and via other formats as well.
- There is a grant opportunity for proposal to train Community Living Center and SHIBA staff. We have provided introductory trainings and will explore the option of pursuing the funding opportunity. Further discussion is needed of how to get to consumer to educate on who to contact, etc. Reach to intermediaries, housing support staff is also imperative. HAT members wanted to know if plans are contacting family members, POS’s guardians, etc.
- We have developed a Communication Plan and it was provided to the HAT. It is a living document subject to change as necessary. We are seeking feedback which should be sent to Rafael at the Health Care Authority. Rafael is working on fact sheets. Ingrid question is he would share the drafts or whether the time lines were too tight.
- Enrollment material was put out for review in the past. CMS is currently reviewing the materials. Members requested a list of enrollments materials and a brief summary. The HAT would like to review these materials and would like to see State specific elements.
