Previously Jim served as a consultant to Federal Emergency Management Agency (FEMA) and the P&Cinsurance industryand as claims vice president to the National Flood Insurance Program (NFIP)Direct Servicing Agent and oversaw claims operations for the NFIP Direct Program. He had more than 29 years claims and management experience with the American Mutual Fire Insurance Company and its progeny, Unisun Insurance Company, including increasingly responsible roles from Staff Adjuster to Claims Officer including, beginning in 1983, the Company’s NFIP Write Your Own (WYO) program. In addition to serving as Director of Claims, Jim is also the Claims & Appeals Branch Chief, DHS/FEMA-IM-DI-RI-CA.

As the NFIP’s Director of Claims:

  • Manages all aspects of the NFIP claims function, by directing, developinggoals and policies, and coordinating claims activities. This includes claims generated by 5.6 million policies with in-force insurance exceeding $1 trillion
  • Provides claims direction to a complex network of stakeholders and partners includingabout90 private-sector insurance companies participating in FEMA’s Write Your Own Program (WYO), the NFIP Bureau And Statistical Agent, the NFIP Direct Servicing Agent, and various independent claims adjusting firms and NFIP Certified adjusters
  • Presents the Federal Insurance & Mitigation Administration’s (FIMA) and the Risk Insurance Division’s claims positions at meetings, conferences, and to Congressional members and staff
  • Serves as chief subject-matter advisor to Department of Homeland Security (DHS) and FEMA regarding NFIP claims and appeals
  • Visits flood damaged areas and provides operational and technical guidance to the NFIP Flood Response Office and WYO company catastrophe offices, participates in post-storm adjuster briefings, and resolves NFIP Bureau and Statistical Agent, NFIP Servicing Agent, and WYO Company’ claims issues
  • Visits the Federal Coordinating Officer of the Disaster Joint Field Office to address NFIP flood insurance claims issues and is available to represent DHS/FEMA/FIMA/Risk Insurance at town-hall meetings or other briefings
  • Manages the NFIP claims formal appealprocesses

Bachelor of Science Degree in Business Administration from The Citadel in Charleston, South Carolina and the Chartered Property Casualty Underwriter (CPCU) and Associate in Claims (AIC) professional designations from the American Institute for Chartered Property Casualty Underwriters and the Insurance Institute of America, respectively.
