Mayor Blechinger called the meeting to order at 6:00 p.m.
David Hawthorne gave the invocation.
David Hawthorne led the pledge to the flag.
Item: Public Hearing on Auburn-Barrow County Millage Rate
Mayor Blechinger asked for a motion to open the Public Hearing for the Auburn-Barrow County Millage Rate
Motion: Made by Council Member Vogelto open the Public Hearing for the Auburn-Barrow County Millage Rate
Seconded:By Council Member Ackworth
Vote was taken with all members present voting yes. Public Hearing opened
Joyce Brown presented.
Mayor Blechinger asked for any comments in favor of setting the millage rate for the Barrow County portion of Auburn to 4.931

Council Reports and Announcements
Mayor Blechinger announced Joyce Brown’s Clerk Certification. Susan Maxwell and Stacy Jones with the Carl Vinson Institute of Government, The University of Georgia were in attendance. Stacy Jones presented Joyce Brown with the Georgia Certified Clerk Certificate.
Staff Reports
Copies of staff reports are located at the end of this document. Chief Moulderannounced that on September 23rdOfficer Joe West completed mandated POST certification and is now a sworn officer with the department. Officer West started his 12 weeks of FTO training on September 26th. He has been employed with the City for over (9) years. With Officer West’s background in Public Works and Parks and Leisure, he already has a wealth of knowledge about City locations, which is a huge plus. David Hawthornereported that work has started on the 4th Avenue Project with the widening and repaving of the road. David also announced that the Great American Clean-Up is Friday, October 21st and Saturday, October 22nd. Alex Mitchemannounced the Business of the Year – Subway. Ron Griffith announced that Tracy Tullis was hired as the new Accounts Payable/Supervisor.

Mayor Blechinger asked for a motion to approve Resolution #14-016 setting the 2016 millage rate to 4.931 for the Barrow County portion of the City of Auburn.
