DEFINITION: Within the DHS Office of Information Systems will provide both the IT organization and the business with a Centralized Office that can set standards on project management polices, a uniform systems development methodology, project management expertise, and a set of tools and templates that can be utilized across the Department. Works in conjunction with the other Divisional PMO’s to assist the Business in developing a Strategy that best meets divisional goals and objectives with enterprise wide system applications that are developed with a defined Project Management approach and are on time, within budget and developed to the Client’s level of satisfaction and quality.

REQUIREMENTS

EDUCATION: BA, Bachelors degree from an accredited 4 year college or university. Masters in Business Administration preferred. Project Management Certification (PM, PMP) desired.

EXPERIENCE: Minimum of 10 years experience in Project Management in a PMO setting establishing “best practices” for Project Planning, Project Management, Project Methodology and Project Implementation.

DUTIES AND RESPOSABILITIES:

§  Define, document and develop the Project Charter document for the establishment of a DHS Central Office PMO to include: PMO Goals, Strategy, Governance, Benefits, Staffing and Organization.

§  Work with the other Divisional PMO offices and meet periodically to jointly develop a collaborative approach to establish “best practices” for Project Planning, Project Management, Project Methodology and Project Implementation

§  Work in concert with the other Division PMO offices to plan and align their potential IT Projects in coordination with the DHS Strategic Business Plan to ensure all projects meet the needs of the DHS Divisions and are properly funded and resourced

§  Define and establish a standard Systems Methodology by which all future Projects will adhere. This methodology can be a customized version of PMI’s PMBOK methodology which is the current “gold standard” in the IT marketplace

§  Offer services and support not only to the DHS Central Office application development area but also to DDD, DMHAS and other Divisions that may require advice, guidance or actual Project Management augmentation

§  Establish a uniform Systems Methodology that facilitates the standardization of operations across the organizations and set the stage for the use of Project Templates and Tools for each Phase of Development

§  Provide Project Management resources/and or services to manage individual Projects at other Divisions (based on availability, need and priority)

§  Mentor any junior Project Managers on Project Management best practices

§  Provide Business Analysis resources for the development of Requirements, System Specs, development of Test case scripts, coordinate UAT User Testing

§  Provide Business Analysis resources for the redesign of Business processes either to improve operation efficiencies or as part of a new Systems implementation

§  Define and document processes to facilitate the Application Development process, e.g. Change Control process, Project Request and or Enhancement forms and processes, etc.

§  Increase the use of PM tools like MS Project, Visio for process documentation, or introduce new PM Tools like Clarity, HP’s (Project Management Portfolio), etc.

§  Set up a PMO Sharepoint site to be made available to other PMO staff in the DHS Divisions, and to Application Development staff, Stakeholders, basically share Templates, Processes and standardized procedures

§  Establish criteria and a process for identifying new Project Priorities as well as Enhancement priorities across the DHS organization

LICENSE: Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
