REQUEST FOR QUALIFICATIONS

TO PROVIDE

ELECTROMAGNETIC INSPECTION AND ACOUSTIC MONITORING SERVICES FOR PRESTRESSED CONCRETE CYLINDER PIPE ASSESSMENT PROGRAM

To all prospective respondents to Request for Qualifications (RFQ) No. RFQ-PL-945, for which Statements of Qualifications are to be received by The Metropolitan Water District of Southern California (Metropolitan or MWD) online through its e-procurement system NETConnect until 3:00 p.m., PST, March 24, 2011.

I.  The information and revisions given in Addendum No. 1 are official revisions as well as responses to requests submitted by prospective respondents for clarification, and are hereinafter incorporated into RFQ-PL-945. Respondents are cautioned to review this addendum carefully as requirements to the RFQ may have changed.

II.  Statements of Qualifications will be received until 3:00 p.m., PDT, March 24, 2011. This is an extension from the original RFQ submittal due date of March 10, 2011.

III.  The following are revisions and responses to clarification questions submitted:

1.  Pg. 9. “Consultant shall have all required licenses, permits and accreditation required by the State of California to perform the services described herein”. Does this mean that the consultant requires a contractor’s license?

A.  Should the work to be provided include construction work, a California contractor’s license may be required of the Consultant or subcontractor performing the work. Please refer to the California State Licensing Board for detailed contractor license requirements.

2.  The RFQ requests that wire slippage is reported. Slippage isn’t in the frequency range that is recorded and analyzed. Can you please remove this from the mandatory requirements?

A.  Reporting requirements regarding wire slippage is hereby removed from the RFQ requirements.

3.  Pg. 9. “Consultant shall review Metropolitan’s record drawings and other information supplied by Metropolitan to design and install acoustic monitoring system, including securing cable in pipe to withstand operation flows and turbulence”. Can Metropolitan specify “to a maximum of 8 ft per second”.

A.  No.

4.  Pg. 10. “Consultant shall provide telephone support and review of acoustic events during non-business hours”. Can Metropolitan please remove this from the mandatory requirement?

A.  No.

5.  Pg. 10. “Acoustic events locations can be identified to within plus or minus one-half pipe diameter”. Can you please confirm if +/- 3 feet sufficient?

A.  No.

6.  Pg. 10. “and make recommendations for future monitoring and rehabilitation”. Can you please confirm that ‘recommendations for rehabilitation’ refers to identifying pipes that are recommended for rehabilitation, as opposed to providing specific rehabilitation methods such as tendon, carbon fiber, and replacement?

A.  Confirmed.

7.  Pg. 10. “Consultant shall contact Metropolitan immediately with the location and extent of the activity”. Can you please change immediately to ‘within one business day’?

A.  No.

8.  Section K, Record of Past Performance: Can the requirement be changed from listing all the information for all the projects done in the last 5 years to either ‘all pertinent projects’.

A.  Respondents shall list all projects relevant in size and scope to the requirements of this RFQ.

9.  Section M, Fee Schedule: If respondents choose to submit an alternate compensation structure do they still need to submit a fee schedule using Exhibit C?

A.  Yes.
