II.Old Business

A.(120215-6)The Town of Houlton ordains approval of the Electronic Mail (Email) Policy for Town Councilors and other Town Boards/Committees. (Note: The document in its entirety is available for review at the Town Office during normal business hours.)

B.(S010116-1)The Town of Houlton ordains that the Capital Reserve Ordinance account be amended to read that said account shall be funded by an appropriation of $86,220 in fiscal year 2016 and revert back to one-half (1/2) mill for future years.

C.(010116-2)The Town of Houlton ordains approval of the Ethics Ordinance for Town Councilors and other Town Boards/Committees. (Note: The document in its entirety is available for review at the Town Office during normal business hours.)

III.New Business

A.(010216-1)Council approves and authorizes the Town Manager to sign the Utility Location Permit Application from Northern Maine Interconnection, LLC, for an overhead 115-KV electrical utility line to cross the following town roads in Houlton: Drews Lake Road, Porter Settlement Road, Hagan Farm Road and Ludlow Road.

B.(011216-2) Council approves the application for a Secondhand Precious Metal Dealer Permit by Stephen Wiggins, d/b/a Wiggins Trading Post, located at 16 Bangor Street.

C.(010216-3)Council approves the Southern Aroostook Development Corporation (SADC) Services Contract with the Town of Houlton in the amount of $2,333.33 per month, effective January 26, 2016, and authorizes the Town Manager to sign all documents pertaining to said Agreement.

D.(010216-4)Council approves entering into an Agreement with the Maine Department of Transportation regarding the proposed improvements to the intersections of Court/Military and Bangor/Kendall/Main and authorizes the Town Manager to sign all documents pertaining to said Agreement.

E.(010216-5)Council appoints ______as a member to the Planning Board for through March 2019, effective immediately.

F.(010216-6)Council appoints ______as a member to Planning Board through February 2017, effective March 1, 2016.

G.(010216-7) Council authorizes membership in the Maine Service Center Coalition for 2016 and designates the Town Manager to be the appointed representative for the Maine Service Centers Coalition and designates Councilor ______as the Alternate.

H.(010216-8)Council accepts the donations of $85.00 in memory of Peter Homchuck to be used for the Recreation Department basketball programs.

I.(010216-9)Council accepts the donations of $75.00 in memory of Robbie Cottle to be used for the Recreation Department youth programs.

J.(010216-10)Council approves execution of the Application for Special Permit for Catering Privileges Off Premises by Chester L/Briggs Post 47 American Legion for February 5, 2016.

K.(010216-11)Council approves the Agreement to Purchase Services between the State of Maine Office of Tourism and the Town of Houlton for the period of February 1, 2016 through January 30, 2017 and authorizes the Town Manager to sign all documents pertaining to said Agreement.
