1.0 Welcome

The Chair Brian Martin welcomed all to the meeting

2.0 Apologies

3.0 Police Report

The following are reported incidents in the area of Fyvie, Rothienorman and Monquitter.

The crime figures this month are very low with only 3 reported crimes.

Of community interest this includes:

  • Detected case for careless driving on the A947 beside St Katherines on 3 April
  • Undetected case in Fyvie for car wheel (attached to car) being set on fire having had petrol poured on it on 20 April.
  • A dog biting a delivery driver in Rothienorman on 21 April. .

Police Scotland will continue to monitor speeding and inappropriate parking in the area. Additional officers have been trained to use hand held speed monitoring devices and further training is to be rolled out in the next few weeks.

Last week (20.04.2015-24.04.2015) Police completed a speeding operation in Formartine, including Fyvie, Rothienorman and Monquitter between 0700 hours and 1600 hours which resulted in several drivers given verbal warnings regarding the manner of their driving.

Police Scotland continue to encourage householders to secure their property, outbuilding's, vehicles and property of value at all times, in an effort to prevent opportunist thefts that continue to occur within Formartine. Opportunist thieves continue to target the Aberdeenshire area and favour insecure dwellings and vehicles.

It was also noted that should the council have specific queries regarding follow up/crime resolution, we can email and get a response.

4.0 Approval of Minutes

The minutes from the meeting held on March31st2015 had been circulated earlier and were approved

5.0 Matters Arising

Iain Catto was in attendance from Foundation Scotland, and can provide support to the council.

The Memo of Understanding has been returned.

Further discussion of distribution of the funds from the council, and the options available. Also detailed were excluded organisations.

Included in this was discussion on publicity, application forms, administration etc. Possibility of an editorial in the Turriff advertiser.

80% of the funds to go to Auchterless for first five years, and then re considered. Iain will check and will continue to liaise with Marion Ewenson.

To clarify and correct differences between understanding of CC representatives and that of Foundation Scotland regarding management and allocation of funds, MrCatto was asked to provide copy of relevant documentation

It was noted that the community benefit guidance has been issued, for developers and communities and is currently available on the council website.

6.0 Reports from Meetings Attended

Local Development Plan – Drop In session was attended by Brian Martin, with a good/varied turnout.

Formartine Community Planning Group – Attended by Nick Orpwood.

Aberdeen ranger service available, with six in Aberdeenshire.

Discussion of recent grant to Collieston Offshore Rowing Club, and another potential source of funding.

Area Committee Meeting – Report by Anne Robertson

Aberdeen ranger service, there is currently an events programme booklet, and they are looking for volunteer groups to work with.

Application for Smiddyburn Quarry has been deferred for 3 weeks.

Landscape service and capital work programme was agreed with minor amendments.

Goalposts in park adjacent to A947 –solution in hand.

Fence A947 playing field, asked to look at.

Budget for Fyvie Legion kitchen upgrade approved.

Turriff Local community planning group – making it real. Set up with area manager for ward, currently no attendance from FRM CC. Please let Anne know if interested. Currently generating an action plan looking at young people; health services, drugs litter, police into school.

Community safety group – struggling for members.

Letter to be written detailing discussion over roof materials.

Regards to turbines within the community, there is no requirement for developers to contribute to the community.
