RS BOARD MEETING MINUTES

September 6, 2007

Board Meeting

The meeting of the NC State Board of Sanitarian Examiners was held on Thursday, September 6, 2007 at2728 Capital Blvd Building in RaleighNC. Those in attendance were: Ann Gilstrap, Terry Pierce, Malcolm Blalock, Dr. Burt Ogle, Sheila Nichols, Layton Long, Patricia Hawkins,and Janice Jones. Lynn Lathan and John Barkley were present via conference call.

Called to Order – Chair Ann Gilstrapcalled the meeting to order at 10:24a.m.

Conflict of Interest Statement – Chair Ann Gilstrap asked does any Board Member wish to speak to the appearance of any actual or potential conflicts of interest. There were none stated.

Approval of Minutes - Janice Jones

Minutes for the July 12, 2007 meeting were sent to all Board Members.

Board Action: Dr. Burt Ogle made a motion to approve the Minutes. Motion was seconded by Perry Solice. All votes affirmative.

Copies of Closed Session Minutes were distributed.

Board Action: Motion made by Terry Pierce to approved Closed Session Minutes. Motion seconded by Dr. Burt Ogle. All votes affirmative.

Approval of the Financial Report – Janice Jones

Janice Jones presented the Financial Report. Bank Balances as of September 5, 2007 were Checking account - $4,584.72, Money Market account - $11,453.37, Share account - $33.29 and STIF account - $42,662.25. Total of these accounts are $58,733.63.

Board Action: Malcolm Blalock made a motion to accept the Financial Report. Motion was seconded by Perry Solice. All votes affirmative.

Chair’s Report – Ann Gilstrap

Ann Gilstrap reported that Andre Pierce will no longer be the webmaster for the Board’s website. Tobin Shepard with GuilfordCounty has expressed an interest in taking the position.

Board Action: Motion made by Malcolm Blalock and seconded by Terry Pierce to approve this change in the webmaster. All votes affirmative.

There was some discussion concerning replacement of RS or RS Intern certificates.

Board Action: Motion made by Perry Solice and seconded by Malcolm Blalock to charge $10.00 for a replacement RS Certificate and $5.00 for a replacement RS Intern Certificate.

Newsletter is being prepared and will be sent with Renewal Notices.

Vice Chair’s Report – Terry Pierce

Terry Pierce reported on the Environmental Health Internship Program Planning Committee. It is working on EH Student Interns who could work in local health departments and attend CIT after their Junior Year in college. Incubator money would be used.

New Database is near completion. Testing will still need to be done.

Secretary-Treasurer’s Report – Layton Long

Internal Audit was preformed this morning. Bill pay receipts need to be printed and missing deposit slips need to be located before the next meeting. Audit Policy is needed.

Secretary to the Board’s Report- Janice Jones

Janice Jones reported that more certificates needed to be signed by all Board Members. She has those available today.

Scores for the July 13, 2007 Exam were presented to the Board. Ms. Jones reported that the RS cards are being mailed. The 2008 Renewal Form is ready. She is also working on the new database with Blue Lizard.

Board Action: Motion made by Malcolm Blalock and seconded by Terry Pierce to recess for lunch. All votes affirmative.

Reconvened at 12:28 p.m.

Board Action: Terry Pierce made a motion to go into Closed Session to discuss investigations. Motion was seconded by Perry Solice. All votes affirmative.

Investigations

Hearing for Michael Thompson will be rescheduled.

Gerald Strickland case – John Barkley reported that he had not received word from the Court of Appeals on the request for an extension.

PamlicoCounty Investigation - Malcolm Blalock reported that after numerous interviews, no evidence was found to warrant action by the Board. Recommendation by the Investigative Team, Malcolm Blalock and Perry Solice, is to close the investigation and take no action.

Board Action: Motion made by Terry Pierce and seconded by Dr. Burton Ogle to close the PamlicoCounty Investigation for lack of evidence and take no action. All votes approved.

Michael Beanecase – John Barkley reported that he has not yet received the records of indictment.

Rhonda Barnes case – Ms. Barnes did not appeal the Board’s decision to revoke her registration. Mr. Barkley will prepare the written decision.

A verbal complaint has been received concerning a NewHanoverCounty employee and an allegation of extortion related to his work as an Environmental Health Specialist.

Board Action: Motion made and seconded to wait until the outcome of the charges before conducting an investigation concerning his registration. All votes affirmative.

After some discussion, legal representation advised that a response to a letter from a former RS is not required since there is no relevance to the RS Board jurisdiction.

Fast Tracking Request

Request from John Brooks to grant credit for previous environmental health experience and test scores from previous NC RS

registration.

Request from Lucy Stack to grant credit for previous environmental health experience and accept previous NEHA score. Ms. Stack has successfully passed the oral and essay portions of the NC RS Exam.

Board Action: Recommendation from Education Committee to grant RS status to John Brooks and Lucy Stack. Terry Pierce abstained from voting on John Brooks. All other votes affirmative.

Policies

Policies on Continuing Education Course Approval andRegistration Cards were presented.

Board Action: Motion was made by Layton Long and seconded by Dr. Burt Ogle to accept the policies with some corrections. All votes affirmative.

Internal Controls

The Board will conduct a work session in reference to the different sections of the Internal Controls Document on Friday, October 19, 2007 at 2728 Capital Blvd Building at 9:30 a.m.

Next meeting is scheduled for October 24, 2007 at the Carteret County Health Department in MoreheadCity. The RS Exam will be administered on Thursday, October 25, 2007 at the same location.
