Planning & Design Shortened Review Process Timeline
A new procedure being implemented by the Division of Planning and Design (PDS) will shorten the amount of time between when an application is submitted and when the public meeting is held. This will benefit both developers and homeowners by bringing them together earlier in the process. The new process went into effect on November 11, and will reduce initial agency review cycles from 28 to 14 days, with all other agency reviews being reduced from 14 to 7 days. Once the review has been completed, the public will be notified of the meeting date. The number of days required for public notice will remain the same. As always, the applicant is encouraged to notify adjacent property owners and the neighborhood of their plans as early as possible. Along with streamlining the review process, Planning and Design has also shortened all of their 46 applications by an overall length of 50% and given them a more unified look. To view and download new applications or learn more about the agency review process, please visit our updated website at http://www.louisvilleky.gov/PlanningDesign/

Louisville Water Company – Continuous Improvement
Article from Municipal Sewer & Water
By Erik Gunn
For a decade and a half, Louisville Water Co. invested between $8 and $10 million a year cleaning, relining or replacing old pipe responsible for scores of water main breaks that challenged the system and its customers. Those efforts paid off in a steep reduction in wasted time and money fixing broken mains. But that was “low-hanging fruit,” says Keith Coombs, manager of infrastructure planning for Louisville Water Co. So for the last six years or so, the utility has been aiming a lot higher. Through a mix of inspection, cleaning, and continued repair and replacement efforts, Louisville Water is striving to achieve the best bang for its buck in ensuring the continuous improvement of its water distribution system.

Walk a Mayor’s Mile
Walking is a great way to be physically active. It has many health benefits. Walking is inexpensive and doesn’t require costly equipment. Louisville has many beautiful spaces and places for walking including a series of “Mayor’s Miles” throughout the city. Mayor’s Miles are a distance-marking system for walking paths. Ground markers and pole signs designate every 1/10th of a mile to help facilitate walking for groups and individuals.

City Launches Trial of Mobile Pay for Parking
Parking in downtown just got easier. The city has launched a partnership with PassportParking, and will be introducing new mobile pay technology on Monday, November 18 at downtown surface lots. Drivers will be able to use their cell phones to pay for parking, first at downtown surface lots and eventually, at on-street meters throughout the downtown area. The mobile pay option will be in addition to the existing pay stations in lots, and gives drivers a new, quicker method to pay for parking. It’s also a benefit for businesses, who can participate in the program by offering discounts and promotions for PassportParking customers who visit their stores. To use the mobile pay system, customers register via the free PassportParking Mobile Pay app or voice system, found on both iPhone and Android platforms. Registration instructions also are located at all parking locations and at www.louisvilleky.gov/parc. Once securely registered, motorists can pay for parking, which includes a $.25 convenience fee, by using the mobile payment option, calling a toll free number, or texting their zone and space information. As a way to increase parking planning that supports local business development, drivers who use PassportParking’s mobile pay technology will be able to log in using their Facebook accounts to find nearby businesses that offer validation or other discounts. Mobile pay technology will be available at on-street meters by January 1, 2014. At that time, the mobile app will provide motorists the option to receive text message alerts and reminders prior to the expiration of their parking session, with the ability to add additional funds at that time. In addition to providing a more convenient payment option for customers, this program also gives PARC access to PassportParking’s fully integrated cloud-based revenue control and parking management tools. PassportParking’s enterprise suite of software solutions will help the city manage its parking resources more efficiently and cost-effectively by providing real-time access to revenue, enforcement, and rate data.
Red Cross Urges Winter Blood Donations
This holiday season give a gift that doesn't spread waistlines or stretch wallets. Instead, spread hope by donating blood or platelets. The American Red Cross' Give Something that Means Something campaign asks eligible donors to make an appointment to donate blood or platelets during the holiday season Nov. 4, 2013, through Jan. 6, 2014. Historically, during the winter months of Nov., Dec. and Jan., fewer donors make the time to give blood due to competing seasonal activities, celebrations and holiday shopping. The Red Cross urges donors who make a commitment to donate during the holiday period to keep their appointments. Those who attempt to donate Nov. 27, 2013 through Dec. 1, 2013 will receive a red short-sleeve Red Cross T-shirt as a thank you. T-shirts will be offered while supplies last.
How to donate blood
Simply call 1-800-RED CROSS (1-800-733-2767) or visit redcrossblood.org to make an appointment or for more information. All blood types are needed to ensure a reliable supply for patients. A blood donor card or driver's license or two other forms of identification are required at check-in. Individuals who are 17 years of age (16 with parental consent in some states), weigh at least 110 pounds and are in generally good health may be eligible to donate blood. High school students and other donors 18 years of age and younger also have to meet certain height and weight requirements.
