Cedefop is the European Agency to promote the development of vocational education and training (VET) in the European Union.

Cedefop is the centre of expertise to support the development of VET and evidence-based policy-making. It provides advice, research, analysis, information, and stimulates European cooperation and mutual learning. Its networks allow the Centre to keep abreast of recent developments. Cedefop works closely with the European Commission, governments, representatives of employers and trade unions, as well as with researchers and practitioners. It provides them with up-to-date information on developments, experience and innovation in VET, and forums for policy debate. Cedefop shares its expertise through electronic and hard-copy publications, conferences and working groups.

Cedefop was founded in 1975 and moved to Thessaloniki, northern Greece, in 1995. It has approximately 130 staff and is subject to the Staff Regulations and the Financial Regulation of the European Union.

Responsibilities and tasks

The Facility Manager and Security Officer will be part of Area Resources. Area Resources is managed by the Head of Resources and includes the Finance and Procurement Service, the Human Resources Service, and the Information and Communication Technologies (ICT) Department.

Reporting to the Head of Resources, the successful candidate as Facility Manager will manage the Centre’s building(s), non-IT infrastructure and services. As security officer, she/he will work with the Health & Safety committee of Cedefop. She/he will ensure that the Centre has a safe and efficient working environment.

In particular, the Facility Manager and Security Officer will be responsible for:

Facility management:

  • Planning and managing the use of building space and business continuity arrangements;
  • Managing the maintenance and renovation of buildings; in particular management of all works related to address Cedefop building disorders and any foreseen extensions of the facilities;
  • Preparing and managing budgets relating to the facility management;
  • Ensuring the timely procurement of facility-related services and ensure the proper implementation of service contracts;
  • Preparation of tendering procedures in the areas of:
  • design, construction, fitting-out and refurbishment of office buildings and premises
  • preventive, conductive and remedial maintenance for building technicalinstallations
  • preventive and remedial maintenance for building civil engineering
  • Managing office services, such as cleaning and office removals;
  • Preparation of procedural documents relating to facility management;
  • Handling relations with local authorities on facility-related matters;
  • Ensuring adequate insurance cover and deal with insurance claims;
  • Advising on energy efficiency;
  • Proposing improvements within the field of responsibility, with particular emphasis on improving the quality of service;
  • As necessary, perform other tasks requested by the Head of Area in the interest of the service.

Security:

  • Assisting in the preparation and implementation of internal and external security related policies and procedures;
  • Coordinating with the Greek authorities in all security related issues;
  • Acting as a counterpart for external service providers in the field of security;
  • Conducting physical and procedural security surveys and inspection;
  • Investigating and submitting detailed records on security related incidents;
  • Providing an emergency security plan within Cedefop premises and assisting withcalamity organisation when necessary;
  • Maintaining all necessary records to ensure the effective functioning of the securitycapacity.

Formal requirements

Candidates must:

  • Be a national of one of the EU Member States;
  • Have a level of education which corresponds to completed university studies of at least three years attested by a diploma;
  • Have a thorough knowledge of one of the languages of the Communities and satisfactory knowledge of another language of the Communities;
  • Enjoy full rights as a citizen;
  • Have fulfilled any obligations imposed by the laws on military service;
  • Be physically fit to perform the duties relating to the post.

Prospective applicants will be assessed against the following criteria

Education, knowledge and experience:

  • University degree in civil engineering and/or architecture;
  • In addition to the above, working experience in the field of building maintenance management of minimum 2 years;
  • Experience of managing/supervising constructionor building repair projects

Professional competences and skills

  • Excellent ability to deliver results and manage work independently or as part of a team;
  • Ability to plan, to set priorities and deliver results to schedule and within budget;
  • Knowledge of procurement procedures and ability to draft technical specifications;
  • Excellent analytical and problem-solving skills and a capacity to make sound, logical and well-argued judgments;
  • Ability to adjust fast to changes, to continuously keep up with new developments and to learn;
  • Motivated, dynamic personality with strong aptitude for team work;
  • Good ability to listen and build positive and cooperative working relationships with other units and colleagues;
  • Good command of English, including the ability to produce quality written material;
  • Good ability to operate standard computer applicationsand engineering software;
  • Knowledge on the protection of assets and secure environments.

the following characteristics will be considered as additional assets

  • Knowledge of EC procurement rules;
  • Knowledge of EU health and safety at work directives;
  • Knowledge on energy efficiency;
  • Working knowledge of Greek.

Contractual conditions

The initial contract will be for a duration of 3years with the possibility of renewal.

The terms of employment are those described in the Conditions of Employment of Other Servants of the European Communities (cf. articles 79 to 119 referring to contract staff).

The basic monthly salary of a contract agent in Function group IV (grade 13, step 1) before any deductions or allowances is approximately € 2.940.

The grade will be determined in the light of the successful applicant’s experience and qualifications.

Recruitment will take place under the condition that corresponding budget appropriations are available.

For reasons related to the Agency’s operational requirements, the candidate will be required to be available at short notice.

The place of employment is Thessaloniki, where Cedefop has its official seat.
