ISSUE BEFORE THE BOARD: Approval of new community college programs:

·  Blue Mountain Community College, Chemeketa Community College, Clackamas Community College (Sponsor), Clatsop Community College, Columbia Gorge Community College, Klamath Community College, Lane Community College, Linn-Benton Community College, Mt. Hood Community College, Portland Community College, Southwestern Oregon Community College and Tillamook Bay Community College: Administrative Office Professional (Statewide Associate of Applied Science Degree);

·  Mt. Hood Community College: Basic Manufacturing Technician (Opt-in to Statewide Certificate of Completion)

·  Mt. Hood Community College: Wilderness Leadership and Experiential Education (Associate of Applied Science Degree);

·  Portland Community College: Geographic Information Systems (Certificate of Completion)

BACKGROUND: ORS 341.425 directs the State Board of Education to approve all proposed community college programs. ORS 344.259 directs the board to coordinate continuing education in lower division, developmental, adult self-improvement, professional and technical education for agencies under its regulator authority.

341.425 Approval required to commence or change program and for transfer credits. (1) Before an educational program is commenced at any community college, the board of education of a community college district shall apply to the State Board of Education for permission to commence the program. After the first year of the program, course additions, deletions or changes must be presented to the State Board of Education or a representative of the Department of Community Colleges and Workforce Development authorized to act for the state board for approval.

(2) Until the community college becomes accredited by the Northwest Association of Schools and Colleges or its successor, the community college shall contract with an accredited community college for its instructional services, including curricula, to ensure its courses carry accreditation and are acceptable for transfer.

(3) After reviewing the contractual agreement between the nonaccredited and the accredited colleges and after suggesting any modifications in the proposed program of studies, the State Board of Education shall approve or disapprove the application of a district. 344.259 Coordination of continuing education. (1) The State Board of Education shall coordinate continuing education in lower division, developmental, adult self-improvement, professional and technical education for agencies under its regulatory authority. The State Board of Higher Education shall coordinate continuing education in upper division and graduate education for institutions under its jurisdiction.

Assurances: The College has met or will meet the four institutional assurances required for program application.
1.  Access. The college and program will affirmatively provide access, accommodations, flexibility, and additional/supplemental services for special populations and protected classes of students.
2.  Continuous Improvement. The college has assessment, evaluation, feedback, and continuous improvement processes or systems in place. For the proposed program, there will be opportunities for input from and concerning the instructor(s), students, employers, and other partners/stakeholders. Program need and labor market information will be periodically re-evaluated and changes will be requested, as needed.
3.  Adverse impact and detrimental duplication. The college will follow all current laws, rules, and procedures and has made good faith efforts to avoid or resolve adverse intersegmental and intrasegmental impact and detrimental duplication problems with other relevant programs or institutions.
4.  Program records maintenance and congruence. The college acknowledges that the records concerning the program title, curriculum, CIP code, credit hours, etc. maintained by the Department are the official records and it is the college’s responsibility to keep their records aligned with those of the Department. The college will not make changes to the program without informing and/or receiving approval from the Department.
Summary
Students completing the Administrative Office Professional (AOP) state-wide degree program will be prepared for positions as administrative assistants in roles that are increasingly self-directed and technically proficient. The degree reflects the evolving responsibilities of secretaries and administrative assistants requiring skills in project management; internet-intranet communications and research; document retrieval; customer service and public relations; the ability to take initiative, think logically, demonstrate problem-solving techniques, and successfully interact with a variety of personalities. The AOP state-wide degree program is market driven and industry validated.

Program Highlights

Standards: The College has met the five program approval standards.
1.  Need / The community college provides clear evidence of the need for the program.
·  As the current Labor Market Information (LMI) statistics indicate, this career field will continue to experience growth for the next 10 years and will have significant job openings through 2018.
·  There needs to be a coordinated, transferrable program among all colleges for training in this career field.
·  This program is recognized by business employers and identifies skills that lead to professional growth and advancement opportunities as noted in LMI statistics.
2.  Collaboration / The community college utilizes systemic methods for meaningful and ongoing involvement of the appropriate constituencies.
·  This degree program is a joint effort of statewide business departments (Oregon Administrative Office Professional Consortium--OAOPC), academic departments, and workplace specialists to ensure that students receive the outcomes-based education that leads to success in office occupations. All courses are aligned with the State Skills Sets.
·  A statewide Advisory Board consisting of business professionals around the state has validated the curriculum and will continue to work with the OAOPC to monitor the degree program. The Board members represent the following businesses, organizations, and schools: Barrett Business Services, Wachovia Bank, Warn Industries, Clackamas River Water, Multnomah County, Department of County Management, Clatsop County, Human Resources, Oregon Department of Education, Fuji Produce, Employers Overload, IBM, Express Personnel, and administrative assistants from Klamath Community College, Lane Community College, and Linn-Benton Community College
·  The Consortium will meet annually to review the program and make adjustments as needed and as recommended by the Advisory Board.
·  Continued collaboration will take place with local level advisory committees for local or regional Programs of Study.
·  A major goal for the Consortium is to continue to build articulation agreements with four-year institutions. This statewide program will help with these efforts.
3.  Alignment / The community college program is aligned with appropriate education, workforce development, and economic development programs.
·  This program was designed around the Business Management and Administration Cluster and the Administration and Information Support Focus Area of the Oregon Skill Sets, which aligns it with all Programs of Study developed in the state that is based on those standards.
·  Articulation agreements with the local high schools exist for some of the courses in this degree program with more under development.
·  Oregon Institute of Technology (OIT) has been part of the collaboration conversations for this program, and the Consortium's goal is to expand these conversations to other state colleges and private schools with the intent of creating articulation agreements with the four-year institutions.
·  The OAOPC meets regularly to discuss issues, monitor curriculum, update, and provide consistency.
4.  Design / The community college program leads to student achievement of academic and technical knowledge, skills, and related proficiencies.
·  The OAOPC has worked diligently to review and align courses with the Oregon Skills Sets, in particular, those standards for the Business Management and Administrative Cluster and the Administrative and Information Focus Area. These skill sets include academic and specific technical career knowledge and skills, as well as general career and workplace skills.
·  This Associate of Applied Science (AAS) degree program contains specific coursework for administrative office positions as well as related instruction as required by state approval standards and by the accrediting body for the college. Each course identified for the program has specific learning outcomes that are part of the overall AAS Degree program goals.
5.  Capacity / The community college identifies and has the resources to develop, implement, and sustain the program.
·  This revamped degree program consists of previously approved state courses. Most community colleges have included these in previously approved degree programs.
·  A collaborative effort by the Consortium has revamped a capstone course (previously offered by some community colleges) to reflect the program's goals. Although this is not a new course for some; it is for others and strengthens outcomes for students.
·  Courses not currently taught at individual campuses are available online and may be accessed by students statewide.
