Springdale Board of Health Meeting

December 11, 2014

Mayor Webster called the meeting to order at 7:00 p.m. Mayor Webster thanked Mr. Kellner for filling in at the November Board of Health (BOH) meeting.

In Attendance were: Scott Garrison, Rita Hart, Jean Hicks, Lynn Jones,George Kellner,

Dr. Kevin Ketring, Cammie Mitrione, Jim Squires, Dr. Barry Webb, and Mayor Doyle Webster.

Dr. Ketring made a motion to approve the Minutes from the November 13th, 2014 BOH meeting. Mrs.Jones seconded. The Minutes of November 13 were approved with five affirmative votes.

City Council Report

Mr. Squires reported that the Annual Budget presentation was detailed at the City Council meeting on December 3rd, 2014. The budget is a little over $20M, with a $1.1M carryover. Mr. Squires also indicated that an Executive Session was held at the December 3rd meeting, at which the committees to evaluate and recommend the City's engineering Firm and Law Partner presented their reports. Council voted to keep the current engineering firm, CDS/CT and law firm, Wood & Lamping; however, changes were stipulated and will be monitored.

The Mayor notified Dr. Ketring that the improvements for the drainage problem in his neighborhood were included in the budget under Capital Improvements.

Unfinished Business

Mrs. Mitrione provided a 2014 SOS Adopt a Family status. There are 66 families on the list, a few still needed sponsors. Thirteen new business sponsors were recruited this year. Sponsors have started bringing in their presents. Wrapping party scheduled for Sunday, December 14th and Monday, December 15th. Families will be picking up their packages on December 18th and 19th. A resident donor volunteered to purchase up to $500 of turkeys to add to the 18 donated by John Morrell.

New Business

2015 Public Pool-Spa Fee Proposal- Mrs. Mitrione reviewed the 2015 Pool Program Cost Analysis. From existing data, the total cost of pool program to the citywas determined for 2014. Mrs. Mitrione set forth two options for the 2015 Pool fees. The first would cover the entire costs for the program; while the second, more modest option was a 6% increase, which would raise the rate from 2014's $352 to $374 for 2015for primary pools and from $176 to $186 for a secondary pool or spa. The Board discussed the options and Mrs. Jones made a motion to adopt the 6% increase. Mrs. Mitrione conducted the first reading of the Resolution, R1-2015.

Health Commissioner's Report

Mrs. Mitrione discussed OAC 3701-36-03 Minimum Standards, specifically the two-hour continuing education requirement. Board members were asked to submit documentation of their education to Mrs. Mitrione. Mrs. Mitrione has a CD available if any Board members would like to use it to fulfill that requirement.

Mrs. Mitrione mentioned that there is going to be a new restaurant in Springdale, Noodles, in the new building that will be erected in the area of the old KFC. Also, Outback and Chipotle will be relocating to out lots in the Tri-County Mall parking lot.

Mrs. Mitrione announced that Maple Knoll would be getting a new spa; the plan review process is conducted by the State Health Department.

The Springdale Health Department (SHD) held an in-house food safety training for Happy's Pizza due to initial violations. The Health Commissioner assured the BOH that the SHD would stay on top of their operation. Discussion by all reinforced the assertion that the City would not get the same level of service were it not for having its' own Health Department. This was also ascribed to in the discussion about the three Motel Inspectionsthat were included in this month's BOH packet.

Public Health Nurse’s Report

INFLUENZA- Influenza activity in Ohio is at the “local level” as of week ending November 22nd (see handout - Flu View Map of US)

Ohio Department of Health (ODH) sent an alert that Influenza A (H3N2) has been the most frequently reported influenza virus so far this season. Data shows that almost half of the H3N2 viruses collected and tested were antigenically “like” the current vaccine component BUT that the rest (slightly more than half) were different (drifted) from the H3N2 virus. The advice is to continue to give the 2014-15 flu vaccination since it has been found to provide some protection against the drifted virus as well as to the strains in the vaccine that have not drifted.

CDC Health issued an advisory to re-emphasize the importance of the use of neuramionidase inhibitor antiviral medications when indicated for treatment and prevention of influenza, as an adjunct to vaccination.

The Springdale Health Department has given 328 Influenza vaccinations this season (includes the 55 given to Medicare aged by Sharonville Health Department and billed through Vaxcare). Sites used to give the vaccinations included the nurse's office, the Annual Health Fair on October 21st at the Community Center, the Latino Expo on September 21st, and the Willows Apartment Complex office on two separate dates. We have 12 doses for >3 years old and five doses for 6 months – 35 months age left.

EBOLA – No citizens in Springdale are being monitored at this time. The number of Ebola cases and deaths continues to climb. As of 12/04/2014, the total case count world-wide is close to 16,000 (as September 23 there are 6574); the total deaths is now close to 6,000 (in September it was 3091).

Early trials of Ebola vaccines by Merck/New Link and Glaxo show promise. The vaccines have had no serious side effects in humans. Because it is unethical to expose volunteers to the Ebola disease, researchers assess the effectiveness of the vaccines by determining whether the vaccines trigger production of Ebola antibodies and immune-system T cells. Early trials of a third version of vaccine by Johnson & Johnson will start in January 2015.

Screening of travelers from Guinea, Liberia, Sierra Leone, and Mali continues both before passengers are allowed to board the planes and for 21 days after they arrive in the U.S. According to CDC report MMWR/Dec 9, 2014/63;1-6, this program has been successful. Of those travelers to the U.S., two who were not symptomatic during exit screening and travel, became ill with Ebola after arrival. (NOTE: this data does not include the travelers who were medically airlifted with already diagnosed Ebola.)

BECKFIELD COLLEGE – I attended the annual Board Meeting. Beckfield offers a LPN program and a LPN to RN program at the Springdale location. The location in Florence, KY, offers these as well as a RN program and a RN to BSN program.

They also have a program to help students to earn their High School diploma called PennFoster High School – free. This program is computer-based on campus along with a tutor (also called a success strategist.)

HEALTHY U DIABETES SELF MANAGEMENT PROGRAM

Next workshop is scheduled for Thursdays, February 19 – March 26th at Community Center from 1- 3:30. We already have three people signed up so far but expect more since it will be advertised by Council on Agingto the Veteransand PERS retirees.
